ROLL CALL Upon roll call, there were present Mayor George Bangerter, Acting city attorney We J. Daly, Jr., City Clerk C. F. Christian and Councilmen Wm. Lammers, Jacob Miller, Barry We Robbins, Be V. Peach, We Be Smith.and Edward Quenell, Councilman Aldrich being absent. READING MINUTES The minutes of the regular session of August 6th, were readand approved as read. REPORTS OF OFFICERS City Engineer The city engineer presented several written reports, as follows: A - Reservoir for Hadlock, Irondale line: August 15, 1929 To the Mayor and City Council Gentlemen: Subject: Reservoir Hadlook-Irondale Line I have made a rough estimate on the cost of construction of a concrete lined reservoir having a capacity of 375500 gallons -to be located on the present Hadlook-Irondale pipe line near Sta 70r00 or Sta 160r00 location to be determined when a complete survey is made.• The estimate cost of the reservoir is $5000.00. This includes the excavation and concrete lizing. Valve house, Valves, oast iron inlet, outlet and overflow pipes. Vetrified drain tile in bottom of reservoir together with interest, contractors profit, engineering and legal costs but no allowance has been made for the purchase of land necessary for reservoir site. B - Hadlook-Irondale Line: August 15, 1929 To the Mayor and City Council Gentlemen: Subject: Hadlook-Irondale Line I have made estimates of cost for rebuilding the Hadlock-Irondale pipe line. In making these estimates I have used the old profile and data by which the present line was built. A new survey would be necessary to establish a new hydraulic grade line and also might the length of pipe but would not affect the cost of construction materially. The old profile shows about 4860 line ft. of 6" iron pipe which Mr. Green says is not there I have made allowance for this in the following estimates. The estimates cover construction of a 6" wire -wound wood pipe untreated an4iW' creosoted wire -wound wood pipe from Sta 0-00 to Sta 206-50e This would take care of all consumers that we have on this line at the present time. These estimates do not take into consideration any replacements in the distribution system in Hadlock or Irondale, but the cost per line ft. has been given in each case which would be approximately for any renewals in the distribution system. There would be more fittings but no clearing so one would offset the other. I made a trip over this line Monday, August 12 and found the line to be in bad shape, but no big leaks, the most being small seepage leaks, which in the aggregate would account for quite a leakage on the line. The meter reading from August 6, to August 12 that water was being supplied to the line at the rate of 236674.4 gallons per 24 hours which means 2518.0 gallons per tap allowing 94 taps (August report) while these taps are not actually drawing this amount of water it is costing the city this amount to furnish each of the taps with water. The average rate per tap is $2.25 per month. Attached to this letter are estimates #1. 2, 3, and 4. Yours very truly, We J. Sadler WJS:OFP City Engineer Said report was referred to the Water Committee. 5 ,E �f i t r 311 C - Washington Street Bulkhead: August 16, 1929 to the'Mayor and City Counoll Gentlemen: Subject: Washington Street Bulkhead I have made an examination of Washington Street Bulkhead and find that it is badly out of line and grade. The piling is not in such bad shape, however, the worst being at the lower and from the East side of Tyler Street to the concrete retaining wall at the. Elks Building. A few brace piles put in where 'the! piling has biven a little will help a whole lot, the caps and stringers should be lined up and brought to grade and some new planks put in where necessary. In a good many places it would not be necessary to put in a whole new plank; the bad end could be out off and a new piece put in. Some new caps and stringers might have to be provided. A new timber bulk- head would be expensive on account of so much old'timber that would have to be removed before a de- cent looking job could be made. In my opinion, the beat solution would be, is to fix up the old bulkhead so that it would do for a time and then put in a concrete retaining wall and a concrete sidewalk on the south side of the street, and bring Washington Street to the proper grade. This improvement would be permanent and would cost less over the period of years than a wooden bulkhead which would in fifteen or twenty years be as bad as the present bulkhead especially if there were no maintenance put on it.
