It was moved by Councilman Lammers and seconded by Councilman reach that the foregoing
applications be granted. Motion declared carried.
Report on Rose 'Theatre Permit:
Councilman Lammers reported that he had investigated the application of the HOBO Theatre
for a permit for repairs and moved, seconded by Councilman Peach, that the permit be granted. Mot
declared carried.

I understand that you installed your 20" motor yesterday. I would appreciate it very much if you
would let me 1.-nowr your readings so that we may determine the flow of the pipe line.
I will install 6" meter tomorrow (Aug 6th) and will forward report to you of flow one week from date
of installation.
Mr. Sullivan was at Meter House this morning while I was ^there and I showed him where I will leave
keys at both houses that he me; see meters at anytime. Trusting this meets with your approval
as per agreement at converence in your office August 2, 1929.

A communication from 6. J. llaly, Jr., acting city attorney, relative to dog tax was
presented and read as follows, to —wit:
July 30th, 1929.
Honorable Mayor and City Council,
City of Fort Tasncend, 4ashington
Gentlemen:
An act of the 1929 legislature repealed the law wherein counties used 'to collect and
to transmit to cities of the third class taxes on dogs.
By reason of the foregoing there will no funds coming to the city of Port Townsend
from the county of Jefferson for dog taxes during the your 1930, and thereafter.
If the concil desire to pass some appropriate ordinance wherein the city will receiv
revenue into the city treasury as a tax on the elusive canine, I would recoimnend that some investi-
gation be had as to cost of collection, approximate amount of revenue, etc., in an effort to ascer-
tain whether or not the city can operate at a profit in the collection of dog taxes. In this
connection I can safely say that the following persons are thoroughly conversant with this matter
and can no doubt render assistance, namely; your efficient clerk; John M. Carroll, presenty county
sheriff; B. P. Chase, former county sheriff and R. J. Kessey, deputy treasurer.

Gentlemen;
I respectfully petition your Honorable Body to vacate that portion of "U" Street
between Walnut street and the meander line of Point Wilson Bay.
I am the owner of Blocic 103 and the North 30 feet of Block 102 in PettygroveIs Secon
Addition to the City of Port Townsend, being the frontage on both sides of the portion of street to
be vacated. '
The portion of street to be vacated is impossible to improve to furnish access to an
other property or as a public thoroughfare for any other purpose.

I believe I have neglected to answer your letter of the 20th relative to cer
connections which are now on the Snovr Creek Line, and which you state should be tapped on to the
line.
We would be quite opposed to putting, any additional taps on this line.

I think we are close enough to the point of closing up all the open matters on the pipe line, and
would appreciate from you a statement showing cost of operation up to the_present, itemized in as
much detail as possible, so that we can determine which matters are fairly chargeable as operation'
and which as completion and construction.

C - Relative to Taking over pipe line:
July 30th, 1929

My dear Mr. Quenell:
Our legal difficulties having been ironed out and the mechanical features of the
line being fairly well straightened away, the Paper Company is ready to take over the operation of
the line starting as of August 1st.
Will you kindly arrange to turn Mr. Rose and crew over to Mr. Lowenstein as of
August let.
It is distinctly understood that any further frost' -proofing of valves which is
necessary to carry on shall be considered construction and be allowed for by the City. It is under-
stood that we will operate the line in accordance with our lease - namely, giving the City 4,000,000
gallons of water at pressure sufficient to put water in the city reservoir and allowing one tap -off
for Irondale and Hadlock. It is understood, however, that by operating in this manner should any
difficulty arise in supplying Irondale, the respective cities will take care of receiving the water
in the tap -off designated and carrying it to destination.
It is expressly understood that the City of Townsend will submit to the writer
a detailed statement of operating expenses, so that we may segregate that part which is chargeable
to construction and make final settlement with the City for balance.
