REGULAR SESSION.
The City Council of The City Of Port Townsend,Washington, met in regular session this 13th day

of November, 1928, at 7:30 p.m., in the Council Chnmber of the City Ilall, Councilman Quene , ayor
Pro Tema presiding.
ROLL CALL
Upon roll call, there were present C. F. Christian, City Clerk, and Couneilmen.Pater A. Manson
Edw. Quenell, William Lammers, Jneob Miller and P. M. Coyne.
READING OF MINUTES POSTPONED.
It was moved by Councilman Coyne and seconded by Councilman Manson, that reading the minutes
of the regular session of November Gth be postponed to the next regular session. Motion declared
carried.
REPORTS OF OFFICERS.
City Clerk for City Engineer.
At the request of the City Engineer, who could not bo.present, the City Clerk reported that th
City Engineer had stated that he would not approve the plat of the proposed National City Addition
TVo 1, as presented to the Council for approval and that lie would take time to check the plat in de-
tail before making final report on the plat.
COMMUNICATIONS.
Building Permits.
Communication from the Olberg Drug Co., requestiig a building permit,was read as follow c,to-wi ;

We desire a permit to make improve:pents and alterations on the street floor of the Elks
Building, amounting to V1000.00.

Upon motion of Councilman Coyne, seconded by Councilman Larmners, said permit was granted.
UNFINISHED AND NEW BUSINESS.
Water Bill of Van Orsdel hall Co.
Councilman Coyne brought up the matter of non-payment of water bill of the Van Orsdel Lumber C
and upon inquiry, Asst. Water Superintendent Green stated thnt the water bill of said mill was now
unpaid for two months.
It was moved by Councilman Manson and
seconded by Councilman Coyne
that 'the Water Superinten-

dent write to the Van Orsdel Lumber Co.,ealling their attention to the fact that they are in arreor
for two months and that unless payment- is made within five days, water will be slrrrt off until the
bill is pnid. Upon roll cull, all five councilmen.: present, namely; Manson, Quenell, Lammers,
IT and Coyne, voted in the affirmative and motion vras declared carried.
Fine of Mrs. L.L.Bennet't.
Councilman Coyne also brought up the matter of the request of Mrs. L. L. Bennett for a remissi
of a fine of A .00 for non-payment of water bill until after the loth of the month and stated that
in his opinion, the terms of the ordinance should be applied to all if it was to be enforced.
It was moved by Councilman h.anson and seconded by Councilman Miller that the :later Superintend-
ent write to Mrs. Bennett, stating the facts in the case, and also that portion of the Ordinance
providing for a fine, and that all consumers must be treated alike. Upon roll call, all five
Councilmen present voted in the affirmative and motion wits declared carried.
Re Water 8urply for shacks.

buildings outside of the City limits, near the Paper Mills were obtaining water and Mr. Green sta-
ted that it was his belief that they were getting water iron a tap on the paper mill lire.
Account TAPS outside of City Limits.
Councilman Manson brought up the matter of tapping the 'hater main_ outside of the City Limits
and of service to patrons now on the old line outsidc of the City Limits and moved, seconded by
Councilman Y.iller that the 7Vater Superintendent notify water patrons outside of the City Limits
that the City may not be able to furnish them with water after the Notional Paper Products Company
takes over the new line under the terms of their lease. Upon roll call, all five councilmen
present voted in the affirmative and motion was declared carried.

Minutes of Regular Session of Nov. 20, 1928
Port Townsend, Wash., November 20, 1928
REGULAR SESSION
The City Council of the City of, Port Townsend, Washington, met in regular session this 20th
day of November, 1928, at 7:30 P.LS., in the Council Chamber of the City Hall -
ROLL CALL.
Upon roll call, there were present Mayor George Bangerter, City Clerk C. F. Christian, and
Councilmen EdW. Quenell, 17m. Lammers, Jacob Miller, P. N. Coyne, Harry Chapelle, Max Gerson and
Peter A. Manson.
APPOIN'PI.'ENT OF ACTING CITY ATTORNEY.
Mayor Bangerter now announced the appointment of Air. Claude Stevens as Acting City Attorney
until such time as City Attorney Jas. IV. B. Scott is able to attend to his duties.
BILLS AND CLAIMS.
The claim of G. R. Hopkins for con srruction lnbor) of plank road on Ciorriaon Street between
Jefferson Street and the State highway, omounting to a6O.00, was gosented and read. Said claim
contained the wril:Len approval of the G-W-1.1 Lwnbor Co., and the Van Orsdel Mill Company. It was
moved by Councilman Quenell and seconded by Councilman Lammers that the., bill be paid if the work
is satisfactory to the Street Committee. Upon roll call, Councilmen Quenell, Laimners and Manson
voted in the affirmative and Councilman Miller, Coyne, Chapelle and Gerson in the negative and the
motion was declared lost. .
REPORTS OF OFFICERS.
City Treasurer.
Phe report of the City Treasurer for the month ofOctober, 1928, was presented, read, and re-
ferred to the Colmnitteo on Finance and Claims.
City Engineer.
The report of the City Engineer on the proposed plat of National City Addition No. 1, was pre
sonted and road as follow, to -writ:

To the Mayor and City Council,
Gentlemen:
I am returning the Blue Print of National City Addition No. 1 which was submitted by you
for my approval. The City intake line to the Reservoir runs diagonally through this addition as
shown in red on the blue print. The City has a '.7arrauty Deed for this right-of-way; the City in

This plat could be accepted subject to the existing right-of-way so that the City would not
beliable for any damages occurring thereon, or a street or alley platted on this right-of-way; in
any event this ri&ht-oC-wny should be kept open for access to pipe line for removals and repairs.

It was moved by Councilman Manson and seconded by Councilman Chapelle that the plat be refer-
red back to T.ir. Peet for correction in relation to the pipe line rilht-of-way and also as to ded-
ication of streets and alleys. Upon roll call, all seven Councilmen voted in favor thereof and
motion was declared carried.
