Councilman Quenell reported that he had received the last mentioned letter on July 31s'L•,
and that he had immediately called up. Mr. Rose, Superintendent of the Pipe Line Patrol, and requested
him to have all of his monthly statements ready as soon as possible. He met with the officers of the
National Paper rroduets Company at 4 r. M. of the same day, and made the transfer as requested. It
was moved by Councilman V.uenell and seconded by Councilman Robbins that the city clerk. be instructed
to write a letter to Mr. A. D. Lowenstein of the Rational Paper rroduets Company, stating that in
line with the conference of July 31st, between councilman Quenell and the officers of the National
raper rroduets Company, officially .turning over the new pipe line, as of "ugust let, 1929, be con-
firmed. Upon roll call, all six councilmen present voted in the affirmaL-ive and motion •✓las declared
darried.
Conference ratified and confirmed:
It was moved by councilman Poach and seconded by councilman Smith that all the actions of
Councilman Iluenell, chairman of the water committee, in relation to turning over the pipe line, as
aforesaid, be ratified and confirmed. Uponi•roll call, councilmen Lammers, Miller, Robbind, Peach and
Smith voted in the affirmative, and Councilman kuenell was excused from voting. Motion declared
carried.
Lowenstein to Reply:
Councilman V.uenell reported that Mr. Lowenstein stated that he would reply to the letter
of notification.

I am informed that on taking over the water line to operate in accordance with the terms of our

lease, we have run into difficulty about Hadlocic. Our people had requested the privilege of checking
the city meter, which permit was denied by your Mr. Green.
We shall expect at all times to allow the City to check the meter we are installing at the mill,
and would request permission to check the city meter in return, so that both parties may be assured
of the proper division of flowdgg through the pipe.,
Will you kindly- arrange with ldr. Green that our people have access to his meter,'so that we may prop-
erly operate on the line.

Councilman '-�ucnell reported that the matter had been already taken care of.
B - Remarks by Superintendent Green:
Mr. Green, Superintendent of the Vlater Department, who was present, stated that he did not
deny the company access to the meters. Fie stated that he was not aware of the status of the control
of the pipe line, and advised watchman Coyne not to turn over the keys until further informed! :i.
Councilman kuenell stated that he was not fully informed of the matter of the watchman at the time,
but that the matter had been amicably settled.

Please give this matter your itmnediate attention, as our budget is short for the year 19a3.

Applications for water Clerks
Applications for the appointment to the position of clerk in the office of the
Water Department from Leona Eldridge, Jeanette Nisbet and Clive Pettygrove, were presented and read.
These applications were accompanied by letters of recommendation and it was agreed that none of thes
letters need be recorded, all of which xere referred to the Mayor.

ORDINANCES AND RESOLUTIONS
Emergency Ordinance:
An ordinance to appropriate money for emergency expenditures in several de-
partments r:as presented and read as follows:
Ordinance No.
AN ORDINANCE of the City of Port-ownsend providing for the appropriation of
money and estimating the same, itemizing and classifying the expenditures and declaring an emergency.
11EEREAS, it now appears to the City Council of the -City of Port Townsend that
the continuous operation of the city's business in all departments shall require the expenditure
of money not provided for in the budget for the year 1929, and,
WHEREAS, such deficiency and the conditions and circwnstances which require tht
oxpcnditure of additional money could not have been reasonable foreseen at the time of the adoption
of said budget, and
VMEREAS, an emergency now exists for the expenditure of approximately the sum
of v650.00 upon the Current Expense fund of said city, therefore,
The City Council of the City of Port Townsend, Washington, fo ordain as follwr
Section 1 - That an omergency is hereby declared for the appropriation of the
sum of 4o50.00 as estimated and hereinafter itemized and classified as follows:
