The City Council of the City of Port Townsend, Washignton, met in regular session this 21st day of July,

Upon roll call there were present City Attorney Jae. W. B. Scott, City Clerk C. F. Christian, and Coun-

CITY ATTORNEY.

Res Offer to sell Water Bonds.
City- Attorney Scott, reporting on the telegraphic offer of Blyth & Co. to sell certain 1927 Municipal
bonds
Water Works to the city at a discount, Mr. Scott stated that under the present statutes and city ordi-
nance, no part of the Water or Water Bond funds could be used for such purpose, no the whole amount was pled-
ged by ordinance to the redemption and payment of interest on said bonds.
CITY TREASURER • MONTHLY REPORT.
The report of the City Treasurer for the month of Juno, 1931, was prosented, read, and referred to the
Committee on Rater and Drainage.
CITY ENGINEER W MAIN LINE METERS.
The report of City Engineer Badler relative to the flaw of water through the main lino meters for the
period ending July 13, 1931, was presented and read asr:followss

REPORTS OF STANDING CONJITTEES.
SEA WALL - Street Comnittee.
Councilman Smith reported verbally that the Sea Wall along }later Street needed repairing at several
points and submitted that the
work should be done at an early date while tides and the weather were favorable.
Repairo ordered to seawall. It was then moved by Councilman Smith and seconded by Councilman Lafferty
that the Street Super nten ent be instructed to
repair the sea wall. Motion declared carried.
LUDECKE-EAGLES HALL WATER RATE - Water Committoe.
Councilman Lafferty brought up the matter of water service to A. Ludecke in the Engles Hall and said
that he had looked into the matter and believed
that the City was entitled to an extra rate and thnt Ludecke
should be mode to pay. Councilmen Lammers stated thnt the Ludecke
family were keeping house in the Hall d:n
which was in addition to the regular service to the Hall, which entitled the
city to collect for an extra ser-
vice. During the discussion it was brought out that it was not practicable to install
a meter on this ser-
vice because it could not be protected from frost.
To notify Ludecke to poy. It was then moved by Councilmen Smith and seconded by Councilman Lafferty
that Mr. Ludecke bo noti ci d that he
must pay the extra service the some no other patrons are required to do
and that the service shall be at the fixed or flat
rate. Motion declared carried.
COUNCILMAN ALDRICH ARRIVES. At this time Councilman Aldrich arrived and took his
official goat.
REs HOLBROOK WATER MAIN. In the matter of the water main installed on Gino and 18th Streets to

the new mein and that he could not collect from
a delinquent patron on the old party line bechuab the service
could not be turned off without depriving all of the other
consumers on the line of water service.
To Notify to Sign Up: After some further discussion, it was moved by Councilman Smith and seconded by
Councilman Lafferty that the water patrons being now
served from the Holbrook line, so called, be notified

WATER MAIN FOR 0. C. HASTINGS ADD. - Water Committeo Report.
In the matter of the petition of residents of 0. C. Hastings Add. for a larger water main, Councilman
;a=ers requested an opinion from City Attorney Jae. W. B. Scott as to whether the city could legally use
rater department funds for such work.
Attorney's Opinion. City Attorney Scott stated that the city could legally use water department funds
ror replacements if provided for in the budget.
BUILDING PERMITS. -
.Applications for building permits were presented, rend, and disposed of as follows:

Res Inspection of Now Water Main.
A communication from City Engineer Sadler was submitted and road as follows:
Port Townsend, Washington, July 21, 1931
To the Mayor and City Council,
Gentlemen: -
Mr. Jae. H. Coyne has about completed his contract for the Improvement of the Olympic Gravity
Water System.
I would like to have the City Council or the Water and Drainage Committee go over this work
before the final acceptance by the City. This can be done anytime this week or next.

Said Communication was referred to the City Council as a whole. Mr. Sadler suggested the following
Friday as a. suitable date for the said inspection.
ASSESSOR'S VALUATIONS SUBMITTED, The City Clerk reported that he had received a certified copy fecon
the County Assessor, of valuations for the year 1931 and that the said statement showed a lose of approxi-
mately $40,000, in the city limits, over last year's valuations.
REQUISITIONS.
Water Department.
The City Water Department submitted a requisition for the following items, to -wit:
1 - 1" Hersey Meter
Overhauling City Water Dept. Truck
It was moved by Councilman Lammers and seconded by Councilman Smith that said requisition be granted.
Motion dedlared carried.

HEARING Oil MORRISON STREET VACATION.
This being the time and place set for W!hehringron the petition of Washington Fishermen's Co-Opers-
tive Packing Co., for the vacation of a part of Morrison Street, the City Clerk submitted and read the follow,
ing Affidavit of Poting Notices:

One at the front door of the Jefferson County Court House,
One at the front door of the City Hall in the City of Port Townsend,
