Clerk to write letters.
Councilman Starret brought up the matter of road maintenance money presumably due the City from the
State and requested that the City Clerk be instructed to write lndtmake inquiry.
Also that the Clerk be instructed to write the Port Townsend Southern R. R. Co., inrelation to their
railroad track of Water Street, with reference to the proposed paving, and also to the Puget Sound Power k
Light Co. and The Citizens Independent Telephone Co., in relation placing their wires in conduit in oeaa of
paving and request that a representative be named to soarer with the local oomotittees.
Motions It was moved by Councilman Starrett and seconded by Councilman Smith that the City Clerk be so
instructed. Motion declared carried.
Inquiry, Res Holbrook property water tapes Inquiry was made as to the statue of oustomor'e water tape
to the property known as e o roo ones*, and Water Supt. Green, who was present, stated thnt six patrons
had signed up and that others were coming in right along.

Port Townsend, Washington, October 6, 1931.
The City Council of the City oil Port Tormsend, Washington, met in statutory session this 5th day of
October, 19310 at 7s30 P.M., in the Council Chambers of the City Hall, for consideration and adoption of the
final budgets for the City.
ROLL CALL.
Upon roll call, there were present Mayor George Bangerter, City Attorney Jae. W. B. Soott, City Clerk
C. F. Christian and Councilmen S. V. Peach, W. B. Smith, W. S. Lafferty, and William Lammers Sr., Council-
man E. M. Starrett arrived about 8115 P.M. and took his seat..
City Engineer Sadlerl Water Supt. Green; Street Supt. Pollard; Chief of Police Ccdspton, Fire Chief
Lafferty and Police Justice Sturrook were also present, together with a committee representing the Chamber
of Commeroe and consisting of Dr. H. G. Miller, Chester .Gcott'snd Ray Scott.
Official Notice Mentioned.
Mayor Bangerter announced that the meeting was held according to statute for consideration and adoptioll
of a budget for the city for the year 1932 and exhibited a copy of the Port Townsend Leader showing that a
notice of the time and place of the amid meeting had been duly published.
Clerk Reads Budget.
Upon the direction of the Mayor and Council, the City Clerk then read the said budget as finally sub-
mitted by the Mayor, item by item until the entire Current Expense Budget had been considered.
Chamber of Commerce Committee Reportss At this time the committee from the Chamber of Commerce was
invited to expressits views and Dr. ffillTr, as chairman of the committee, stated that there was a widespreae
demand for rigid economy. He stated that the committee had canvassed the matter with the general committee
and they had come to the conolusioh that it was inadvisable to include items in estimated general receipts
of doubtful collection, citing especially the presumed revenue from the State Highway Department, the amount
for electrician's licensee and the proposed business or occupation tax in view of the lack of an ordinance
providing for suck a tax. He further stated that they found the public strongly opposed to additional taxe•
tioa to make the budget balance and believed that since all classes of business were obliged to rotrench,
that a out of 10% in the salaries of all appointive officers, together with such other cute as could be son-
sonably made,would enable the council to balance the budget, without additional taxation.
Thanks Committees Councilman Starrett stated that he desired to express his thankstto the Committee
for the r sense o o vie duty in..attending this meeting and expressing the sentiment of the Chamber of Com-
merce as they found it, a task that no other committee or body of men had assumed in the past.

Motion to amends Resuming oonsideration of the budget, it was moved by Councilman Peach and seconded
by Councilman Lafferty that the budget as presented be amended by reducing the item of Advertising and Pub-
lishing in the City Trea*urcr's Budget, frosp $25.00 to $15.00; that the item of $20.00 for Sundries and Miso
in the Police Justice Budget be stricken out and that items under Estimated Mies. Receipts be amended by
reducing the amount under Dog Licensee from #200.00 to $150.00; that the item of Electiroinns Licenses be
reduced from $250.00 to $150.00 and that the item of $1,000 for Business and Professions Licensee be stricke:
out; all the above mentioned items being in the Burrent Expense budget. Motion declared carried..

Adiourn to Oct. 6th. It was moved by Coundilman Smith and seconded by Councilman Lafferty that this
meeting adjourn to the regular session of the Council to be held October 6th (1931) Motion carried.
