Perk Water Supply. (communications continued)
The following communication from Mr. Joe Kirkpatrick, Chairman of the Park Board, was presented and

To the Honorable Mayor and City Council, Port Townsend, Wash., May 11, 1931
Port Townsend, Wash.
Gentlemen:
Chetzemoka Park is at present supplied with water through a 3A inch pipe extending from Monroe
Street, about 300 feet distant from the Park, with one consumer on the line, which auto down the pressure
until it is practically impossible to secure a Bough water during the aummer months to keep up the lawns and
supply the flowers and shrubs.
A larger tap and pipe is badly needed and there being nothing available in the Park funds, we are askit
your Honorable Body to help us find it solution for the problem. A one and one-half inch supply line extend:
from the main at•the intersection of Garfield and Jackson Streets to the vicinity of the flag pole, where it
could easily be connected to the present system would be a wonderful help toward the proper maintenance of
the park and keep the plant life fresh and green throughout the summer.
We ask your earnest and early consideration of the foregoing.

It was moved by Councilman Smith and seconded by Councilman Lafferty that said requisition be
granted. Motion declared carried.
ORDINANCES AND RESOLUTIONS.
TO REFUND BONDS. City Attorney Scott presented a resolution relative to refunding unliquidated
genera o 1 gat an onds duo July let, 1931, and the same were read in full by the City Clerk. The City
Attorney made a few general remarks to acquaint the City Council with the reasons for the resolution.

.� said resolution be adopted. Upon roll call, all six Councilmen present, namely; Poach, Smith, Lafferty,
Lammers, Miller and Starrett, voted in the affirmative and motion was declared carried.
UNFINISHED AND NEW BUSINESS.
SAAR & CUNNINGH, CLAIM. Mr. Bear of the firm of Bear and Cunningham; who given permisaion to address
the Counc and requee a that the Council take final action oc the voucher he had presented several month
ago for the payment--of.,the balance due them as shown by the said claim.
This claim having been referred to the City Attorney for approval when the claim was presented, he was
asked for a report and City Attorney Scott then stated that it was up to the City Council to make their own
record, that he had no knowledge of the work performed and had no jurisdiction in the matter.
Councilman Peach then inquired about the field notes and other records of construction and suggested
that the City should have these records turned over to the city authorities. Mr. Bear rerlied that they
would be glad to turn over these recordd but believed that they would be safer if left in their care as they
had the proper facilities for taking care of them.
RECESS
At this point, it was moved by Councilman Peach and seconded by Councilman Lafferty that the Council
recess for 10 minutes. Motion carried and reason declared.

UNFINISHED AND NEW BUSINESS.
SAAR and CUNNINGHAM CLAIMS
Under unfinished business, It *,van moved by Councilman Peach and seconded by Counoilman Lammers that the
claim of Baer and Cunningham for the unpaid balance of $1022.65 be allowed and that the Mayor and the City
Clerk be authorized to draw a warrant upon the porper fund in payment of same upon delivery to the City of
the ongineoring records of the Big Quilooae River Water Project, by the said Boar and Cunningham. Upon
roll call, all six Councilmen present voted in the affirmative and motion was declared carried.
INVITE SIMPSON ANDLOWENSTEIN.
City Clerk to invite. It was moved by Councilman Peach and seconded by Councilman Lafferty that the
City Clerk be instructed to invite, in the name of the Council, Messrs Lowenstein and Simpeon of the National
Paper Products Company to meet with the City Council at the regular section of June End, 1931, to discuss
several matters presented by letter. Motion declared carried.

Upon motion of Councilman Peach, seconded by Councilman Starrott, Council adjourned.

