It was moved by Cotmcilruan mnnson and seconded by Councilman Lammers, that the Water Superin- tendont be instructed to employ tyro men for the pipe line covered by Contract No- 1,- one to patrol the line and one to have charge of the valve at the National Paper Products Co.rs connection. Upon roll call, all six councilmen present voted in favor thereof and motion was declared car- ried. Re: Ei.sonbei.s Building Condemned. Councilman Gerson brought up the matter of the building on Water Street, ownod by F.71,Eisenbei and condemned by the Council. He then moved, seconded by Councilman Lammers, that the City Clerk notify the Chief of Police 'to notify LSr. Eisenbeis that the building had been condemned and that work on said building; must stop. Upon roll call, Councilmen Gerson, Manson, Lammers, miller and Coyne voted in the Affirmative and Councilman Quenell in the negative. Motion declared carried. Plat of National City Add. No. 1 tent-atively approved. It eras moved by Councilman I6anson and seconded by Councilman Quenoll that the plat of National City Addition No. 1, presented by Harry C. Peet, be approved subject to the approval of City Engi- neer Sadler. Upon roll call, all six councilmen present voted in favor thereof and motion was declared carried. Manson and Gerson excused. Councilmen Manson and Gerson now asked that they be excused and the request was granted, REQUISITIONS Requisitions for supplies, etc., for the various departments of the City, wrero presented, read, and disposed of as follows; to -wit: For City Hall Department. ORDINANCES AND RESOLUTIONS. Under this head, the Ordinance introduced and read D; the preceding regular session, declnrinf an emergency, urns now taken up and again read in full. It was then moved by Councilman Quenell, seconded by Councilman Coyne, that the first reading be considered the seconde reading and that the third reading be by title only. Upon roll call,al: four councilmen present voted in the affirnati.ve and motion was declared carried. The City Clerk teen read said Ordinance by title only, as the third reading and it was moved by Councilman Coyne, seconded by Councilman Larmners that said Ordinance be placed on final passage and that it do pass. Upon roll call, all four councilmen present voted in the affirmative and motion was declared carried. The following is a full, true, and correct copy of said Ordinance No. 967 as passed by the Ci Council November 9, 1928, appcoved by the Mayor November 14, 1928, and published in the Port Town- send Leader November 16, 1928: ORDINANCE NO. 967. An ordinance declaring emergercy.for appropriation and expenditure of �`100.00 for the improve meet of Morrison Street, bet-weere Jefferson Street and the State HiLhivay, and authorizing the issue of emergency warrants for the payment thereof. r s of Nov. 6-8-9/28 con (Ordinances conttnuea) WHEREAS, Iti.appearing to the City Council that an emergency existo for the immediate improve- ment of Morrison Street between Jefferson Street and the State liighivsy, to aeoomnnodote the pressing necessity for the transportation, trade, and commerce thereon, and,the appropriation and expenditur of the sum of $100.00 for the payment of labor and material for such imprmvement; and issuance of emergency warrants in payment thereof; and that such appropriation and expenditure was not contem- plated necessary at the time of making and adopting the 1926 budget of the City of Port Townsend. NOW, THEREFORE: The City Council of the City of Port Townsend, Washington, do ordain as fol- lows: SL•'CTIUH 1: That 'the City Council hereby declares that an emergency exists for the immediate appropriation and expenditure of the sum of $100.00, for labor and material to be used in the im- provement of Morrison Street between Jefferson Street and the State Highway, and such appropriation and expenditure is hereby authorized, and the issuance of emergency warrants in payment thereof. SECTION 11. That the ordinance be published once in the Port Townsend Leader, and to take ef- fect and be in force five days from and after the date of such publication. Passed by the City Council.
