The City Council of the City of Fort Tovasond, Washington, mot in regular session at 8 o'clock P.M., on
this 21st day of April, 1931, in the Council Chambers of the City Hall, Councilman Williom Lammers Sr., Mayor
pro tem. presiding in the absence of Mayor 9smgortor.

Upon Roll Call there were present City Attorney Joe. Y,,. B. Scott, City Clark C. F. Christian, and Cam-
cilmen E. M. Starrett, S. V. Peach, IV. S. Lafferty and Williom Lammers Sr., Mayor Bangerter and Councilman
W. B. Smith arrived later in the session.

The minutes of the regular session of April 7th were road and approved as road.

Dog Lloenses:
Communication from the City Clerk was presented and road as follows:

Gentlemen:
For your information, I desire to advise that only 86 dog licenses have been issued to date, as
compared to 127 issued to this date last year and a total of 177 for 1930.

STREET COLRiITTEE.
Report on Stevens Application.
The Street Committee submitted the following written report;
Port Toansond, Washington, April 15, 1931
To the Honorable Mayor and City Council
of the City of Port Townsend.
Gentlemons
Your Committee, on Streets and Sewers to whom was referred the matter of 3' 6" concrete side-
walk adjoining curb for Mr. Claude E. Stevens, would respectfully report as follows: That :ve do not approve
tho plan of a narrow wnik adjoining the curb. It has been customary to allow all polo lines in the City in
the residence districts to be placed 8 or 9 feet from the property line. Also all concrete sidewalks have
been placed 18 inches from the property line and either 5 or 6 foot walks. We recommend that the same pro-
oedure be exercised in this case.

It was moved by Councilman Lafferty and seconded by Councilman Peach that the said report be approbed
and adapted. Upon roll call, Councilmen Peach, Smith, Lafferty and Lammers voted in the, affirmative and no-
tion was declared carried. Councilman Starrett, at his request, was excused from voting because of having
]property in the vicinity affected.
FINANCE COMMITTEE:
The Committee on Finance and Claims submitted the fallowing written report;

of the City of Port Townsend.
Gentlemen;
Your Conmittee on Finance and Clnims, to whom was referred the matter of renowal of insurance on
the Lack Fire Truck would respectfully report as follows: The several insurance agents of the City were re-
quested to submit rates and terms, and, finding the Policy submitted by Mr. Charles A. Pragge to be satisfac-
tory and the rates as low no any, he was requested to write a policy for $10,000, for one year, covering loss
by fire and for collision with $100.00 deductible clause, all at a cost of 4128.00; and in view of the fact
that the former policy expired April 17th, he vras requested to issue the said policy at once.

Chlorine Contracts

In relation to the contract submitted by the the Tacoma Electrochemical Company to sup-

ply the City with chlorine for water purification, it was moved by Councilman Smith and seconded by Council-
man Peach that the Mayor and the;City Clark be authorized to execute the aforesaid contract for, chlorine with
the Tacoma Electrochemical Co.
Upon roll call, all five councilmen present voted in the affirmative and motion was declared carried.

Emolyn Johnson Water Service:_
IIn the matter of water service for Emolyn Johnson of Irondole, Councilman Smith reported that the members of the Water Committee had made a personal investigation and found that the
whole trouble was caused by obstructions in the service pipes belonging to the complainant and that the said

pipe was improperly laid and subject to further stoppngo if there was severe freezing weather. Councilman
Lammers supplemented the report that the consumer had overhauled the service pipes and was now getting all
the water she required.-

Kuhn Building Permit.

In relation to the Building Permit requested for repairing the Kuhn Building, Coun-
cilmen Lammers reported that the work was apparently being done in accordance with the requirements of the
Building Ordinance and that the cost of the repairs would not exceed 20 percent of the valuoaof the building.
It was then moved by Councilman Peach and seconded by Councilman Smith that the said permit be granted.

Upon roll call, all five councilmen present voted in the affirmative and motion was declared carried.
BANGERTER ARRIVES: Mayor Bangerter arrived at this time and took his seat and thereafter presided.
