j City Engineer Sadler, in accordance with instructions, submitted plane and specifications for im-
provemente to the Olympic Gravity Water System, together with the following communications

Gentlemens
I herewith submit Plans and Specifications for the proposed "Improvements to the Olympic Gravity
Water System" as requested by your honorable body at the Council meeting of September 1, 2931. After 'A con-
1 ference with the Water and Drainage Committee and Mr. Green the Water Superintendent and myself to whom this
matter was referred, it was decided upon to renew the linos as outlined herewith. These being in the worst
condition according to Mr. Green. While it is impossible to cover the whole distribution system I have tried
to get as much as possible for the money to be spent. It was also decided to repair and reline Reservoir #1
and to renew the connection between the two reservoirs.
The Plan is outlined as followas
(1) From Water Street to the Reservoir on Adams, Jefferson, Taylor, Cosgrove and Quincy Streets.
Thin will be an 8" Cast Iron main from Water Street to the North aide of Washington Street on Adams Street.
An 8" untreated wood main with creosote collars from the North side of Washington to Jefferson Strout, from
Adams Street to Taylor Street on Jefferson Street, from Jefferson Strnet to Cosgrove Street on Taylor Street,
from Taylor Street to Quincy Street on Cosgrove Street, from Cosgrove Street to the Reservoir on Quincy and
Root Street. To provide all the necessary valves, fittings and Make all connections to Piro Hydrants, all
other mains and to Reservoir A.
(2) Washington Street from Monroe to Walker Street. This lino will be a 6" untreated wood main
with creosote collars from Monroo Street to the East side of Adams Street. A 6" Cast Iron main from the East

(7) Oak and Taft Stroetes From "F" Street to Taft Street on Oak Street, from Oak Street to Tyler
Street on Taft Strout. A 4" untreated wood main with creosote collars together with the necessary valves,
fittings and connections to Fire hydrant and other mains.
(8) Clay Street from Taylor to Van Burn Street a 6" untreated wood main with creosote collars to-
gether with the necessary valves, fittings and connoctions to fire hydrants and other Maine.
(9) Frankling Street from Taylor Street to Van Buren Street. A 6" untreated wood main together
with the necessary valves, fittings, connection to fire hydrants and other mains.
(10).Jefferson Street from Taylor Street to Van Buren Street a 6" untreated wood main with creosote
collars to athor with the neooeaary valves, fittings, connections to fire hydrants and other rains.
tll) Reservoirs #1 and #2. A 12" Cast Iron Pipe (inlet). A 10" Cast Iron pipe (outlet) togobher
with the nocOneery fittings at connections to Reservoir #2 and the valve chamber at #1 Reservoir.
(12) To rebuild the South East cornor of Reservoir #1 and reline the interior of the Reservoir.
(13) To change all service tape on the present woad mains and lay now copper service pipes where
oast iron pipe is to be installed on Adams, Taylor, Washington and Lawrence Streets. To build concrete man-
holes for Valves in the proposed paving districts.
The only difference in doing the work by manual labor would be in excavating the trench and would
amount to about 20% more --probably $400 or $600.00 depending on the prices bid. However, I would suggest
that when calling for bide that a call be made for alternate bide on machine and hand digging. The estimated
cost of this work is $35,158.69. The contract should be around $32,996.31.
Should it be decided to go ahead with the work on these lines and let same by contract it will be
necessary for me to draw up form of 'Contract", "Notice to Contractors". "Instructions to Bidders", eto. Await
ing your further instructions.

The plans and specifications referred to were attached to the forogoing communication end being
already of record are not herewith set forth in full.
It was moved by Councilman Lammers and seconded by Councilman Smith that the Council adopt the said
Plane and Specifications. Upon roll call all six Councilmen present voted in the, affirmative and motion was
declared carried.
Work to be Done by Contracts
It was moved by Councilman Lammers end seconded by Councilman Peach that the construction called
for under the above Plans and Specifications be done by contract. Upon roll call all six Councilmen present
voted in the affirmative and motion was declared carried.
Notice to Contractors, etas
It was than moved by Councilman Starrett and seconded by Councilman Lafferty that the City Engineer
be instructed to prepare Notice to Contractors calling for bide, instructions to bidders, form of contract
and so forth. Upon roll call all six Councilman present voted in the affirmative and motion was declared car
ried.
Cell for Bides
It was moved by Councilman Lammers and seconded by Councilman Lafferty that the City Clerk be in-
struoted to advertise for bids for the said work, bids to be opened at the regular session of November, 3rd,
at 8 otelock P.M., or as soon thereafter as the same can be taken up. Motion declared carried.
REPORTS OF COMMITTEES
Councilman Smith brought up the Complaint of a Mrs. Hill, a water user, that the meter reading was
too high and he wanted it made a matter of record that it was brought up in Council and referred back to the
Water Department and that Mr. Green was to so inform her. ,
Water Taps to Holbrook Housess
Councilman Lafferty brought up the matter of. water tape to the so called Holbrook houses in the
Eiacnbeis Addition and asked if all patrons Are connected up to the new main. Water Superintendent Green
stated that three or four patrons hndsso far failed to pay the necessary charges and were still securing
water under the old private line. It was then moved by Councilman Lafferty and seconded by Councilman Miller
,that the said patrons be given until October 20th to sign up in accordance with the ordinance or the water
service will be out off. Motion carried.
Water for Ferrys
Councilman Starrett brought up the matter of water service for the Edmonds Ferry, stating that
there was a discrepancy between the amount used and the revenue promised and believed that the mattor should
be chocked up.
No Extra Funds for Parks
Reporting on the petition of the Park Board, Councilman Lammers stated that no funds were available
in any other fund that could be diverted to the Park Fund to make the improvements asked for. He compliments
the Park Board for the excellent shape the Park was in and regreted that funds were not available.
