Gentlemens Permission is requested to construct two, concrete (slab) townie courts each 38 x 84 fact in dimensions, on L•ota 1 and 3, Block 11, Plusmner's Addition to the City of Port Townsend. REQUISITIONS Requisitions for supplies for various departments wore presented and read as follows: For Police Dopartmont, to -wit: Repair to tine and air container; vulcanize both $ 4.75 (By Vie ppnor) For City Water Department, to -wit: 4 City Mapa, for re -sale. 500 Water Dopartment billhoade, to be printed 1000 Water Department Vouchers. It was moved by Councilman Lammers and seconded by Councilman Poach that said requisitions br granted. ?Action declared carried. ORDINANCES AND RESOLUTIONS. Emergency Ordinance for Blaine Street. The Ordinanceintroduced at the session of March 3rd, declaring an emergency and appropriation for the improvement of Blaine Street was now taken up and the Mayor called for objections, if any, against this Ap- propriation. None being offered, the City Clerk then road the proposed ordinance in full for the second reading. It was moved by Counoilman Lammers and seconded by Councilman Peach that the third reading by by title only. Upon Roll Call, all six councilmen prevent voted in the affirmativo and motion was declared carried. The City Clerk then road the proposed ordinance by title only for the third readig. Ordinance passed. It was than moved by Councilman Lanosers and socondod by Councilman Pouch that said ordinance do now paas. Upon roll call, all six councilmen present voted in the affirmative and the motion was declared carried. The following is a full, true, and correct copy of said Ordinance as passed by the City Council March 17, 1931, Approved by the Mayor March 18, 1931, and published in the Port Townsend Loader March 19, 1931, to -watt ORDINANCE NO. 1007 An Ordinance declaring an emergency appropriation and expenditure in the sum of $240.00 for the cost and expense of the improvement of that part of Blaine Street between Harrison and Van Buren Streets, and authorit; to issue emergency warrants in said cum in payment therefor. Whereas, it duly appearing the City Council that, at the present time, the public travel and traffic re- quire the improvement of that part of Blaine Street between Harrison and Van Buren Streets, by excavating and grading the same, at a cost not exceeding the aum of $240.00, and which contingent event in that part of the City relating to public travel and traffic could not have been forosoen at the time of the adoption of the budget for street purposes for the year 1931, and that an emergency exists for such purpose, and the authorit; to issue emergency warrants in said a= in payment of such improvement, Now, Therefore, The City Council of the City of Port Townoend, Washington, do ordain as follows: Section 1. That an emergency appropriation and expenditure is hereby authorized in the aum of $240.00, for the cost and expanse of the improvement of Blaine Street between Harrison and Van Buren Streets, an above CI I I 1 r 1 u set forth in this ordinance, and that said improvement is hereby authorized as an emergency, and emergency warrants in said sumare hereby authorized to issue for such purpose. Section 2. That this ordinance be published once in the Port Tovmsond Leader and take effect and be in force five (6) days after such publication. Opening of bide for construction of, pipe lino from the City Limits to the Water System reservoirs was now in order, this being the time act for opening ouch bids as shown by the advertisement in a copy of the Port Townsend Leader exhibited by the City Clerk. ,The City Clerk then opened these bids in the following order, reading each unit end price bid in full in each proposal; 1. Proposal of Antone Dal Guzzo, accompanied by certified check for $2750.00 2. Proposal of Hans Pederson, accompanied by certified check for 32000.00. It was noted that the name of the principals were omitted on Page 11 and that time to complete was also omitted. 3. Proposal'.ofrA. L. Watkins, accompanied by certified check for 31600.00. It appeared that the item specifying 260' hand, 10" W.W. wood pipe, had been changed to 150' hand. 4. Proposal of S. A. Maceri, accompanied by certified check for $2500.00. It was noted that the time to complete visa not specified on page 19. 5. Proposal of Jae. H. Coyne, accompanied by certified check for $2250.00 6. Proposal of L. Coluccio, accompanied by certified cheek for $2500.00. It was noted that time was not specified on page 19. Also that the proposal for 16" - 100' head W.W. wood pipe may be an orroi 7. Propoasl'of Sam Macri, accompanied by certified check for $2500.00. It was noted that the name of the firm was omitted and the time was not specified on page 19. 8. Proposal of NePage, MoKenny Co., accompanied by certified check for $2000.00. All of said proposals were referred to the City Engineer for tabulation and report. RECESS. It was moved by Councilman Peach and seoonded by Councilman Smith that the Council recess for a few minu- tes. Motion carried and recess declared. COU14CIL RECONVENES. The City Council ro-convoned at 9:55 P.M., and upon roll call there were present Mayor George Bangerter City Attorney Jae. W. B. Scott, City Clerk C. F. Christian and Councilmen SAn. A proposal to do certain work on Blaine Street under the emergency ordinance passed i t s seas on, was presented and read as follows: Port Townsend, Wash., March 17, 1931 To the Honorable Mayor and City Council, Port Townsend, Wash. Gontlemont I propose to do the necessary excavating, and make the necessary embankment to construct Blaine Street between Harrison and Pierce Streets, as par the following opecifiontiones Width of proposed street to be not less than 20 facts elopes in out 1 to 1 and grade not to exceed B poreent; all for the lump sum price of Two Hundred Forty ($240.00) Dollars. Respectfully submitted, Jae. H. Coyne. Said proposal was referred to the Street Committee. RECESS TO FRIDAY. It was moved by Councilman La=ers and Seconded by Councilman Peach that the Council now recess to Fri- day, March 20th, at the hour of $7:30 P.M. Motion carried and recess declared.
