Minutes of the Regular Session of November llth. 1930.
Port Townsend, Washington, November 11, 1930.
The City Council of the City of Port Townsend met in regular session this llth day of November, 19
at 7s30 P.M. in the Council Chamber of the City Hall. Councilman Wm. Lammers, Mayor Pro Tem.prosiding.
ROLL CALL
Upon roll call there were present City Attorney Jas. W. B. Scott, City Clark C. F. Christian and
Councilmen S. V. Peach, W. B. Smith, Wm. Lammers and Harry W. Robbins.
Order of Business Passeds
It was moved by Councilman Robbins and seconded by Councilman Smith that all the regular order of
business un to Ordinances and Resolutions be passed. Motion declared carried.
ORDINANCEC AND RESOLUTIONS
Emergency Ordinance for Water Department:
At this time an Ordinance visa introduced declaring an emergency appropriation and expenditure of
funds for the payment of extra labor employed for the Water Department of the City, and was read in full for
the first reading.
The amount to be appropriated, not being ststed, it was moved by Co;ncilman Robbins and seconded
by Councilman Poach that the sum of $400.00 be inserted in said proposed ordinance as the amount of the appro-
priation. Upon roll call all four Councilmen present voted in the nffirmativo and motion was declared carried
The following is a copy of the said proposed Ordinance as amended,
ORDINANCE No.
An Ordinance declaring an emergency appropriation and expenditure of the sum of $400.00, for the payment
of extra labor employed for the Water Department of the City, and authority to issue emergency warrants in
said amount in payment therefor.
Whereas, it duly appearing to the city council of said city that an emergency exists for the appropriatio
and expenditure in the sum of $400.00, in payment ofextra labor employed by anidwater department, by reason of
the unusual cold and frosty weather during the past winter which froze some of the pipe lines of the distri-
buting system of said water department, and necessary labor having been employed to thaw out and repair said
pipe lines, thereby exhausting the budget for said water department for the year 1930, which could not have
been foreseen at the time of adopting the budget for said department for the year 1930; now, therefore,
The City Council of the City of Port Townsend, Washington, do ordain as follows:
Section 1. That an emergency exists for the appropriation and expenditure in the sum of $400.00, in pay-
ment of extra labor for the Water Department, on the grounds and for the reasons set forth in this ordinance,
and the authority is hereby granted to issue emergency warranta in said sum for such purpose.
Section 2. That this Ordinance be published onto in the Port Townsend Leader and take effect and be in
force from and after five days after such publication.
Passed by the City Council , 1930.
Approved by the Mayor 1930.

It was moved by Councilman Robbins, seconded by Councilman Poach, that the hearing on said proposed
linance be sot for the regular session of Tuesday, November 18th. Upon roll call all four Councilmen pro-
fit voted in the affirmative and motion was declared carried.
RECESS
It was moved by Councilman Robbins and seconded by Councilman Poach that the Council recess to Fri -
November 14th, 1930, at 7:30 P.M. Motion declared carried and Council recessed.

November 14th, 193U.
The City Council reconvened on this 14th day of November, 1930, at 7:30 P.M. after recess of the
sting held November llth. M6 yor George Bangerter presiding.

Upon roll call there were present Yayor George Bangorter, City Attorney Jae. 71. B. Scott, City Clerk
F. Christian, and Councilmen S. V. Peach, W. B. Smith, W. S. Lafferty, Vim. Lammers, Jacob Miller and Harry
Robbins. Councilmen Clark Aldrich being absent.
MINUTES APPROVED
It visa mobod by Councilman Robbins and seconded by Councilman Lafferty that the minutes of the regu-
session of November 4th be approved as written. Motion declared carried.

BUILDING PERMITS
.Applications for building permits were presented, rend and disposed of, as foliewa:

To the honorable Mayor and City Council,
Port Townsend, Wash. -
Gontlemon:
Permission is requested to dismantle a part of the building known as the old Catholic Church, sit,
uatod at the corner of Taylor and Franklin Streets, and to rebuild the remainder of the building. The in-
tontion is to out the building into two parts, comploting•the part on Franklin Street for a work shop and
to remodel the part fronting on Taylor Street for a residence. Cost is estimated at $250.00.

Permission is requested to erect a combination frame woodshed and garage, 16 x 16 ft., at 202
Tremont Street, at an estimated cost of $35.00 for the materials. Building will be set back three feet
from the property line.

Communication from City Engineer Sadler was presented and road, as follows:

To the Mayor and City Council
Gentlemen:
I would like authority from the City Council to go ahead with some of the field work on the pro-
posed loop #1.
This work is necessary to check up lengths and elevations before the final plans and specifica-
tions can be adopted and approved.
There is, I think, sufficient funds in my budget and the Big Quilcono Plater Extension Fund to
more than take care of this work at the present time; otherwise this work onnnot be done until the money
is available from the sale of Bonds for this improvement.

Communication from Martin Bros. Super Service quoting prices on tires was presented and read, as
follows:

Honorable Sirs:
It has come to our attention that the City is in the market for some solid tires for the
road grader.
Therefore, we hereby submit the following proposal and recommendations,
In checking up on this particular piece of equipment we find that the tires which will give
you the best service together with plenty cf traction are our 40x5 Dual DoLuxe Ci:abiaa:Safties. It will
take four of these tires, which list at $54.10 each, or $216.40`:total, less the City of Port Townsend's
discount of 10% & 1W-. Making the four tires cost $175.28. This of course does not include the pross-on
charge for whioh the standard price is 75¢ per inch, or $15.00 for the four tires.
These tires are of a chshion compound construction, and are used extensively as general equia
ment by grader manufacturers, as well as different cities counties and states. We sincerely believe that
those are the most desirable tires obtainable for this particular use, and will serve most satisfactorily.
The grader would have to be out of use only one day, if you lot us knew a few days ahead of
time.
