The contract price for this work should be around these figures but to cover cost of
Engineering, Inspection, Legal work, publishing, Ordinance, Printing, Bonds and the necessary L.I.D.
Books, 10% must be added to each of these estimates.
If the loop system is adopted I do not think that it is necessary to build a cast
iron line from the City Limits to Lawrence and Kearney Strects or on Sheridan Avenue to Hastings
Avenue, Discovery Road and North on San Juan Avenue and Bast on "U" Street to Walnut Street, and
Southwesterly on Walnut to Root and the Reservoirs. But I think that from the north side of
Lawrence Street south on Kearney to 'water Street from Kearney to Monroe on 'later Street, from 'later
to Lawrence Street, from Monroe to Harrison on Lawrence Street, from Lawrence Street to Jefferson on
Taylor Street, from Taylor to Adams on Jefferson Street, from Jefferson Street to Water Street on
Adams Street it should be Gast Iron Pipe. This would, in my opinion, at the present be the portion
of the city that the most improvements such as paving etc., will be done and will, I think, always
be the most thickly settled portion of the city and these lines as outline would be the base for
a Cast Iron distribution system in this portion of the City.
It is now a matter to determine hoer much of an improvement you want to make and for th
City Attorney to decide how much of,a district you can access the proportion of assessment, etc.,
If the work done by the L.Z.D. method, maps will have to be made showing the amount
assessed against each parcel and tract of land affected. This assessment must come within a certain
per cent of the total cost of the work including everything.
