Dear Mr. Christian:
I had a conference with the Department and the Attorney General's Office, and the
opinion seems to be that the question of putting a new pipe line into City Lake is a matter.
of Administration discretion, and so wired the Mayor today.
As to whether or not you pay all or any part of the $6522.85, according to letter
submitted by Mr. Baer, it all depends upon whether or not they are entitled to it, and in
no event could work be paid for twice.
You are responsible on your bond for illegal expenditure, and you have a right to be.,
convinced to your own satisfaction as to the legality. If you are not entirely satisfied,
you have the right to refuse until you are directed to pay by Court order.
Anything he is legally entitled to under the contract you can of course pay.

TABULATION OF BIDS
Mr. Baar now advised the Council that he had completed tabulation of the bids sub-
mitted, with the following result:
Bid of J. H. Coyne: The bid of James H. Coyne was as follows:
For construction of pipe line $6781.50
For construction of screen chamber 5323.50
Total $12105.00
Bid of Chasteen and Dorsey: The bid of Chasteen and Dorsey was as follows:
For pipe line construction 07228.00
For construction of screen chamber 5079.20
Total $12307.20
James H. Coyne proposed to complete the work in forty days from date of awarding con-
tract, while Chasteen and Dorsey proposed to complete the pipe line in sixty days and the
screen chamber in seventy-five days from date of awarding contract.
CONTRACT AWARDED TO COYNE
It was moved by Councilman Quenell, and seconded by Councilman Peach, that the contract
be awarded to James H. Coyne, with the approval of the National Paper Products Company, with
the understanding that construction be deferred until the contraetorsis authorized to pro-
ceed by Baar and Cunningham, Engineers in charge, and that time of completion of the con-
tract be automatically extended for the period of delay. Upon roll call, all six councilmen
present voted in the affirmative, and motion was declared carried.
To Install 1411 Valve: Mr. J. 0. Baar recommended that the 14" valve now on the old water
supply line be installed in the City supply line at the city limits, to enable them to make
further pressure tests on the new line. It was moved by Councilman Quenell, seconded by
Councilman Peach, that City Engineer Sadler and Water Superintendent Green by instructed
to install the 1411 valve now on the old line in the City Supply Line at the City Limits as
recommended by Mr. Baer, without delay. Upon roll call, all six councilmen present voted
in favor thereof and motion was declared carried.
Mayor and Clerk to Sign Contract; It was moved by Councilman Quenell, seconded by Councilman
Robbins, that the Mayor and the City Clerk be authorized to sign the contract with James H.
Coyne, and that the certified check for $500.00 of Chasteen and Dorsey be returned to them.
Upon roll call, all six councilmen voted in the affirmative, and motion was declared carried.
Relative to Sale of County Gravel: The matter of the sale of gravel by the County in the
ettyg rove Add"it was discussed by the council, and it was suggested that another attempt
be made to persuadethe County Commissioners not to sell -at present. Mayor Bangerter requested
the Strbet'-CConmittee and the Finance Committee to appear before the Commissioners and argue
the matter.

five dollars, ($825.00) F.O.B. Port Townsend, Washington making shipment from Portland in
about 60 days from receipt of order.
We will furnish the screens without the bronze wire cloth for five hundred and eighty -five

from receipt of order.
The difference in delivery dates is due to the fact that the bronze cloth is not carried in
stock here and must be obtained from the factory over which we have no control.

BAAR SUBMITS BLUEPRINT AND REQUISITION
Mr. Baar now presented a blueprint map of the screening device and also submitted a
requisition for certain items to be supplied by the City and to be`�and installed
by the contractor, stating that the approximate cost of these supplies would be in the neigh-
