Motion was carried and recess declared.174 Motion to Grant Petition: It was moved by Councilman Starrett and seconded by Councilman Lafferty that the petition be grants Councilman Smith and Councilman Lafferty then raised the question of the status of the wator main on Washing- ton Street if the street was vacated, and City Attorney Scott advised that if the street was vacated without reservation the stroet would go to the abutting property owstors and the City would lose all control of the' former street. Upon inquiry by members of the Council City Engineer Sadler and Water Superintendent Green ostimatei that it would coat between $500.00 and $600.00 to build the water line on other streets to replace the main on the streets to be vacated. By permission of the Council, Mr. Osborne, Manager of the Port District, addroi ad the Council relative to the said vacation and also in relation to the location of the water main. City Attorney Scott further advised that the City could make a reservation that the City should have access and control of the pipe line at all times. Upon a call for the question the motion was put and upon roll call Councilman Smith, Lafferty, Lammers and Miller voted in the negative and Councilmen Peach and Starrett in the affirmative and motion was declared lost. Further Consideration of Vacation: Persona representing the petitioners for the, vacation of the said streets requested a further hear- ing and by permission of the Council Mr. Harry Cotton and Claude E. Stevens, Attorney for Petitioners, spoke in favor of the vacation stating the reasons why they believed the vacation should be granted. Upon the part of Councilmen Lafferty, Miller and others expressed the belief that Washington Street should not be included in the vacation. OFFER TO SELL WATER BONDS TO CITY I A Mr. MacDonell, representing Blyth and Company, addressed the City Council relative to a block of I city water bonds which could be purchased at a discount and suggested that inasmuch there appeared to be jj jconsiderable cash on hand in the Olympic Gravity Fund that it would be good business policy on the part of the City to invest this excess cash in its own bonds. He also complimented the City highly on the condition i of the several water funds and the manner in which the business was handled by the City. After City Attorney j Scott explained the situation as it affected the City. The matter was referred to tho Finance Committee and the City Attorney. Report on Jas:H.Coyae Contracts A oommunioation-report from City Engineer Sadler relative to the status of the Jas. R. Coyne oontrao , was presented and read as follows; Port Townsend, Washington, August 15.1931 To the Mayor and City Council, Gentlemen: I herewith submit the fifth and final estimate on Improvement Olympic Gravity Water System. The total amountvof the estimate is $1307.06. 15% retained equals $196.06 which leaves $1111.eO, the amount due the contractor at this. time. $402.30 of the above amount is charge to the Olympia Gravity Water Fund:.. Of thin amount $267.76 is for making out over to the Distribution System on Monroe, Roosevelt and Jackson Streets and one (1) connection in the National City Addition. Also connecting Fire Hydrants on Roosevelt Street and Fire Hydrants on Root Street. $134.55 is for 34 feet, 6 in., Cast Iron Pipe, 12", 6", and 4" in diameter, and 118 ft. of wire wound wood pipe 16" and 12" in diameter, . This pipe is necessary for repairs and cannot be duplioated for the same price today, therefore I think it is economy for the City to take it at this time. Upon Roll Call, all five Councilmen present, namely; Smith, Lafferty, Lammers, Miller and Starrett, voted in the affirmative and motion was declared carried. Sadler Reports on Paving Costs. City Engineer Sadler, in compliance with an earlier request of the City Council, presented a voluminous report on the approximate costs of street paving, for five or six different types of paving materials and types of construction, together with approximate costa of necessary adjuncts to a paving job. This report was not read in full and is not herewith recorded in full because of its purely informative nature for com- parison and study by the city council and interested property owners, and the said report was referred to the special committee on paving recently appointed by the Mayor.
