Motion carried. W. R. Porter Complaint: Communication from Department of Public Works, relative to Complaint of W. R. Porter was presented and read as follows: Olympia, March 12, 1929 Mr. C. F. Christian City Clerk Port Townsend, Washington Dear Sirs The Department is in receipt of your letter of March 7th, with three enclosures relative to the complaint of Mr. W. R. Porter. The Department wishes to obtain the following additional information: 1. Are you serving customers outside of the city limits at present, other than Hadlock and Irondale? 2. If so, are these customers served from the transmission line or from the distribution line from within the city limits? 3. Also, what rates are being charged these customers for water service? 4. What arrangements were made with Mr. Porter when an easement was obtained for crossing his premises? . 5. Is Mr. Porter's premises on the leased transmission line or on the line leading to Hadlock and Irondsle? From Baar & Cunningham: Communications from Haar & Cunningham, consulting engineers, were presented and read as follows, to-rrit: Portland, Oregon March 11, 1929 Honorable Mayor and City Council Port Townsend,,,Washington Gentlemen: We find it impossible to prepare the Plans and Specifications for the pipe line to City Lake and the screen chamber in time for you to act on them tomorrow. We will however, manage to complete it sufficiently for your action by Friday, the 15th, so that the Notice can be published in the Port Townsend Leader on Monday, March 18th. We are meeting with some complications in developing a screening device that will meet all requirements and find it necessary to revise materially the plan proposed by the National Paper Products Co. Ld ist( r' *a ,4 F �Jdt� of i. 0 9 We are transmitting to you herewith the Notice to Contractors covering the feeder line and the screen chamber to be constructed at City Lake. In order to expedite the work we ask you to set the time and date on which the bids are to be opened and authorize the Notice to be published in the next issue of "The Leader". One week should be enough time for Contractors. We expect to have our Plans complete and in your hands by Tuesday so that they can be approved at the Council Meeting on that date. We had hoped to complete the Plans today, but the problems involved are so complex that we find it very difficult to work out a proper screening device. We are dividing the Proposal and Contract into two sections, one covering the feeder line into City Lake and the other the screen chamber, so that the contract only for the pipe line may be awarded at this time and the screen chamber dropped from consideration for the time being. Next week we expect to make further pressure tests along the pipeline in an effort to predetermine more definitely the offset of the screening device on the capacity of the pipe line. If these testa are satisfact- ory, the contract for the screen chamber may be awarded at the same time that our pipe contract is let. If the tests are not satisfactory, the modification and construction of the screening device must be postponed until operating conditions with City Lake in service can be observed. Mr. Behoenwerk called me on the phone today and is very anxious that the work proceed without delay. The use of City Lake as a settling basin will give the Paper Company a great deal of relief from the debris now carried in the water and while screening is urgently need- ed, we cannot take the chance on building something which would out down the capacity of the pipe line. Will you please advise by wire the date set for opening bids so that this can be insert- ed in the blank forms to be furnished Contractors. Very truly yours, Haar and Cunningham, By (Signed). J. 0. Boar Gentlemen: We are in receipt of your letter. or the 14th instant, with form of "Notice to Contract- ors" enclosed. In relation to same I beg to advise that no session of the Council was held last Tues- day evening (owing to the absence of both the Mayor and Mayor pro tam) and in consequence, no session, can be held until next Tuesday evening. I may further add that the City Attor- ney has stated that no further action is possible until plans and specifications are pre- sented and adopted by the City Council in regular session. It did not occur to me to advise you, untill•too late, that the Council failed to hold a session last Tuesday evening. Very truly yours, City Clerk. Proof of Appropriation: Communication from R. K.
