Owing to a misunderstanding as to the correct rate of insurance on the Meek Fire Truck, Mr. Goo. Welch
submitted a policy on the truck for the consideration of the oodnoil, and the William H. Ritter h Co., of
Seattle, submitted a renewal policy of the National Liberty Insurance Co., stating that it was at the re-
quest of the Mack Truck Co., the communication submitting the policy being as follmses

Dear Sirs -
We wish to call your attention to the fact that insurance which wan taken out to cover the Mack
pumping engine which you purchased from us has expired. Expiration date was April 17th, We have been in
touch with the National Liberty Insurance Company Officials here and they have issued a policy renewing this
and will send you the billing.
An we had no advice from you in connection with the renewal and wanted to be sure that we were
protected we have handled the matter in thin way and trust that it will be satisfactory to you.

Gentlemen:
As per your request of April 21, 1931, relative to the tunnel at the City Lake, I wrote Mr. Simpsm
as requested to either appear in person or write a letter to the City Council stating his vane. This he #ai
done. Also a letter in regard to the inspection of the main line from Roadworks to the City Limits.
Both letters are attached to this communication.

Letter Re. Tunnel at City Lake. _

Attention; Mr. W. J. Sadler, City Engineer.
Dear Sir: -
A part of the City of Port Townsend water pipe line at the City Lake line in a tunnel. From the
portal of the tunnel; for a distance of approximately 8o ft., the sides and roof of the tunnel were timbered
at the time the tunnel was driven. The timbering is now in a very bad state and needs to be replaced, witj
in a short time, to prevent the overlying dirt and rooks from falling on top of the two steel pipes inside
of the tunnel.
One of these pipes in the 24 inch main and generally runs full of water, The other is a 18 inch
overflow pipe and at all times is only partially filled. Should the roof of the tunnel fall in on top of
this smaller pipe there is nothing to prevent it being damaged and rendering it incapable of further use.
No doubt should this occur the 24 inch pipe would also be damaged to a large extent.
When the writer examined this tunnel with you and our Mr. Ticknor last week we estimated that it
would require approximately $300.00 worth of material and labor to replace the timber and you agreed that thi
should have been done at the time the two pipes were installed.
Will you kindly take up this matter with the City Council, or the proper Committee, as soon as
possible and obtain authorization for performing this work which this Company considers outside of ordinary
work in maintaining the water line of the City of Port Townsend

Dear Sirs -
We hope that the members of the Water Committee, and other interested persons in connection with
the City Council, can make the proposed inspection of the pipe line so as to satisfy themselves that we have
made certain improvements in the property and have kept this up in accordance with all agreements under which
tho water line..ia leasedby the National Paper Products Company.
You will respember that we were promised a letter of record showing that certain improvements, as
listed under our letter to you of February 14th, had been made, and that you were to give us this letter as
soon as the weather permitted an inspection to be made�by certain interested parties. We hope that with the
good weather this inspection can be made and a letter given to us.

WATER CONTRACTS: Coast Guard, and Navy.
Standard Proposals to furnish the U. S. Coast Guard and the U. S. Navy Vessels with water for the fiscal
year ..beginning July let, were presented and read. -
U. S. Navyl It was moved by Councilman Starrett and seconded by Councilman Smith that the Mayor and the
City C erk be authorized to execute a contract with the U. S. Navy Department for furnishing water at the reg
ular rates as per proposal form. Motion declared carried.
U. S. Coast Guards It was moved by Councilman Lammers and seconded by Councilman Lafferty, that the
Mayor and the City Clark be authorized to submit the proposal and execute a contract with the U. S. Coast
Guard for furnishing water Cor the ensuing fiscal year at the regular rates. Motion declared carried.

Enclosed are stipulations in connection with your application for easement covering the pipe line
on lands with the Olympic National Forest.
Please sign the original copy and return it to me. The other copy may be retained for your in-
formation. The stipulations must be accompanied by an evidence of authority for their execution. It you
sign the stipulations yourself, a certified copy of the City Ordinance authorizing your execution of such
instruments should be furnished, or else a resolution by the City Council or other governing board will be
satisfactory.

Be it Resolved, by the City Council of the City of Port Townsend, Wash., that the Mayor of the City,
George Bangerter, be and he hereby is authorized and empowered to sign those certain stipulations presented
by Yr. H. L. Plumb, Forest Supervisor, under date of April 13, 1931, in connection with the application of
said city for easement covering the pipe line oft!lsinde within the Olympic Rational Forest.

It was moved by Councilman Peach and seconded by Councilman Lammers that said resolution be adopted.
Motion declared carried with no dissenting vote or votes.

meetings, which should be of great interest to you and we hope that you will be able to attend this session.
If you find that you are unable to make arrangements to be on hand, we hope that you will designate
someone from your city, especially your City Engineer, who cannot fail to receive very valuable information
in connection with Water Works Dovelopspont.
