The City Council of the City of Port Townsend re -convened in roaese session this 21st day of
December, 1928, at 1 o'clock p.m. in the Council Chamber of the City Hall.
ROLL CALL
Upon roll call there *era present City Attorney Jas. W. Be Scott, City Clark C. I.Christian,
and Councilmen P. M. Coyne, Peter A. Manson, Edw. Quenell, William Lammers and ,
cilman Quenell, Mayor pro tam, presiding.
MORRISON STREET CROSSING.
Councilman Manson brought the matter of the Railroad crossing at Morrison Street, and moved,
seconded by Councilman Miller, that the City Clerk be instructed to advise the Port Townsend and
Puget Sound R.R. Co., that Morrison Street has been opened and that ey ill be required to plank.
their crossing. Upon roll call all five councilmen resent, namely;Coyne, Manson Quenell, Lam-
mers and Miller, voted in the affirmative and motion was declared carried.

Gentlemen:
The National City Development Company, a corporation, hereby make application for water
j` for the use of applicant on North ono -half of Northeast one -quarter of Sea. 16, Tvrp. 30 11. Bel W.
W.M., said water to be taken from City's pipe line at a point, within the City limits, where Howard
Street, if prolonged intersects the present pipe line; said connection to be made at expense of ap-
` plioant and to be by a six inch pipe or such other size as may be proper under the conditions; City
to furnish meter for measurement of water.
'i--' Said communication, which vras unsigned, was referred to the Water Comnittee and the Water Su-
perintendont.
Proposed easement from Nat. City Dev. Co.
A proposed easemen urns also pre son ed by the National City Development, for right of way for
the City water main through their property but the said easement not being in complete form, it urea
referred to the :later Committee, the City Attorney and the Water Superintendent.

Dear Sir: -
I inclose herewith letter recently sent to the Recorder of Port 'Pornsond, from whom I have
received no answer. The letter is self-explanatory.
It is passing strange to me that Mrs. Charlton should never have received any notice, ac-
tual or constructive, of this alleged improvement and assessment, nor from an examination. of the pa-
pers turned over by her, -have I been able to find anything that would indicate the existence of sue
an improvement. It scarcely seems reasonable that a resident and inhabitant as she was at this
time, of that locality, should not have received some notice in some form or other of this alleged
improvement.
Your co-operation in this matter will be greatly appreciated.

It was moved by Councilman Quenell and seconded by Councilman Miller that the City Attorney be
instructed to answer the communication from Barrick & Hall. Motion declared carried.
Reimburse 'llater Department.
The City Clerk presented a claim that he had prepared,to re-imburse the Olympic Gravity Water
fund from the 'slater Extension Construction Fund, for wages paid to Fred Cyr and Steve Coyne for la-
bor performed on the new pipe line,in the amount of $141.00 and which had been drawn against the
Olympic Gravity `later Fund. It was moved by Councilman Quenell and seconded by Councilman Lam-
mers that said claim be approved. Upon roll call, all five councilmen present 'voted in favor there-
of and motion was declared carried.
EMERGENCY Ordinance read and passed.
The Bmergency Ordinance introduced and read at the preceding session of the Council was now
taken up and read in full as the first reading.
It was kxxx moved by Councilman Manson and seconded by Councilman Coyne that the first reading
be considered -o-he second reading and that the third reading be by title only. Upon roll call, all
five councilmen present voted in the affirmative and motion was declared carried.
The City Clerk thereupon read said Ordinance by title only as the third reading.
It was then moved by Councilman Coyne and seconded by Councilman Manson that said Ordinance do
now pass. Upon roll call, all five councilmen present voted in the affirmative and the motion was
declared carried.

City Council Dec. 21, 1928, Approved by the Mayor Dec. 21, 1928, and published in the Port Tovmsend

Whereas, it duly appearing to the City Council that an emergency exists for the immediate ap-
propriation of money for the purchase of material and supplies to be used in the maintenance and op y
oration of the distributing system of the water works of said City, in the sum of $350.00, and the {4{
issuance of emergency warrants in payment therefor; And that such emergency appropriation was not, t
and could not have been reasonably contemplated at the time of making and adopting of the 1928 bud-
get for the water works of said City; Now, therefore,
f the City of Port The City Council ot Townsend, Washington, do ordain as follows:
Section 1. That an emergency is hereby -declared for the immediate appropriation and expendi-
ture in the aum of 0350.00, for the:purmhase!:df material and supplies to be used in the maintenance
and operation of the distributing system of the water works of said City, and the, issuance of emer-
gency warrants in said sum is hereby authorized, I
Section 2. That this Ordinance be published once in the Port Townsend Leader and to take ef-
fect and be in force five days from and after such publication.
Passed by the City Council December 21st, 1928.
Approved by the Mayor December 21st, 1928.

Gentlemen:
I am returning to you the Plat of National City Addition No. 1 to the City of Port Town-
send, Wash., approved by me December 119 1928.
All requirements have been complied with regarding the present Olympic Gravity Water Sys-
tem Right-of-way and the wording of the dedication.

It was moved by Councilman Manson and seconded by Councilman kuenell that said report be ac-
cepted and approved and that the plat of National City Addition No. 1, be approved, and hhat the
Mayor and the City. Clerk be authorized to sign same. Upon roll call, all five councilmen present
voted in favor thereof and motion was declared carried.

in the proposed easement from the National'City Development Co., be omitted from condemnation pro-
eeedinga until an agreement van be reached as to their application for water. Upon roll *all, all
five councilmen present voted in the affirmative and motion was declared carried.
Mayor Bangerter announced that, if necessary, a special meeting would be called for Friday,
December 28th.
Upon motion of Councilman Quenell, seconded by Councilman Coyne, the Council adjourned.
