ROLL CALL. Upon roll call there were present City Attorney Jae. W. B. Scott, City Clerk C. F. Christian, and C oilmen b. V. Peach, W. B. Smith, W. S. Lafferty, William Lammers Sr., Jacob Miller and E. M. Starrett. ]tayor Bangerter arrives. Mayor George Bnngortor arrived immediately after roll call and thereafter presided. MINUTES APPROVED. The minutes of the Regular Session of May Sth were road and approved as read. REPORTS OF OFFICERS. City Treasurer: The report of the City Treasurer for the month of April, 1931, was presented, read, and referred to the Finance Committee. City Engineerort- Meter Readings. The repof the City Engineer showing the flow of water through the main line motors, for the period ending May 11, 1931, was presented, read end ordered filed. REPORTS OF STANDING COMMITTEES. Water and Drainage. Re: Clay -Scott Ste Line: In relation to a petition from users for a larger pipe on Clay and Scott Streets, the Water Committee submitted the following report, to -wits To the Honorable Mayor and City Council Port Townsend, Wash., May B, 1931 of the City of Port Townsend. Gentlemen: Your Committee, on Water and Drainage, to whom was referred the matter of Water Main extension on Lawrence, Scott and Clay Streets, would respectfully report as followes That under the present programme of improving the distribution system, a nor 6izmsin will be laid from❑Walker Street to Kearney Street on Law- rence Street. Therefore we would recommend at this time that a four inch (4") main be laid on Clay Street from Walker to Scott Street. Provided with the necessary fittings that this main can be extended at any time the services demand it. From Clay Street a 2" galvanised iron pipe be laid northerly so as to take the last tap near Lawrence Street. This 2" pipe could be taken up and replaced with a four inch (4") wood main and connected to Lawrence Street main when it is constructed. The cost of this work if done by the City would be approximately $180.00. This would have to come from the Olympia Gravity Water Fund. This matter should be taken up by the Council. Committees Wm. Lamers, Sr., Chairman W. S. Lafferty 17. B. Smith Above Re ort Ado ted. It was moved by Councilman Lamero and seconded by Councilmen Lafferty that the said reportBe adapted. Upon roll call all six councilmen present voted in the affirmative and motion was declared carried. Rowdies in Park. Counoilman Lammers brought up the matter of the tendency toward rowdyism of certain visitors to the oit; park and suggested that if the caretaker was made a special police with a star, that this element could be controlled or kept out of the park. Mayor Bangerter stated that he would appoint the caretaker as s epeoia: police without any delay. Water main for Holbrook settlement: Councilman Lamers brought up the matter of putting in a water main to the properties in the Eisenbois Addition commonly known am the Holbrook houses and believed that this pipe should be installed now that the new main on,tl9th::6treet was being installed, as the City Engineer has already prepared plane for this instal- lation and if ordered at this time, the sister Superintendent could proceed to sign up the property to be ser- ved for taps and meters. Pipeline ordered lnstalleds It was moved by Councilman Lammers and seconded by Councilmen Peach that the said line be put n,�un erderd the supervision of the City Engineer. Upon roll call, all six council- men present voted in the affirmative and motion was declared carried. Proposals for Truck Insurances Councilman Lasmars also brought up the matter of insuring the trucks of the Water and Street Department, and also the grader if sufficient funds were available. It was then moved by Councilman Peach and seconded by Councilman Starrett that the Mayor appoint a oom- mitten to secure proposals for personal liability and property damage insurance on the said trucks and also the grader if funds are available. Motion declared carried. Committee: Mayor Bangerter then named Councilmen Starrett, Aldrich and Smith as ouch Committee. BUILDINGS AND MISC. COMMITTEE: Corrugated Iron Shed - Permit Denied. Councilman Lammers of the Building Committee, made an adverse report oa the application o build d m corrugated iron addition to the building just north of the American Bank Buil- ding and it was moved by Councilman Lammers and seconded by Councilman Lafferty that the said permit be not granted. Upon roll call, all six councilmen present voted in the affirmative and motion was dedlered carries PIPE LINE INSPECTION: Councilman Starrett, reporting as a member of the City Council, stated that he had made a trip to the head works of the Water System on the Big quiloene river and that the scope of