It was moved by Councilman 4uenell and seconded by councilman Lammers that the said
claims be allowed, and that the Llayor and City B1ark.draw warrants upon the proper funds in payment
of same. Upon Roll call, all six councilmen present voted in favor thereof, and motion was declared
carried.

To the Mayor and City ,Counoil;
Gentlemen:
The Plat of National City Addition Number Two which was submitted to me by your
honorable body for approval, Tuesday April 16th, 1929, is hereby returned to you with my approval
as to platting and general layout.
I would suggest that the parties owning this Plat be required to grade the streets,
my reason for this being that the streets as laid out are only rough cleared, not grubbed, and
not in any condition for traffic. The City has no equipment with which it can grade these streets
so this would have to be let by. contract and could only be done by creating a Local Improvement
District, so no money has been provided in the 1929 Budget for any work of this deaoription.
When the lots are sold and houses built and the grounds improved the residents will
expect the streets to be graded, Water Mains extended, eto., this they are entitled to when tMA
Addition is accepted by the City Council and becomes part of the City of Port Townsend, even though

the residents are willing to dig a ditch for the Water Mains, I would consider it unfair to them
if the streets are not graded, to make them put the ditch on such a grade that will provide no
assurance that the pipe would not have to be lowered when the streets are graded.
There should also be sojpd Fire Hydrants for fire protection, provided when there are
a number of houses built, these are of no use whatpver providing the Fire Department cannot reach
them with its equipment on account of rough ungraded streets.
I would also recommend that before the City accept any Addition that the owners
thereof be required to place at least four permanent Monuments in the intersections of four
streets so that in the future there would be no dispute as to location of streets and property lines
When the City Accepts this Plat or any other your are responsible to provide the
residents thereof with Police and Fire protection and such other public utilities as you control,
and are responsible for any damages that may occur on account of the condition of the 'streets

between property lines.

I would suggest that the City Council or a Committee of the same investigate these
conditions before accepting this or any future Additions.
