The City Council. of the City of Port Townsend met in regular session this llth day of December at 7:30 p.m., in the Council Chamber of the City Hall, Councilman Quenall, Mayor Pro tam presiding. Quenell and William Lammers. MINUTES READ AND APPROVED. December 4th were read and after a minor correction, were Minutes of the regular session of approved. MAYOR ARRIVES. mayor Bangerter arrived at this time and took his chair. REPORTS OF OFFICERS. By City Attorney re: condemnation. City Attorney;;Scott reported that upon a hearing in the Superior Court before Judge Ralston, the Judge had entered a decree of condemnation in the suit of the City vs the County for right of way for pipe line, and that a nominal amount would be due the County Clerk for filing fees. To Pay County Clerk's Fees: It was noted by Councilman Coyne and seconded try Councilman Manson that upon presentation of Voucher by the County Clerk for his filing fees in the condemnation suit of the oase of the City of Port Townsend vs Jefferson County, that the Mayor and the City Clerk be authorized to draw a Man- warrant upon the proper fund in payment of same. Upon roll call, Councilmen Miller, Coyne, from voting. motion son and Lammers voted in favor thereof and Councilman Quenell was excused declared carried. Re. Pipe Line. REPORTS OF STANDING COI,91TITTEES. The report of three members of the City Council on inspection of new pipe line under Contract No. 2, was submitted and read and a motion by Councilman Manson and seconded by Councilman Miller to adopt the report was declared carried. Upon motion of Councilman Miller, seconded by Councilmen Lammers, said motion was later racer sidered by vote of the Bouncil. C013UMICATIONS. From C. )bare Yli.11er, et al. Petit&on of C. This becomes necessary due to the Fact that a Mr. McClane has fenced in part of Thirty-first Street and claims ownership thereto. 71e petition- ers agree to clear the street for grading free of any charges to the City. Vogter was.presentod and road as follows, to -wit: November 24,1928 { Mayor Bangerter and City Council, ' Port Townsend, Washington. t Gentlemen: The writer is seeking markets for Constance Creek, and the "Jump-off" power sites of the i'•. Dosewallips River. To that effect I hereby take the liberty of addressing the Honorable Mayor and I! the City Council of Port Townsend. I' ThrbpgU a reliable engineer, Mr. B.E.Torpen, who built the Lake Cushman plant for Tacoma, he has estimateddthese power sites as follows: A fifty -foot dam at the jump-off bridge will utilize I ten thousand horse power, and the Constance Creek twenty-five hundred horse power continuously the gear around at a reasonable cost. As the river has not out down the crest of the jump-off whter- fall, that is proof that this dam can be elevated one hundred feet in height on a solid foundation, and then make a fair size reservoir something oUer a mile long. This storage basin I have had sub veyed. A flume one-half mile long and a tunnel three-quarters of a mile long will carry the water to the"Miner's Cabin," thirteen miles upstream. This cabin will accommodate sixteen to twenty 4 men for the construction or the surveying crews. The temporary highway may reach this point by next fall. This powerhouse will be designed for the main river and the Constance Creek - a very t ecomonical plan. 1I•. By my judgment, this is the only chance open for the City of Port Townsend to secure your own t' Ibunicipal Electric Plant, thereby enlarging your prosperous city by interesting other concerns in• establishing large manufacturing industries. I tried to interest capital for a steel plant five years ago. Kindly take my advice under careful consideration and arrange an interview, that I may have the honor of meeting you all at one of your weekly sessions, and discussing with you and examining with you what data I have in my possession in the form of maps and geological reports. I like your beautiful city, and would make my future home there, providing you are interested IL in my proposition.
