UNFINISHED AND NEW BUSINESS.
Award Gasoline Contract.
Taking up Unfinished and New Business, it was moved by Councilman Smith and
seconded by Councilman Starrett that the Mayor and the City Clerk be authorized to execute a contract with
the Standard Oil Company for Gasoline and Oila as par their bid. Upon roll call, all five Councilmen
present voted in favor thereof and motion was declared carried.
Bear k Cunningham Claim.
Referring back to the claim of Bear and -Cunningham, it was moved by Coun-
oilman Lammers and seconded by Councilman Lafferty that the Bdlabootdne, or final claim of the said Bear and
Cunningham be paid if approved by the City Attorney. Upon roll call, all five Councilmen present .voted in
the affirmativeand motion was declared carried.
ADJOURNMENT.
Upon motion of Councilman Lafferty, seconded by Councilman Starrett, Council adjourned.

REGULAR SESSION.
The City Council of the City of Port Townsend, Wash., met in regular session this 17th day of February,
1931, at;7s30 P.M., in the Council Chambers of the City Hall, Councilman -Wm. Lammers, Sr., presiding.
ROLL CALL.
Upon roll call, there were present City Attorney Jae. W. B. Scott, City Clerrk C. F. Christian, and Coun-
oilmen W. S. Lafferty, Wm. Lammers, Sr., Jacob Miller,,E. M. Starrett and S. V. Peach.
Minutes Reed and Apppoved.
The minutes of the regular session of February 3rd, 1931, were read and approved as road.
Mayor and Councilman Smith Arrive.
Mayor George Bangerter and Councilman W. B. Smith arrive during reading of the minutes and take their
seats, and, thereafter, Mayor Bangerter presided.
REPORTS OF OFFICERS.
City Attorney.
Re: Honda.
City Attorney Scott reported that he had a conference with Mr. Boneall, Secretary of the State Finance
Board, relative to the time and amount of the first Interest Coupon and also as tbuthe subject matter to be
printed upon the bond. He also filed the following written report which was read in full, to -wits
Port Townsend, Washington, 17 February, 1931.
Honorable Mayor and City.Council,
Port Townsend, Washington,
Gentleman:
I have today filed with the City Clerk a proposed ordinance entitled "An Ordinance of the City of Port
Townsend fixing the denominations and interest rate of the bonds provided for in Ordinance No. 997 of said
City; determining the various annual maturities and interest payments and specifying the form thereof."
On Friday of last week I had a oonsultation with Mr. Boneall, Secretary of the State Finance Camittee,
and as he informed me that the State had no money with which to pay accrued interest, it will be necessary
to fix the first interest coupons as of March fifteenth, that being a date sufficiently far in advance to
take care of the printing of the bonds.
I have aleo.t6day filed with the City Clerk a copy of Chapter 150 of the laws of 1909, that being the
Act under which this issue of bonds was floated, for transmittal to the Secretary of State for certification.
The Code provides that when the bonds are a general obligation upon all the taxable property of the munioi-
pality issuing the some. it is necessary to have printed on the bonds a certified copy of the act under whist
they are issued, a copy of the ordinance and a copy of signed statement by the Mayor and City Clerk setting
forth the result of the election. Accordingly, in Section 3 of the proposed ordinance I have inserted the
necessary language directing the olerk to carry out these statutory provisions.
I have written the Attorney General today, asking him to recede from his position that the printing of
the act, ordinance and return of canvass is necessary. If he dies reoede, the third section of the pro-
posed ordinance can easily be repealed, and what little expense the Clerk has been to in securing a certifies
copy of the act of 1909 is very negligible in comparison with the printing of all this matter if it subse-
quently develops that it will not be necessary so to do.
