Owing to the continued absence of Councilman quenell of the Fourth Ward, since he tendered
his resignation on October 8th, 1929, and a necessity for a full representation, it was moved by
Councilman Lammers and seconded by Councilman Smith that the office of Councilman for the Fourth Ward
to which Mr. 4uonoll was elected, be declared vacant." Upon roll call, Counoilmen Lammers, Miller,
Robbins and Smith, voted in the affirmative, and Councilman Aldrich in the negative. Motion ddclared
carried.
Now Councilman Elected:
Mayor Bangorter declared the election of a councilman from the Fourth Ward for the romainde
of the term to be in order, and called for nominations. Councilman Robbins presented the name of
Mr. R. L. Richards, the nomination being seconded by Councilman Lammers. There being no other nomina
tions, Mayor Bangerter appointed Councilmen Smith and Lammers as tellers. A tally of vote showed tha
all five ballots had boon"cast for R. E. Richards for councilman From the Fourth Ward for the romain-
der of the unexpired term, and the Mayor declared Mr. Richards elected to the said office.
Frozen Water Pipes:
Water Superintendent Green brought up the matter of frozen victor pipes and a general dis-
cussion followod, but no further action was taken.
ADJOURNMENT
Upon motion of Councilman Aldrich,.seeonded by Councilmen Miller, Council adjourned.

premium on fire truck, it was moved by Councilman Lammers and seconded by Councilman Peach that the
