Bogit]aing with a 12-inch cast iron main connecting with the present cast iron main at the corner of Tyler and Wator Streets; thence along Water Street to Monroe Street; thence with a 12-inch untreated wood main along Monroe Street to its intersection with Roosevelt Street; thence along Roosevelt Street to its intersection with Root Street; thence along Root Street to the said reservoirs, to- gether with all necessary fire hydrants, valves, fittings and service tape for the samo, and that said system or plan of additions, betterments and extensions shall include such other incidental work as may be necessary by doing of the other work herein provided. The estimated cost and expanse of said additions, betterments, and extensions, as nearly as may be determined, is the sum of Forty-seven Thousand Dollars ($47,000.00), and that the City of Port Townsend become indebted therefor and issue and sell its negotiable interest-boaring general indebtedness coupon bonds of said city in the amount of Forty-sevon Thousand Dollars (047,000.00), which bonds shall boar interest from the date of their issuance at a rate not to exceed six par cent (6%) per annum, payable semi-annually, and shall bear the date of the first day of January, 1931. Such bonds shall be serial in form and maturity, and numbered from one upward consecutively, and shall mature annually com- mencing with the second year and ending with'the twonty-fiM year after the date of issuanoo in such amounts (as nearly as practicable), to be specified by the City Council by ordinance, as will, together with the interest on all outstanding bonds of such issue, be met by an equal annual tax levy for the payment of said bonds and interest. Said bonds shall be in denominations of not leas than One Hundred Dollars (0100.00) and not more than One Thousand Dollars ($1000.00) as the City Council may by ordinance determine. Interest coupons for the said interest shall be attached to said bonds and be a part thereof and the said bonds and coupons shall be payable at a place thereon designated. Section 4. That there shall be, and hereby is, submitted to the qualified voters of the City of Port Towmsond, at the regular city primary election to be held in said city and the vnrious voting wards thereof on Tuesday, the 4th day of Rovamber, 1930, the proposition of making certain additions and betterments to, and extensions of, the existing municipal water works system of the City of Port Townsend and the ineurringoo a general indebtedness therefor in the Bum of Forty-seven Thousand Dollars ($47,000.00) by the issuance and sale of negotiable interest-boaring general indebtedness coupon bonds of said city in said amount; all as set forth in detail in Section 3 of this ordinance. Section 5. At the regular city primary election, to be held,in the City of Port Tovmsond and the variou voting wards thereof on Tuesday, the 4th day of November, 1930, which day and date be, and hereby is, fixed as the date upon which said election shall be held, thorn shall be voted upon by the qualified voters of said city the proposition and question specified and adopted in Section 3 of this ordinance; Said election shall be ]told and conducted in accordance with the general lays of the State of Washington, but not labs than thirt days notice of the voting on of said proposition shall be given by publication in the Port Townsend Loader, the newspaper doing the city printing, and by posting notice thereof in at least throe places in each of the five voting wards of said city for said time. Section 6. That the proposition or question eo submitted to the qualified voters at said election is to be voted upon in the following manner, to-witt Evory qualified voter at said election electing to vote for or ngainat the proposition of the issuanoo and aelo by the City of Port Townsend of $47,000.00 of its negot- iable bonds for the purpose of providing funds for ccrtdn additions and betterments to, and extensions of, sa citysa municipal sinter works system as in this ordinance set forth, shall vote his (or her) election upon said question upon a ballast in the following forms "Shall the City of Port Townsend issue and sell $47,000.00 of its negotiable interest - bearing general indebtednesn coupon bonds to provide monies for certain additions and ;:betterments to, and extensions of, its existing municipal water works system as specified and provided by Ordinance No. of said city and partioularly Section 3 of said Ordinances said bonds to be payable beginning with the second year in such amounts (as nearly as practicnble)as will, together with interest on the outstanding bonds, be met by an equal annual tax levy over a period of twonty-five years from the date of their issuance and to dray interest at a rate not to exceed six per cent per annum, interest payable semi-annually?" Section 7. If throo-fifths or more,of said qualified cloetors votinC, at said election as heroin provide shall vote in favor of the issuance and sale of said bonds, then the proper officers of said city