The Department is informed by Mr. R. E. Ostrander, its legal advisor, that the Department
does not have jurisdiction to require that a municipality extend its main outside of the city
limits for the purpose of rendering service, unless the municipality desires to do so, or has
already entered tje district with the intention of serving the residents of the district.
In view of all the information available, the Department will not require the City of
Port Townsend to render water service to your premises under the present conditions.
The Department regrets its inability to assist you in obtaining water service at this
time, but if you should require the Department's assistance in other matters in the future,
it will be very glad of the opportunity to serve you.

FROM PUBLIC LIBRARY FUND; Petition from the Board of Trustees of the Public Library was

To the Hon. Mayor and City Council: The City Library Board respectfully petition you for an
emergency ordinance for the sum of 4200.00 to pay for an electric pump to regulate the flow
of water to the furnace boiler. This is made necessary because of the old boiler not having
been properly installed.

Requisitions for supplies were presented, read and disposed of as follows:

Upon motion of Councilman Lammers, seconded by Councilman Peach, said permit was granted.
FOR MAYOR'S DEPARTMENT, to -wit:
Letter paper printed with official letter head.
It was moved by Councilman Lammers, seconded by Councilman Killer, that the requisition
be granted. Upon roll call, all five councilmen present voted in the affirmative and Motion
was declared carried.
FOR POLICE DEPT., to -wit:
Two tires.
It was moved by Councilman Miller, seconded by Councilman Lammers that the Requisition be
granted. Upon roll call, all five councilmen present voted in favor thereof and motion was
declared carried.

Upon motion -of Councilman Peach, seconded by Councilman Miller, the requisition was

ORDINANCES.
An Ordinance entitled "An Ordinance of the City of Port Townsend, declaring a necessary
emergency for the appropriation and expenditure of money for the purchase and installation
of a pump for the heating system of the public library of said City, and the issuance of
emergency warrants in the payment thereBor in the sum provided in this ordinance," was present-
ed, read, and .in accordance with the statutes, laid over to the next regular session of the
Council.
WATER PIPE EXTENSION
The City Clerk reported that there were ten signers to the Agreement for water service
in the vicinity of Peck's Camp, as required by the city.
RECESS
It was moved by Councilman Lammers and seconded by Councilman Peach, that the Council
recess for five minutes. Motion carried and recess declared.
AFTER RECESS
Council reconvened at 10220 P. M., with Mayor.Bangerter presiding.
ROLL CALL
Upon roll call, there were present Mayor Bangerter, City Attorney James W. B. Scott,
City Clerk Christian and Councilmen Lammers, Miller, Robbins, Aldrich and Peach.
PIPE LINE -EXTENSION- It was moved by Councilman Lammers, seconded by Councilman Peach, that
the matter o e pipe line extension be referred to the City Engineer. Upon roll call, all
five councilmen present voted in favor thereof and Motion was declared carried.
UNFINISHED AND NEW BUSINESS.
Councilman Aldrich reporting on the matter of the gravel pits in the Pettygrove Addition,
stated that two of the County Commissioners were in favor of conveying the property to the
City, if 'ways and means could be found to do so. Councilman Aldrich stated further that
he was in favor of the City leasing the property for one year, and suggested as a rental the
sum up to $76.00 for one year's lease.
MOTION TO LEASE GRAVEL PIT:
It was moved by Councilman Aldrich and seconded by Councilman Lammers that the City of
Port Townsend enter into an Agreement to lease with the County Commissioners, with a privilege
of taking gravel from Blocks 8 and 9, Pettygrove Park Addition, with option of renewal of lease
from year to year for five years, at a rental up to but not to exceed seventy-five dollars per
year. Motion carried upon roll call, all five councilmen present voting in favor thereof.
STREET COTMITTEE EMPOWERED TO BARGAIN:
It was moved by Councilman Aldrich, seconded by Councilman Lammers that the City empower
the Street Committee to agree on frhe part of the City of Port Townsend, with the County Com-
missioners of Jefferson County to build and maintain a fence during the life of said lease of
Blocks 8 and 9, said Pettygoove's Park Addition, if lease is entered into. Upon roll call,
all five councilmen present voted in favor thereof and Motion was declared carried.
STREET SITUATION:
Councilman Robbins reported on the condition of the city streets, stating that there were
one hundred twenty-five miles of streets, with only two men and inadequate equipment to keep
the same in repair. He requested that Street Superintendent Pollard address the Council and
state what additional equipment was needed. Mr. Pollard than addressed the Council, stating
that they^.were particularly in need of larger and stronger truck to properly take care of the
work and suggested that at least a two ton or larger truck be purchased/
MR. HINCKEL ADDRESSES COUNCIL:
A. Mr. Hinekel, representing the Roo Truck, was asked to address the Council, and stated
a proposition for furnishing the city with a truck. Ys. Hinckel stated that he had already
submitted a description and price of a two ton Roo Truck and believed that the City could
secure the trick by adopting a lease plan.
CITY ATTORNEY SCOTT'S OPINION:
City Attorney James W. B. Scott then stated that any contract for a truck must be submitted
to the Attorney General for an opinion.
CITY CLERK'S STATEMENT:
City Clerk, C. F. Christian, stated that any such contract must not pledge any of next
