City attorney - Re: Dog Tax: i `^racy Bpi'
Acting City Attorney Daly reporting verbally, on the proposed dog tax, explained
to the council the manner of collecting a tax on the dogs and stated that he had an ordinance pre-
i pared, of which he would furnish the committee a copy.

With reference to the delinquency of Dr. de Leon in relation to wa cr bills, Mr. I� tiertt,�i fy,4
j Daly reported that he had had a converence with Mr. Packard and Hr. de Leon, when Dr. de Leon
claimed discrimination in the matter of penalties, and that he would not pay more thanhe had ten- ^r,�,=+'" {
` dered. Mr. Daly explained that the ordinance authorized the city to shut off the water for non-} 3
payment of bills and Mr. Packard, attorney for Drl de Leon, stated that in such a case, he would
institute injunction proceedings to prevent the city from shutting off the water.

Mr. Daly reported that he had not had an opportunity to see Mr. Da gardno in re-
lation to obtaining additional property for street purposes. The City Clerk added th t he also had ¢

Discussion - Re: Unpaid Water Billss-fir,
A general discussion was had in relation to delinquent water bills, with a special
reference to Dr. de Leon, and 11r. Daly stated the procedure in case of injunction proceedings. No
action was taken in the matter. 5.

The City Clerk reported that# in accordance with the instructions of the City Council,
he had written a letter to Mr. A. B..Lowensteian,of the National Paper Products Company, as follows
August 22, 1929

Dear cir:
I am instructed by the City Council to advise you that in line with the conference had
between yourself- and Councilman Edw. Quenell on the afternoon of July 21, 1929, full control of t h
part of the Water Works System covered by the lease existing between the City of Port Townsend and
the National Paper Produots company, is formally and officially tendered the company as of August
late 1929; all of the &eta of Councilman Quenell at said conference in relation thereto, having
been ratified and confirmed by the City Council upon apprbpriate motion duly made and carried.

Attention: Mr. C. F. Christian
My dear Mr. Christian:
This will acknowledge receipt of your letter of August 22nd and confirm our understandix
that the National Paper Products Company has taken over the City of Port Townsend Pipe Line, as of
August 1st, 1929.
Under the terms of our lease with you, dated March 3, 1928, whereby we leased from you
all that part of your water works and system lying outside of the city limits of Port Townsend#
you were permitted to make only one connection with said water works and system at a point outside
the city limits, namely for the purpose of obtaining water to supply Hadlock and Irondale.
