Whereas, it duly appearing to the City Counoil that a necessary emergency exists
for the appropriation and expenditure of money for the purchase and installation of a pump for the
heating system of the public library of said city, in the eum of 0200.00, and the issuance of
emergency warrants in the payment of said sum, payable from the public library fund of said city;
and that such necessary emergency appropriation and expenditure for said purpose could not have bee:
foreseen or contemplated at the time of making and adopting of the 1929 budget for said library; nrn
therefore, Townsend, Washin on do ordain as follows:

Section 1. That a necessary emergency is hereby declared for the appropriation and
expenditure of money in the sum of 4200.00, for the purchase and installation of a pump for the
heating system of the public library of said oityj and that the issuance, of, emergency warrants in
said sum of $200.00, is hereby authorized, payable from the Public Library fund of said city.
Section 2. Xhat this ordinance be published once in the Port Townsend Leader, and
to take effect and be in force five days from and after such publication.
Passed by the City Council April 16, 1929.
Approved by the Mayor April 16, 1929.

Proposed Emergency Ordinance.
An Emergency Ordinance entitled
"An Ordinance of the City of Port Townsend, declaring a neoessary emergenoy for the
appropriation and expenditure of money, for the city engineer's compensation and necessary assist-
ance, labor and material, for general engineering and for the water department, of said city, and
the issuance of emergency warrants in payment therefor, payable from the Current Expense fund and
the Olympic Gravity Water Works Fund, of said oity, as provided in this ordinance."

Council.
Resolution to Amend Rules.
A resolution to emend the rules of the City Council was presented and read as follo
"RESOLUTION TO AMEND RULES
Resolved that Rul 9 of the rules of the City Council be amended to read as follows:
The mayor, on the first meeting of the City Council in the month of January, be-
ginning with his term of office, shall appoint the said seven standing committeee for the ensuing
term of office, but he may make such changes in the committees from time to time as he shall deem
proper, and he shall also appoint such special committees consisting of three councilmen as he may
deem advisable."
It was moved by Councilman Peach and seconded by Counoilman Lammers that amid
Resolution be adopted. Upon roll call, Councilmen Lammers, Robbins, Aldrich, Peach and Smith voted
in the affirmative, and Councilman Miller voted in the negative. Motion declared carried.
UNFINISHED AND NEW BUSINESS
Hearing on Vacation of Pierce Street.
The petition of the Board of Directors of School District No. 43 was now taken up
for hearing and certificate of posting notices by the City Clerk was read as follows:

The Board of School Directors for School viat. No. 43 of Jefferson County, having
filed with the City Council of the City of Fort Townsend, 4ashington, a petition requesting the
vacation of a part of a street in said City, to -wit:
That part of Pierce Street from the Northerly side of
Van Ness Street to the North end of said Fierce Street,
NOTICE IS HEREBY GIVEN;
That pursuant to a resolution passed by the City Council of the City of Port Town-
send on the 19th day of Maroh, 1929, the said petition will be heard at 7:30 o'clock p.m., or as

n presented, it was moved by Councilman Robbins and seconded by Councilman Peach that an Ordinance
be drawn vacating said street as petitioned for.

Compensation for Right of Way.

tY� Councilman Aldrich brought up the matter of compensation for the right-of-way line, and

moved, seconded by Councilman Robbins that the Mayor and the City Clerk be authorized to draw
warrants upon the Water Extension Construction Fund, in payment of sums allowed for right-of-way I
and for all other court expenses incurred in the condemnation suits. Upon Roll call all six

Appointment of Special Committees.
At this time Mayor Bangerter stated that he would appoint special committees as follows:

Committee to investigate the alleged lawlessness in the City -- Councilmen Aldrich, Robbins and

History of Gravel Pit.

Councilman Aldrich stated that he believed that a statement of the efforts of the Council

to secure the gravel pit in Pettygrove Addition would be in order at this time. He stated that the
committee had met with the County Commissioners in relation to the leasing of the said property to

the city, and that while Commissioners Campbell and Aston appeared to be favorable to !the:'leasep, ;