his inspection included the head works construction and about four miles of the line and was much impressed with what he saw. He found a good cabin at the hoadworks for the watchman, with aoeommodetions for additional persona and that the scree: were protected from ice. That the line patrolmen were apparently doing good work in that the air valves war 0- 145 ! . Minutes of May.19/31 continued frost proofed and that provision had been made for fire protection of the pipe lino and trestles carrying the line.. He expressed a desire for inspection of the remainder of the line. POLICE AND LICENSE. Auto Tires for Wener. Reporting on the Requisition for additional allowance for tires on Patrolman Wappner s new Auto, it was moved by Councilman Peach and seconded by Councilman Starrett that the requisition be granted. After some discussion an to the amount spent by Weppner for tires, the question was put, and upon roll call, Councilmen Peach, Lammers, Miller and Starrett voted in the affirmative and Councilmen Smith and Lafferty in the negative. Motion declared carried. BUILDING PERMITS. Applications for building permits were presented, read, and disposed of an follows: From R. V. Worley, to -wits Port Townsend, Wash., May 19, 1931 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen:. Permission is requested to erect a frame garage on Lot 27, Block 22. Eisenbeis Addition, at an es- timated cost of $50.00. Respectfully submitted, R. V. Worley. From Dominick Realm, to -wit: Port Townsend, Rash., May 11, 1931 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemens Permission is requested to tear down and rebuild and enlarge the present garage on my property at 1208 Water Street, the now building to be used as a combination garage and workshop. Cost of now mate is estimated at $25.00. Respectfully submitted, Dominick Realm From C. A. Ruby, to -wits Port Townsend, Wash., May 8, 1931 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to tear down and remove an old building on my premises at 712 Clay Street in order to clean up the premises. Work will be done at once and all rubbish and debris removed. Respectfully submitted, C. A. Ruby. Permits Granted. It was moved by Coanoilman Lammers and seconded by Councilman Miller teat the said permits be gran— Motion declared carried. COMMUNICATIONS Old P1 e - Water Street. City Engineer Sadler submitted a communication in relation to the old wood water man on a er rem•, whioh was read as follows, to -wit: Port Townsend, Wash., May 15, 1931 To the Mayor and City.Council, Gentlemen: I wish to call your attention to the old 10" wood water main now in service on Water Street. When the new 12" cast iron main goes into commission the 10" line will be dead and in view of the fact that Water Street will be paved in the near future, this old main should be removed. I do not think it would be good policy to leave it in the ground as in acshort time it will collapse. This would cause a settlement in the street, whioh, if under pavement, would cause bad breaks and settlement of pavement. This is a matter for your honorable body to consider and the method of payment of same. The cost of rs moving this old main would be about 28)t per foot. All fittings, valves, eto., on all lines that will be out of service when the new line is out over, should be salvaged, overhauled and pointed. Some of these could be toed in constructing Loop #2, and some on future extensions.. This would save the city some money. There is also some Mathison Joint pipe on 19th Street end some on the old Snow Creek line near the Zml- lerbach valve and also some crossing Snow Creek that could be used for an overflow pips from the reservoirs on Morgan Hill. The pipe outside the city limits might be used again lftthetbity everlodntatplated using the Snow Creek line again but I think the 1400 ft. on 19th Street could be uded for this purpose and would Iserve in that capacity for a number of years. This also could be done as soon as the new line is out in. Cleaned and painted and laid at come fu- ture time by the city. The upper end of the present overflow pipe from the reservoirs is in bad shape and will have to be replaced soon. Yours very truly, W. J. Sadler, City Engineer. Dooley and nine others, presented a petition, praying for the installation of a hydrant at the Intersection of Lawrence Street and Sheridan Avenue, as follows, to -wit: Port Townsend, Wash., May 6, 1931 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemens Woo the following property owners in the vicinity of Sheridan Avenue and Lawrence Street, respect- fully petition that a fire hydrant be installed at the intersection of Sheridan and Lawrence Ste., when the new pipe line is installed.
