Miscellaneous Communications.
From •National Paper Produce Company, re: Lease and Rentals.
Communication from the National Paper Products Company, of this City, was peesented and read
as follows, to -wit:
Port Townsend, Wash., December 4, 1928
Mayor and City Council of the City of Port Townsend,
Port Townsend, Washington.
Gent -lemon:
The lease entered into between the City of Port Townsend and the National Paper Products
Company, dated March 3, 1928, in Section 2 provides:
"2. This lease shall be operative and in force for a period of thirty (30) years,
beginning on the First day of June, 1928, and expiring on the 31st day of May, 1958; Provided,
that if the portion on said water -works and system hereby leased and described in Ordinance
No. 947, known as thetBig Quilcene Water Extension Project;l shall not have been completed on
or before the First Day of June, 1928, then the term of the lease shall commence on the day
the Big Quilcene 4Yater Extension Project is completed and has begin to supply water to its
full reasonable capacity, and shallttorminate the same length of time after the 31st day of
May, 1958, as the completion off said project shall be delayed beyond June First, 1928."
Under the terms of the lease, at the time of the commencement of its term, the first semi-an-
nual installment of rent amounting to $5000.00 is to be paid and the maintenance and repair of the
Big Quilcene Water Extension Project devolves upon the Sompany
The Big Quilcene Water Extension Project has not yet been completed because the back filling
is not all done, all the necessary rights of way and easements for the pipe line have not yet been
secmred by the City, and the reserfroir at City Lake has not been finished. We are advised by coun
sbl that until all these things are done and completed, the term of the lease does not.commenee and
the Bompany is under no legal obligations either to pay the first installment 68 rent, or to take
over the maintenance of the lease.
We wish to be fair in the matter, however, and hereby offer to commence the payment of rent as
of October 1, 1928, and to continue the payments semi-annually thereafter, provided it is distinct-
ly understood between the City and the Company that the term of the lease has not commenced and evil
not commence until the Big Quilcene Water Extensil Project is fully completed in all the details
above specified.
We will not, however, take over the maintenance of that part of the water works and system
known as the Big Quilcene Water Extension Project, described in Ordinance No. 947, until the pro-
ject is fully completed in all the details above specified.
It is further understood that the City on its part will proceed to complete the project with
all reasonable dispatch.
If the City will accept the terms of this letter by appropriate. resolution, the Company will
pay to it immediately the sum of 05000.00 as the first installment of rent as of October 1, 1928,
and continue the payments semi-annually thereafter so long as the project supplies the Company with
water to the full reasonable capacity of such project, and provided that the City proceeds promptly
to complete the project. The total amount of rent to be paid is as fixed in paragraph 5 of the
lease.
This off®r is made by the Company withoutprejudice to, or without any waiver of its rights by
reason of the non -completion of the Big Quileeno Water Extension Project, and if accepted by the
City will be accepted without prejudice to, or waiver of any rights it may have.

Gentlemen:
During the past year we have succeeded in increasing the efficiency of our chlorine man-
ufacture to such an extent that we have been able to reduce our production costs materially.
In line with our established policy to share any savings with our contract customers it
is our intention, effective Dec. 1, 1928, to reduce our Liquid Chlorine prices to all contracts.
,,Is note that your contract expires before very long and thinking that you would want to share in
the lower prices we have prepared a rider for attachment to your contract extending it for one year
at the new schedule.
If this meets with your approval we shall be pleased to have you sign and return two cop
ies of the rider for our files.
You may rest assured that should we be able to effect further economies we shall again
pass the saving along to our customers.

The proposed rider as mentioned in the foregoing communication, is as follows:
By mutual consent the attached contract dated January 15th, 1928, is extended for the period
of one year and will continue in full force and effect until Jan. 15, 1930.
