AWARD OF BID FOR "WATER STREET IMPROVEMENTS" It was moved by Councilman Peach and seconded by Councilman Robbins that: It be the sense of the Council that the Bid of Jones & Crouton for the improvement of Water St according to plans and specification prepared by the City Engineer and approved by the.Counoil after due consideration be considered the best bid, and the contract be let to Jones & Crouton and tl Mayor and the City Clerk be authorized to execute same, on a proper bond furnished the City, and tha- certified checks of the unsuccessful bidders be returned to them. Upon roll call Councilmen Robbins, Aldrich, Peach, Richards and Miller voted in the affir- mative and Councilmen Smith and Lammers in the negative. Motion deolarred carried. Lammers Sr., and Jacob Miller. MINUTES APPROVED It was moved by Uouncilman Peach and eeoonded y Councilman Smith that the minutes of the regu- lar session of Feby llth, be approved as written. Motion declared carried.. Councilman Richards arrives. Councilman Richarde arrived and took his seat just after the foregoing motion'was adopted. REPORTS OF OFFICERS. City Treasurers Report. The report of the City Treasurer for the month ending January 31st, was presented, read and referred to the Finance Committee. City En sneer Meter readings. Willoughby. .Application for building permit was presented and read as follows: Port Townsend, Wash.; Feby 17, 1930 To the Honorable Mayor and City Council, Port Townsend, Wash. Gentlemen: Permission is requested to make alterations and repairs to my dwelling at 419 Harrison Street, at an estimated cost of $75.00 Respectfully submitted, F. A. Willoughby. It was moved by Councilman Lammers and Seconded'by Councilman Miller that the said permit be granted. Motion declared carried. . Communications: From Frank M. Egan, rej Seattle Meter Main Cone. Co, bid. Communication from Frank M. Egan, on behalf of the Seattle Water Main Construction Co., was pre- sented and read as follows: 1108 Smith Tower, Seattle, Wash., February 14, 1930 Mayor and City Council, Port Townsend, Washington, Gentlemen: Pursy:ant to a call for competitive, sealed bids for the construction of water mains, *to., in your city, my clients, Seattle Water Main Construction Co., filed a bid with your City Council, which I am advised was inall respects in conformity with the specifications covering said, proposed improvement. Upon the opening of the bids on February llth, it was found that the bid sumbitted by my clients was the lowest. I am advised, however, that on February 13th, the bid of Jones & Crodea, a firm of contractors residing in your city, was accepted and that the bid of my clients was rejects for the sole reason that my clients are not residents of your city. If these are the facts, your procedure in aoceptingcthe bid of Jones & Crodon is wholly unwarranted and if you attempt to ,proceed. in accordance with your action of February 13th, we shall be obliged to seek injunctive relief in the courts. I would appreciate an early reply advising me of your intentions in the matter. Respectfully submitted, Frank M. Egan. Lammers prees fofew minutes: At the residquerst of Mayor Bangerter, Councilman Lammers, Mayor Pro Tom., presided for a short time From City Engineer, Re: Additional Water Rights: Communication from City Engineer Sadler was presented and read as follows: Port Townsend, Wash., February 17, 1930 To the Mayor and City Council, Gentlemen: I understand that the.water right filings have not been completed on the Little Quiloene River, also that it is deemed necessary at this time that this City acquire additional water rights for future development. I would suggest that immediate steps be taken to complete the necessary filing on the Lit- tle Quiloene river and an additional 40 Sec. ft. from the Big Quiloene River and if necessary, addi- tional storage in Lord's Lake.
