(SEAL) Tax Levy Ordinances The ordinance making and fixing the tax levy and entitled "AN ORDINANCE making and fixing the Tax Levy for the City of Port Townsend, Washington, for taxes for the year 1931" was next introduced and read in full for the first reading. It was moved by Councilman Robbins and seconded by Councilman Miller that the first reading be considered the secondreadingand the the third reading be by title only. Upon roll call all seven Councilmen voted in the affirmative and motion visa declared carried. The City Clerk then read the said ordinance by title only for the third reading. It wren than moved by Councilmen Robbins and seconded by Counoilman Lancers that said ordinance do now pass. Upon roll call all seven Councilman voted in the affirma- tive and motion was declared carried. The following is a full,true and correct copy of said Ordinance No. 1002, as passed by the City Coil October 7th, approved by the Mayor October loth and published in the Port Townsend Leader October 13th,unc1930, to -wit: ORDINANCE NO. 1002 AN ORDINANCE making and fixing the Tax Levy for the City of Port Townsend, Washington, for taxes for the year 1931. THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. That there are hereby levied upon all the taxable property in the City of Port Townsend, Washington, the following s:me of money and rates of tax levy for the different purposes herein designated for the year 1931, and the rate df taxation upon the &assumed valuation for such purposes is as follows: Firsts For the payment of current expenses of said city and for the Current Expense Fund, the sum of Nineteen Thousand, Four Hundred, Twenty-one and 89/100 Dollars, ($19,421.89), end the rate of tax levy for s&i fund is hereby fixed at eighteen (18) mills on the dollar. Seoond: For the payment of Interest on Bonds, First Issues the am of Two Thousand, Six Hundred 2tinety seven and 48/100 ($2,697.48), and the rate of tax levy for said purpose is hereby fixed at Two and one-half (22) mills on the dollar. Third: For the payment of Interest on Bonds, Second .Issue, the am of One Thousand, Seventy-eight and 99/100 Dollars ($1,078.99),i and the rate of tax levy for said purpose is hereby fixed at One (1) mill. Fourth: For the Bond Redamption Fund, Second Issue of Bonds, the mum of Two Thousand, Four Hundred, Twenty-seven and 73/100 Dollars (02,427.73), and the rate of tax levy for said purpose is hereby fixed at Trio and one-fourth (24) mills on 'iho dollar. _ Fifth: For the payment of interest on the proposed issue of Port T(mmsend General Indebtedness Water Bonds, 1931, the mum of Two Thousand, Nine Hundred, Sixty-seven and 23/100 Dollars ($2,967.23), and the Irate of tax levy for said purpose is hereby fixed at Two and three -fourths (2-3/4) mills on the dollar. Sixth: For the payment of Indebtedness of the City of Port Townsend, known am the "Indebtedness Fund, the sum of Six Thousand, Four Hundred, Seventy-three and 96/100 Dollars (46,473.96), and the rate of tax levy fdr said purpose is hereby fixed at Six (6) mills on the dollar. Seventh: For the purpose of maintaining a public library, and for the Library Fund, the mum of Two Thousand, One Hundred, Fifty -coven and 99/100 Dollars (3,157.99), and the rate of tax levy for said purpose is hereby fixed at Two (2) mills on the dollar. Eighth: For the purpose of maintaining a Public Park, and for the Park Fund, the sum of Ono Thousand, Seventy-eight and 99/100 Dollars,($1,078.99), and the rate of tax levy for said purpose is hereby fixed at One (1) mill on the, dollar. Section 2. That the Mayor and the City Clerk of said city are hereby authorized and directed to certify to the County Assessor and the County Auditor of Jefferson County, Washington, the foregoing tax levy of said city. Section 3. That this ordinance shall be published once in the Port Townsend Leader, and to take effect and be in force am provided by law. Mayor s 1 1 UNFINISHED AND NEW BUSINESS In the matter of the appointment of election officers for the coming city elections, the following solution confirming the recommendations of the Councilman of the several warda was presented and read, :-wit: RESOLUTION Be it resolvedbythe City Council of the City of Fort Townsend that the parsons hereinafter named t serve as bleotion offioars for the City Primary Election and also for the Special Bond Election, both to : held on the 4th day of November, 1930, be and they hereby are appointed as such election officers in the ,veral wards of the City as follows, to -writ: First Ward: Inspector, LL. L. Slayton Judges, Grace E. Grammer, Emilie A. Rothschild. Second Wards Inspector, F. W. Hastings, Judges: Lucinda Fritz, SarahN. Peach. Third Ward: Inspector: Carrie F.pillep Judges, Mae M. Maham, Margaret U. Sturrock. Fourth Ward: Inspector, Fannie G. Brown Judges, Grace L. Smith, Lillian Bader. Fifty Ward: Inspector, Goo. H. Manchester, Judges Hilda S. Jorgenson, Frances Simooe. It was moved by Councilman Robbins and seconded by Councilman Lammers that said resolution be dopted. Motion declared carried. otion to Draw Emergency Ordinance: It wan moved by Councilman Robbins and seconded by Councilman Smith that the City Attorney and the ity Clark be instructed to prepare and submit an emergency ordinance at the next session appropriating 400.00 for the Street Department and labor. Upon roll call Councilmen Robbins, Peach and Smith voted in he affirmative. Councilmen Miller, Lafferty and 'Lamers voted in the negative. Councilman Aldrich was xcused from voting, resulting in u tie vote and the motion was declared loot. 'inal Estimates "Water Street Improvements": Ripoktinglon:•thenfiakl estimates on the contract of Jones & Crouton for Water Street Improvements, was moved by Councilman Smith and seconded by Councilman Lammers that the final estimates on said contract, submitted by the City Engineer and accepted by the contractor, be accepted and approved. Upon roll call seven Councilmen voted in the affirmative and motion was declared carried. Permit for Rothschild Building: Mr. Frye, representing Frye &r.0ompany, and Mr. Paterson, contractor, appeared before the Council ative to building permit requested and refused at the last session of the Council. After a full discussion the matter, it was referred back to the Building Committee and building inspector for further investigation. -arziilou In relation to the contract for the City Hall sidewalk, it was moved by Councilman Robbins and ' seconded by Councilman Lammers that the certified check of The Key City Brick & Tile Company, the successful idder, be returned to the contractor upon the filing of a good and sufficient bond. Upon roll call all seven ouneilmen voted in the affirmative and motion was declared carried. Taking up the petition to locate a' street light at B and Benton Streets, it developed that the r to place a light at the corner of Block C, Kuhntr. Ranch it was apparent that this location was upon school grounds and not on a street. It was than moved by Councilman Smith and seconded by Councilman arty to place a street light at B and Benton Streets instead of on the school grounds &s aforesaid. on declared carried. Upon the verbal complaint of Mr. Cal Thompson that a oulbert on the State Highway, in thevicinity f what is known as the Sanitarium property, visa draining the water from the highway across his property. t developed that the City had no streets in this vicinity and after some dimagmsion it was decided that no ation could be taken.
