Attention: Hon. George Bangerter Mayor ,tlemen: To data we have received no reply to our letter of August 30th with reference to what action you i taking relative to reimbursing us for the expenditure of 410,375.00 we have made for your account in pro- iting the pipe line through the McCormick Right -of -Way. This matter has now dragged on something like six months without any nation being taken on your •t. We would appreciate very much if you will lot us know what conclusions you have reached since last •il and what action you intend taking. The oom- aication was ordered filed, end the City Clerk was directed to write the Paper Company that the Council had a matter under advisement. COST OF FORT FLAGLER LINE City Engineer Sadler presented communication estimating the cost of rebuilding the Fort Flaglor pipe e as follows, to -wit: October 18, 1930 the Mayor and City Council tlemen: I herowith submit estimate for rebuilding Fort Flagler pipe line iron Station 0f00-Station 1527?50 Quiloene Water Supply line -to Station 467+50 U. S. Reservation line, Fort Flagler. From Stu 0+00 to Sta 227#50 the line will be 6" wire wound wood pipe, untreated, with creosote col- s. From Stu 227-50 to 467-50 the line will be 4" wire wound wood pipe with creosote collars, About 4000 �t of this line is cast iron pipe; part across the Portage Canal and part across Scow Bay. There is a possibility that this pipe is in good phape" however, this cannot be ascertained without i services of a diver and putting the pressure on the line. The lengths for pipe, excavation, etc., were taken from the profile which was part of the plans from .ch the original line was built. If the line is built I would recommend a change in tho.alignment and grade the present line from Sta 60/00 to Sta 75+00 a distance of 1500 feet or less. After a survey has been le lowering the grade hero would out;;the pressure some 16# which in new required to put the water over the ip. It would make a difference of about $419.00 as figured now. (Report by City Engineer continued) for this line and following along the highway to where the present pipe crosses the Chimacum Road. This would shorten the length of the line a little but I thinkthatthe increased cost of construction due to heavier piesaure pipe and cost of new right of way, the cost would probably be more than over the present right of way: There would be an advantage in this lino that would insure a steadier flow of water to Had- lock-Irondale and Fort Flagler. However, to arrive at a definite cost a survey would have to be made as I have not sufficient data to make anestimate of the difference. Estimate from Sta 0+00 to Stu 227+50 which is the Westerly side of the Canal. This estimate pro- vides for the 6" pipe as previously outlined, together with the necessary valves, air valve, air valve boxes, blow -off valves, blow -off valve boxes, etc., but does not provide for any now fittings where connections are made to the main line for Hadlook and Irondale. The fittings in the present line should be in good con- dition and could be used in the now line. The cost of this work without the proposed change at Sta 601-00 is estimated at $20,102.82. The same with proposed change at Sta 60f00 is $20,521.89. Estimate from Sta 227+50 to Sta 467+60 which is the Reservation line, Fort Flaglor. This estimate provides for a 4" wire wound wood pipe, untreated, with creosote collars, together with the necessary valves, air valves, air valve boxes, blow -off valves, blow -off valve boxes, etc., also a 6" motor on the West side of the'Cnnal or Scow Bay. The cost of this work is $12,538.51. If any of the cast iron pipe, bull joints or concrete has to be replaced in the Portage Canal or Soow Bay I have estimated what I think is sufficient to take care of any work that we may have to do. The estimate including this work would be $14,847.04. This makes a total for the line complete from Sta 0400 Sta 1627+50 Big Quiloene Water Supply line to Sta 467+50 Reservation line, Fort Flagler, $35,368.93. Motion declared carried. UNFINISHED AND NEW BUSINESS uommizzeo nppoinzmunze: To fill vacancies caused by resignation of Councilman Richards, Councilman W. S. Lafferty, his successor, was appointed by the Mayor as Chairman of the,Polioe and License Committoo and also as a member of the Fire and Light and the Harbor and Health Committees. Claims of Peach and Dooley: Bringing up the claims of Clyde L. Peach Jr. and John Dooley, which had previously boon referred to the Police and 'License Committee, it was moved by Councilman Robbins and seconded by Councilman Lafferty that the said claims be allowod and that the Mayor and the City Clerk be authorized to execute warrants upon the proper fund in payment of same. Motion declared carried. Said claims are as follows: John Dooley Special Police $11.97 Clyde Peach Jr. Special Police Services at fair 11.97 Councilman Robbins brought up the matter of the Baar h Cunningham contract and urged that an attempt be made to secure a final settlement.
