Dear Doctor,-
While in Olympia Saturday, on other business, I called on Mr. C. Rea Moore, Supervisor
of. public Utilities, with whom has been filed the informal complaint by Porter regarding con-
neotions outside of the city limits. I checked over the record and it seems that Porter wants
to know from the Commission whether he can demand a tap as a part consideration for right of
way. After discussing this matter with Supervisor Moore and Attorney Brody of the Commission,
I came to the conclusion that the City should file with Mr. Moore a copy of the lease or the
charter amendment which was voted on by the people confirming the lease to the National Paper
Products Co- If the Port property is included in the now pending condemnation prodeedinge,
please so advise the Commissioner. It seems that under the ciroumstances, the Public Utilities
