The City Council of the City of Port Townsend, met in regular session this 17th day of
September, 1929, at the hour of 8:00 p!olock.P. M. in the Council Chambers of the City Hall, Mayor
Bangerter presiding.
ROLL CALL
Upon roll call, there were present Mayor George Bang"rter,.0ity Clerk C. F. Christian,
acting City Attorney W. J. Daly, Jr., and Councilmen S. V. Peach, W. B. Smith, Wm. Lammers and Jacob
Miller, Councilmen Robbins, Aldrich and',Quenoll being absent. Councilman Robbins arrived during th
reading of the minutes and took his chair.

The minutes of the regular session of September 3rd were road and approved as read.
REPORTS OF OFFICERS
Clerk and Attorney on Bonds:
The following written report was submitted by the City Clerk and Acting City Attorney:

To the Honorable Mayor and City Council
Port lovnsend, Washington
Gentlemen:
The undersigned desire to report in writing their findings in connection with the
instructions of your honorable body, as be the feasibility of financing the construction of additi
tional water supply linos from the city limits of the city of Port Townsend to the reservoirs on
Morgan Hill, through general obligation bonds.
There is appended hereto, a financial statement of the city of Port loemsend, show-
ing the aggregate amount of indebtedness owing by this city.
The undersigned are reliably informed by Mr. J. J. Bishop, the County Treasurer, the:
the total assessed value for the city of Port Townsend for the year 1930 is approximately the sum of
01,000,000.00. "omparing the aggregate amount of the city's debt to the total valuation of the city
as found by the county treasurer is sufficient evidence to indicate that we are at present not only
over the constitutional limit of one and one-half per cent, but over the special five and ten per
cent constitutional limits provided for by ratification of the people by vote and for the special
purposes of providing the citizens of the town with water, light and sewerage.
You may, therefore, be advised that the financing of any betterments to the existing
water system can not be had by a general obligation on all the taxable property of the city, leaving
the only alternative a system of looal improvement districts.

The City Clerk reported that he had sent a revised bill to the National Paper Products
Company, as ordered by the Council.
Dalgardno Property:
The City Attorney and City Clerk reported that James'Dalgardno offerrod to sell the .
northerly twenty -Five (25) feet of his property abutting on Walker Street for the sum of $200.00 for
street purposes. It was moved by Councilman Robbins and seconded by Oouncilman Peach that the Mayor
and the. City Clerk be authorized to purchase the said property upon the recommendation of the �'ity
Attorney end City Engineer. Upon Roll call, all five councilmen present voted in favor thereof and
motion was declared carried,
Treasurer s Report:
The City Treasurer's report for the month of August was read and referred to the
Finance Committee.
Water Superintendent:
The reports of the water superintendent for the months of July and August were read and
referred to the water committee.
Meter Readings:
The City Engineer submitted reports of meter readings of the main line meters for the
two weeks ending. September 16th and same were ordered filed.
Openings in Basement Wall:
The City Engineer filed the following report in relation to the openings in the basemen
wall of the City Hall:

To'tho Mayor and Oity Council
.Gentlemen:
I wish to report that the openings in the basement wall of the `'ity Hall have been
blocked up with concrete. The area under sidewalk and runway is now ready to be filled.
There is some rubbish in the shape of wood and sawdust that should be removed before
the fill is started. The fill should be made in layers not to exceed 8 inches and wet down with
hos"before the next layers are placed.

Proposed Plumbing Ordinance:
The city Engineer submitted a draft of a proposed plumbing ordinance through the fol-
lowing communication;;.

Gentlemen:
I herewith submit Plumbing Ordinance which your Honorable body instructed me to draw up
This Ordinance should be gone over thoroughly by the Oity "ouncil so that any changes
and additions can be made before it is passed and published.
It should also be referred to the City Attorney for his approval.
