ORDINANCES AND:tRESCLUTIONS Resolution Confirming Canvases A resolution to confirm the returns made by the County Election Board was introduced and read, as follows: RESOLUTION WHEREAS, the city council of the City of Port Tormsond, State of Washington, on the 2d day of Sept- ember, 1930, passed an ordinance being No. 997, which was approved by the Mayor on the 4th day of September, 1930, specifying and adopting a system or plan for the making of certain additions or betterments to, and extensions of, the existing municipal water works system of said city, declaring the estimated coat thereof, as nearly no may be, providing for the issuance and sale of negotiable interest-boaring general indebtedness coupon bonds to secure funds therefor and submitting such plan or system to the qualified voters of said city for ratification or rejection at the regular City primary election to be hold on the 4th day of November, 193C the proposition submitted to the voters being in the following form: "Shall tho City of Port Townsend issue and sell $49,000.00 of its negotiable interest - bearing general indebtedness coupon bonds to provide monies for certain additions and betterments to, and extensions of, its existing municipal water works system as speci- fied and provided by Ordinance No. 997 of said city and particularly Section 3 of said Ordinance; said bonds to be payable beginning with the second year in such amounts (as nearly as practicable) as will, together with interest on the outstanding bonds, be: met by an equal annual tax levy over a period of twenty-five years from the date of their issuance and to draw interest at a rate not to exceed six par cent per nnnum, interest payable send -annually or annuallyj" rHEREAS, the City Council of the City of Port Townsend having fixed the time and placed for voting in the five wards of the City, and: WHEREAS, the city council of the City of Port Towmsond being in regular session recessed from re- gular session of Nov. llth, 19300 assembled on this 14th day of November, 1930.in the council chambers of the city council in the City Hall in the City of Port Towmeend, there being present the Mayor, City Attorney, City Clerk and Six councilmen, and; WHEREAS it, duly appearing to the city council that due and proper notice of said special election has been given as provided by law and resolution of this council and by said ordinance 997 and proof of the posting and publication thereof being now on file in the office of the City Clerk, and; WHEREAS, it further appearing that the officials of the General Obligation Bond Election have mode' due and regular returns thereof to the County Auditor for Jefferson County, Washington and said returns have been duly and regularly canvassed and certified to this council by the Jefferson County Election Board, which certificate of canvass is now on file in the office of the City Clerk, and; 10EREAS, upon said canvass the city council finds that the whole number of votes cast at said elec- tion was 1161, of which number 943 were cast for the adoption and ratification of the above described plan or system.and •146 wore cast against the adoption and ratification of the some, now; therefore; BE IT RESOLVED by the City Council, of the City of Post Townsend that the foregoing described can - vase of the returns of the General Obligation Bond Election hold on the 4th day of November, 1930, be and the same is hereby confirmed and ratified. A resolution directing the City Clerk to give notice of call for bids for the proposed Port Townsend ral Indebtedness "later Bonds was presented and read, as follows: RESOLUTION WHEREAS it appearing to the City Council of the City of Port Townsend that the qualified voters of city have authorized the issuance and sale of the Forty-nine Thousand Dollars ($49,000.00) negotiable rest -bearing General Indebtedness Coupon Bonds all as provided in Ordinance No. 997 of said city; AND NIIEREAS as provided by law and said ordinance it is necessary that said bonds be sold at public NOW THEREFORE, be it resolved that the City Clerk give notice of said sale as provided by law. ,The Corm of the notice hereinbefore directed by the City Clerk to be given, shall be in the following form, to -wit CALL FOR BIDS FOR PORT TOWNSEND GENERAL INDEBTEDNESS BONDS NOTICE IS HEREBY GIVEN that under and pursuant to the provisions of Ordinance Ne. 997 of the City of Port Townsend, said city is authorized to issue and sell Forty-nine Thousand Dollars (449,000.00) of its nogotiable general indebtedness coupon bonds, bearing interest as of the data of their issuance at a rate not ,xceeding six per cant per annum, interest payable somi-annually or annually, for the purpose of making cortai: additions and betterments to, and extensions of, its existing municipal waterworks system. Snid bonds shall :o serial in form and maturity and the various annual maturities shall commence with the second year after dat, :f issuance and end with the twenty-fifth year and shall be (as nearly as practicable) in such amounts as will L I 11 1 I u (Resolution continued) together with interest on all outstanding bonds of said series, be met by an equal annual tax levy for the payment of said bonds and interest. Interest coupons shall be attached to said bonds and be a part thereof 1 and the said bonds and coupons shall be payable at the office of the City Treasurer of the City of Port Town- send, or at the Fiscal Agency of the State of Washington in New York City. I� k ' SEALED BIDS for the above described bonds will be received at the office of the City Clerk is said City of Port Townsend, Washington, up to eight o'clock P. M. on Tuesday the 16th day of December, 1930, at which time all bide received will be opened by the City Council at its regular meeting place �( Each bidder submitting a bid must specify: i ,( (a) the lowest rate of interact and premium, if any, above par, st which such bidder will purchase said bonds, or, (b) the lowest rate of interest at which the bidder will purchase said bonds at par. �. i All bids, except the bidcof the State of Washington, if one is received, shall be accompanied by a j deposit of five par cent, either cash or certified check of the amount of the bid, whichwill be returned if- ! the bid is not accepted. If the successful bidder shall fail or neglect to complete the purchase of said bond within thirty days following the acceptance of the bid, the amount of the deposit will be £orofoited by the - City. Clark to Prepare Transcripts ( It was suggested by City Attorney Scott that a transcript of all proceedings- had in relation to this bond issue be prepared up to date and it was moved by Councilman Robbins and seconded by Councilman Lafferty that the City Clerk be instructed to prepare a complete transcipt in triplicate of the said proceedings to date.
