Purcell, passed to you for filing and formal presentation to the City Council. It has been our understanding that our client had filed formal claims before the acceptance of the contract by the city. However, understanding that your City Attorney is somewhat in doubt as to the sufficiency ofthe.notice heretofore given you by our clients direct, we are supplementing the notice conveyed by the formal claims enclosed herewith. Crouten, as Principals, and United States Fidelity & Guaranty Company, as Surety, for the improvement of Water Street, by installation of cower and water pipe under ordinance No. 947 and No.991, and also against the statutory fifteen per cent (16%) reserve fund to be created and retained by you, for and on account of which this claim in hereby presented and filed. Today Mr. Daly, attorney for Jones & Crouton, telephoned this office to the effect that a settlement hadbeon closed between them and the City of Port Townsend relative to amount owing on their contract. The manner in which the information was conveyed to the writer prompts the suggestion that the City should not pay to Jones & Crouton any moneys at this time, in view of the fact that the unpaid claims for materials supplied to the job are in excess of the amount awed by the City to the contractors, and in view of the fur- ther facts that thirty days have not elapsed since the acceptance of the job by the City, and formal olnime have boon filed with you. _.. — Yours very truly, Ls/ET - HAYDEN, MERRITT, SU12Z;RS & BUCEY By LANE SUMMERS Said communication and claims were referred to the City Attorney. I l Communications from NationalPaperProductsCompany to City Engineer Sadler and from the City Engi- neer to the Mayor and Council were next read, ad follows, to-vrit: September 23, 1930 To the Mayor and City Council Gentlemen: • Attached to this communication is a letter from Mr. A. B. Lowenstein, Resident Manager of the National Paper Products Company relative to posting the City Lake with, "No Trespassing", signs. This, I believe, would be a good policy in order to prevent as much as possible any pollution of the water. Mr. Lowenstein feels that if these signs were made by order of the City Council it would have more bearing with the Public than if the Paper Company posted them. Six signs would, I think, at this time be sufficient., One at the Eaglemount Road, at its intersec- tion with the City Lake Road. One on the Main Pipe Line where the 24" line supplying City Lake branches off. One near the Chlorinating Plant. Three around the Lake. I think if the City will furnish the signs they would be willing to ereot them at suitable places. If agreeable to the Council. will take the matter up with Mr. Lowenstein. Yours very truly, W. J. SADLER City Engineer NOTICE NO TRESPASSING FISHING OR HUNTING ALLOWED ON THIS PROPERTY BY ORDER OF CITY COUNCIL PORT TOWNSEND, WASH. Mr. W. J. Sadler, City Engineer, Port Townsend, Wash. Deer Mr. Sadler: Mr. Rose, our pipe line superintendent, has suggested that it would be advisable for the City of Port Townsend to post "No Trespassing" signs in the vicinity of City Lake since the hunters and fishermen who^frequentthe vicinity are a menace to the proper care of the reservoir and its water.
