In accordance with instructions from the City Council, City Engineor Sadlersubmitted a descriptive list of all properties which had been acquired by the City for street purposes and not dedicated as such and the matter was referrod to the Street Committee. BUILDING PERMITS. Applications for Building Permits were presented, read and disposed of as follows: From F. A. Sadler and Simpson, Res Maintenance of Pipe Line. With a communication, which follows, City Engineer Sadler presented a letter frdm^Mr.r-He",N. The communication from City Engineer Sadler was as follows: Port Townsend, Washington, February 17, 1931 To the Mayor and City Council, Gentlemen: Attached is a report of ordinary and extraordinary maintenance and repairs of the Big quiloone Water Supply Line. This letter is self explanatory. Mr. Simpson is anxious that the City acknowledge this letter and report to show that the City is satisfied that the line is being maintained properly and in a wat that is eat. in factory to the City Counoil. Simpson, for the National Paper Products Co. was as follows: Port Lovnsend, Washington, February.14, 1931 City of Port Townsend, Port Townsend, Wash. Attention Mr. W. J. Sadler, City Engineer. I Dear Sirs - We are enclosing two copies of a report covering the improvements made and 'the maintenance work performed by the National Paper Products Company in caring for the Port Townsend Water Line. On the baelsof this report we appreciate receiving a letter from the City of Port Townsend ack- nowledging that the National Paper Products Company have done this work and have properly oared for the water line and its controlling work. A similar letter should be given the National Paper Products Company, say each January 1st, covering the previous year's maintenance of the pipe line. Regarding the Beck Road right of way we hope that thin can be brought to completion at once - open- ing up this road fpr use by the patrolling force. Maintenance Report by National Paper Products Co., as follows: _ Port Townsend, Wash., February 13, 1931 REPORT COVERING THE ORDINARY AND EXTRAORDINARY MAINTENANCE WORK PERFORMED BY THE NATIONAL PAPER PRODUCTS COMPANY ON THE CITY OF PORT TOWNSEND WATER LINE also A LIST OF SUCH MAINTENANCE WORK AND PHYSICAL IMPROVEMENTS MADE BY THE NATIONAL PAPER PRODUCTS COMPANY TO JANUARY 1, 1931. Ordinary maintenance of the pipe line conaieto in constantly patrolling the right of way, repairing smal', leaks, removing elides of rook, earth and debris, trees which have fallen, and to remove trees which are in danger of falling; also air vales and other fittings must be kept from freezing and in working order. Maintenance work at the headworks consists in keeping the screens and grizzley free from floating de- bris, ice and snow; the cutting of wood for heating the shelter over the screento prevent formation of ice, and to see that the Public complies with all sanitary rules and the prevention of any malicious damage to the structures. In addition to this same Class of maintenance work being done at the City Lake where the additional con- trol works, consisting of a screen chamber, intake and outlet works, are located, there is the work of regu- lating the flow of water from the lake according to the demand. A crew of one superintendent and four men are on this work. One men is Constantly at the Headworka where he lives; one man and his family are stationed at City Lake and two men patrol the right of way. Extraordinary maintenance of the pipe line consisted of: December 11, 1929, - a tree and rook slide at Station 328-00 broke pipe. .The debris was cleared out and pipe repaired. February 21, 1930 - a 15-3/4 ou.yd. bolder, weighing 25 tone slid on pipe at Station 350-00 and was movod.off pipe by use of dynamite. During the month of February, 1930, there were ,seven smaller rook elides April 21, 1930 - a tree slid on the pipe breaking same and causing a serious washout which called for the repair of pipe and a 30 ft. x 15 ft. and a 20 ft. x 6 ft. log crib built and filled with earth and rook under the pipe. November 22, 1930 - A crib was built over pipe for protection while blastirig_a large rook which was endangering the pipe at Station 354- 20. December 7, 1930 - Overhanging rook endangering pipe at Station 371-20 was removed by the use of dynamite. July 20, 1930 - Built fire trails, whitewashed and painted pipe around and on all trestles. August 11, 1930 - All of the maintenance pipe bands, shoos, pipe lumber and steel pipe were repaint ad and placed in safe location along pipeline. From August 1, 1929, to January 1, 1931, there wore 1028 trees that fell on the pipe line. These were diaposod of and all damage done by these windfalls, such as small breaks, was repaired. Backfill over pipe was also replaced. Extra Maintenance caused by McCormick Logging Operations: From August 1, 1929, to December 22, 1930, there were 19 serious breaks which called for the rebuil ing of pipe line and backfill. There were five fore and aft log crossings built over pipe and after crossings were abondoned these were disposed of and backfill over pipe replaced. The backfill over pipe from Station 818-00 to Station 900-00 was rebuilt after logging operations. There was one man continuously patrolling pipe line at sections where logging operations along pipe line were proceeding. Physical Improvements included: October 15, 1929 - New Construction at the Headworka - a 20 ft. x 30 ft. Log Cabin, 12 ft. x 14 ft. Screen House, Woodshed and cesspool - Cost ,j800.00. August 1, 1930 - New Work on Big Quilceno Canyon District - painted and backfilled 700 ft. of expos pipe from Station 437LOO to Station 444-00 (the line was left exposed by Contractor. March 20, 1930 - Placed Air Vents on pipe - 3 1" Air Vents at Stations 472-00, 990-00, and 997-10 2 2" Air Vents at Stations 658-00 and 1071-20.