shall be, and hereby are, authorized and directed to have lithographed, engraved or printed such negotiable interest - bearing general indebtedness coupon bonds of the City of Port Ta:msend in said amount of Forty -coven Thousand Dollars (347,000.00), which bonds shall bear interest as of the date of their issuanoo at a rate of not to exceed six per cent for annum, payable semi-annually, and shall be numbered from one upward consecutively. The various annual maturities of said bonds shall commence with the second year after the date of issuance of such bonds and shall (as nearly as prncticable) be in such amounts as will, together with interest on all outstanding bonds of said series, be met by an equal annual tax levy for the payment of said bonds and inter- est, provided, hovrever, that only band number Otte of said issue shall be of a denomination of other than a (multiple of One Hundred Dollars ($100.00), and provided further, that none of said bonds shall be in a sum in excess of Ono Thousand Dollars (41000.00). and provided further that said bonds shall be known as "Port Town- send Genorll Indebtedness 1931 Water bonds"; that within such limits the bonds shall be in such amounts and tl various maturities thereof shall be of such dates as the City Council shall by ordinance determine; that the Mayor and City Clerk be, end hereby are, authorized to execute the same in the nnme of and under the corporat, seal of the City of Port Towmsond; that all of said semi-annual payments of interest shall be represented by interest coupons attached to said bonds and made a part thereof, which interact coupons shall be signed by the Mayor and attested by the City Clerk; provided in lieu of such signing a facsimile of the oigpaturo of th, Mayor and City Clerk may be printed or engraved on said interest coupons. All of said bonds and interest and interest coupons shall be payable in gold coin of the United States of America, of the present standard weight and fineness, at the office of the City Treasurer of the City 6f Port Towrssond, or at the Fiscal Agene; of the State of Washington in New York City, at the option of the holder Section B. If the qualified voters of the City of Port Townsend shall, as horainbefore in this ordinanct provided, authorize the issuance and snle of said bonds, said bonds shall be sold at public sale, after due notice and calls for bids for the purchase of said bonds shall have been published at least once a week for four consecutive weeks in the Port Townsend Loader, the newspaper doing the city printing, offering such bonds 'for sale; that the City Council of the City of Port Townsend may give such other and further notice of the ea] 0 J �I�.--•-..- Minutes of the Regular Session of August 5, 1930, continued. ' of said bonds as said City Council may, by resolution, direct; that the City Clerk shall, at least three weeks prior to the data fixed for the sale of said bonds, mail to the State Finance Committee, Olympia, Washington, ' a full, true and complete copy of such notice; that notice of sale shall be in the form required by law; that the bids submitted and all proceedings had pertaining to the sale of said bands shall be as provided by law. Section 9. The money derived from the sale of said bonds shall be applied to the additions, extensions and botermonts adopted and spooified in Section 3 of this ordinance and for such purpose only. Section 10. The City Council of the City of Port Townsend shall cause to be levied from year to year during the life of the general indebtedness bonds herein proposed to be issued an annual tax levy sufficient to meet the payment of all interest on said general indebtedness bonds and sufficient to meet the principal thereon as the same mature, all as in this ordinance and by law provided. The amount of such taxes as collected shall be by the City Treasurer paid into a special fund known me the "Port Townsend General Indebted ness 1931 Water Bond and Interest Fund" and no part of such fund shall be diverted to any other purpose than the payment of such principal and interest and the faith and credit of the City of Port Townsend are hereby pledged for the annual levy and collection of such taxes and the regular payment of such principal and interes Section 11. This ordinance be published once in the Port Townsend Loader and to take effect and be in force front and after five days from the date of its publication. PASSED by the City Council August 1930. UNFINISHED AND NEW BUSINESS Approval of work at City Lakes Taking up the matter of the communication from the National Paper Products Company submitted at the preceding session of the council requesting that their work in raising the level of the water in the City Lake be approved. It was moved by Councilmen Smith and seconded by Councilman Lammers that the work be ap- proved if at no expense to the City. Upon roll call all five Councilmen present voted in the affirmative and motion was declared carried. Hearing for Street Vacations In the matter of the petition of Clyde L.
