Ray 0. Scott being first duly sworn says that he is manager of the Port Tmvnsond Leader,
a semi -weekly newspaper printed Mondays and Thursdaysin the English language in Port Townsend, Jefferson
County, Washington, established, published and circulated continuously for more than six months prior to the
I publication of the attached ordinance; that it is a newspaper of general circulation in said City, County, and
State and is printed in an office maintnined in the aforesaid place of publication; that he knows of his own
knowledge that said Part Townsend Leader has been for the last thirty-five years printed and published an a
weekly and bi-weekly newspaper in said City; and that for more than five yearn last pest all the official
printing and advertising of said city of Port Townsend has been printed and published in the said Port Town-
send Leader at an agreed charge rate but not under written contract with said City; that the annexed is a
true copy of Ordinance No. 997 of the City of Port Townsend and that it was published once in the issue of sni
newspaper; to wit, the Port Townsend Leader, on the Bth of September, 1930.

KNOW ALL MEN that we, Earl A. Oatman, H. E. Anderson and 71. J. Daly, Jr.,, Chairman of the
3oard of County Commissioners, County Auditor and Prosecuting Attorney of Jefferson County, State of Washing-
ton, respectively, constituting the members of the Jefferson County Election Board, do hereby certify that
the following is a true and correct statement of the canvass made by us on the tenth day of November, 1930
of the returns certified to the County Auditor, Jefferson County, by the election officials of the City sf

Port Townsend General Obligation Bond Election, held in the City of Port Townsend, on the 4th day of November,
1930, under ordinance No. 997 of said City; at which election there was submitted to the voters for ratifica-
tion or rejection the plan or system 'peeified and adopted by said ordinance No. 997 of said city for making
pertain additions and betterments, to and extensions of, its existing municipal water works system at an esti-
n¢ted cost of $49,000 and for said purpose issue and sell its negotiable interest-boaring general indebtedness
coupon bonds, payable by an equal annual tax levy over a period of 25 years.from data, as provided in said
ordinance No. 997.
That the whole number of votes cast at said election wee 1151, of which number 943 were
oast in favor of said proposition and 146 wore cast against said proposition.
WE FURTHER CERTIFY that the total number of voters voting the precinct of the City of
(Port Townsend, Jefferson County, Washington at the general county and state election hold on the 6th day of
November, 1928, which was the general county and state election next preceding the election herein referred
o.was, 1106. -
