It was moved by Councilman Quenell and seconded by Councilman Robbins that an extension
of 10 days be granted to Contractor James H. Coyne for completion of the project. Upon roll
call all six mouncilmen present voted in favor thereof, motion was declared carried.

be granted, motion carried.
RECESS
It was moved by councilman Peach and seconded by Councilman Robbins that the Council
recess for:five minutes. Motion Carries and recess declared.
AFTER RECESS
Pursuant to the foregoing motion Council recovened at 10:15 P. M. in the Council Chamber
of -the City Hall.
ROLL CALL
Upon roll call there were present: Mayor George Bangerter, City Clerk 0. F. Christian,
Acting Attorney W. J. Daly, Jr., and Councilmen Harry W. Robbins, Be V. Peach, W. Be Smith,
Edward Quenell, William Lammers, and Jacob Miller.
ORDINANCES AND RESOLUTIONS:
A resolution declaring the adoption of a supplementary budget was presented and read,
as follows:
R E S O L U T I O N
WHEREAS, The City Council of the City of Port Townsend; by the passage of Ordinance No.
9720 has declared a necessary emergency for the appropriation and expenditure of money for the
City Engineers compensation end for necessary assistance, labor and material for the Engineer?s
Department, and,
WHEREAS, The City Council has appropriated for said purposes, the sum of $6000.00 of said
sum to be paid from the Olympic Gravity Water ;Yorks Fund, and the remaining 1300.00 from the
Current Expense Fund, Now, Therefore,

Proposed Emergency Ordinance:
A proposed emergency ordinance to provide funds for the
employment of an additional
patrolman was presented and read in full as follows, to -wit:
ORDINANCE NO.
AN ORDINANCE of the City of -Fort Townsend enlarging the Police Department of said City
by the addition of one patrolman, providing for the appropriation of money from the Current.
expense fund Eor that purpose, fixing the compensation to be paid and declaring an emergency.
WHEREAS, it appears to the Ctiy Council of the City of Port Townsend that to enable
the Police Department of said city to properly function and maintain continuous and efficient
operation in the preservation of order that an additional patrolman be employed by said city
and that for such purposes it will be necessary that an emergency appropriation be made; that
the sum of $690.00 is a reasonable sum to be appropriated for the purpose aforesaid and that
such necessity could not have been reasonably forseen at the time of the making and adopting
the 1929 budget for the Current Expense Fund of said city, and that a public emergency now
exists, therefore,
The Ctiy Council of the City of Port Townsend, Washington, do ordain as follows:
Section 1. That the Police Department of said city be and the same is hereby enlarged
by the addition of one patrolman.
Section 2. That the compensation for such patrolman be and the same is hereby fixed at
the sum of $115*00 monthly.
Section 3. That a public emergency is hereby declared and authorized for the appropriation
of the sum of $690.00 for the pruposes enumerated in Sections 1 and 2 of this ordinance; that
the issuance of emergency warrants in said sum of $690.00 is hereby authorized from the
Current expense fund of said city.
Section 4. That this ordinance be published once in the Port Tormsend Leader and to take
effect and be in force five days from and after such publication.