Addenda: The following is a copy of the Resolution adopted by the City Council an presented by City
Attorney Scott, relative to refund of bonds, as recorded on page 146 under Ordinances and Resolutions ad
.inadvertently omitted under that heed, to -wits
RESOLUTION.
Whereas, on the first day of July, 1891, the City of Port Townsend, State of Washington, issued its gen-
eral obligation municipal bonds, in the sum of $85,000.00, payable on the first day of July, 1911, and that
the issuance and sale of said bonds were legally and duly authorized at an election held for such purpose, oa
the 24th day of June, 1891, as provided by the laws of the State of Washington and the city ordineaooe of sai
city; and
Whereas, on the first day of July, 1911, the city liquidated and pair off $10,000.00 of said $86,000.00
the bonds for said $10,000.00 having been surrendered to the city and cancelled, leaving the sum of $76,000.0t
of said bonds unliquidated and unpaid on July let, 1911; and
Whereas, said city on the first day of July, 1911 issued by authority of the laws of the State of Washii
ton and city ordinances of said city, its negotiable general obligation municipal bonds, in the sum of $76,00(
.00, payable on the first day of July, 1931, with the option of said city to pay the same at any time, after
the expiration of tan yearn from the date of such bonds, for the definite purpose of refunding the said $76,-
Oe0.H0, issued on the first day of July, 1891, and that all the original issue of bonds issued on the first
day of July, 1891, were surrendered to the city and cancelled; and
Whereas, the sum of $25,000.00 has been paid on the principal own of said $76,000.00 bonds issued on
July let, 1911, and the bonds representing said $26,000.00 have been surrendered to the city and cancelled,
leaving now the sum of $60,000.00 of said issue of bonds now outstanding and unpaid; and
Whereas, there will be on hand the sum of $1,000.00 in the sinking fund of said city, to liquidate and
pay off that amount on the outstanding bonds, available for such purpose; and
Whereas, the city has caused a levy of a tax, sufficient to pay the semi-annual inteseat on said out-
standing bonds, that will become due July let, 1931 and January let, 1932, and the $1,000.00 on the principal
on July lot, 1931; and
Whereas, the city council of said city, do hereby recognize the said $60,000.00 bonds, issued on the
first day of July, 1911, the said bond indebtedness being a part of the bond indebtedness of $86,000.00 is-
sued on the first day of July, 1891, and authorized by as election held by said city on the 24th day of June,
1891, as a legal, end binding general binding obligation- of said city, and pledge the city to levy a tax from
year to year, as may be proscribed, to fully liquidate said'$60,000.00 bonds and pay the interest on same,
When due and payable; and
Whereas, the City Council of said city hereby declares its intention to issue its general obligation
municipal bonds, in the sum of $49,000.00, to refund that amount of the unpaid $75,000.00 bonds issued on the
first day of July, 1911, due on July let, 1931, to be dated July let, 1931 or January let, 1932, as may be
specified by the City Council when such bonds have been cold;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF SAID CITY, to issue general obligation municipal
bonds of said city, to refund said $49,000.00 bonds heretofore described and mentioned, to be dated either
July let, 1931 or January let, 1932, as may be specified by ordinance of said city, when a sale of such bonds
has been consumated, with the option of said city to pay the same at ant time after the expiration of tan
years from the date of issuance of said bonds, which bonds shall bear interest from date of issuance at a
rate not to exceed nix per coat (6%) per annum, payable semi-annually or annually. Such bonds shall be ae-
rial in form and maturity, and numbered from one upward consecutively, and shall mature annually commencing
with the second year and ending with the twentieth year after date of issuance in such amount ( As nearly as
practicable), to be specified by the City Council by ordinance, as will, together with the interest on all
outstanding bonds of such issue, be met by an equal annual tax levy for the payment of said bonds and inter -
set. Said bonds shall be in denominations of not leas thnn One Hundred Dollars ($100.00) and not more than
One Thousand Dollars ($1,000.00) as the City Council may by ordinance determine. Interest coupons for the
said interest shall be attached to said bonds and be a part thereof, and said bonds and coupons shall be pays
big at a place thereon designated, and that the Mayor and the City Clerk be, and hereby are, authorized to ex
saute the same in the name of and under the corporate goal of the City of Port Townsend, and all of said semi
annual or annual payments of interest be represented by interest coupons attached to said'bonds and made a
part thereof, which interest coupons shall be signed by the Mayor and attested by the City Clerk; provided in
lieu of such signing a facsimile of the Mayor and City Clerk may be printed or engraved on said interest cou-
pons of said bonds, and interest coupons shall be payable in gold coin of the United Stated of America of the
present standard weight and fineness, at the office of the City Treasurer of the City of Port Townsend, or at
the Fiscal Agency of the State of Washington in New York City, at the option of the holder of such bonds; and
Be It Further Resolved, that the City Clerk is hereby authorized and directed to publish a notice in th
Port Townsend Leader once a week for four consecutive weeks, stating for -what purpose and the total amount
for which it is proposed to issue bonds, described as aforesaid, and stating that bide for such bonds would
be received at the office of the City Clerk of said city until July 7th, 1931, up to the hour of five o'clock
P.M. of said day, and asking bidders to state the price and rate of interest at Which they will take gush
