The City Council of the City of Port Townsend, Washington, met in regular session this 30th day of October, 1928, at 7:30 P.V., in the Council Chamber of the City Halli Councilman Edward Quenell, Mayor pro tem presiding. ROLL CALL Upon roll call, there were preson'b City Clerk C. F. Christian and Councilmen MKx Gerson, Peter A. Manson, Edw. Quenell, William Lammers and Jacob Duller. READING MINUTES. That part of the minutes of October 2nd which was not completed and read at the regular session of October 16th, was now read and the minutes of said session were approved as road. October 16th. The minutes of the regular session of October 16th were next read and approved as read. REPORTS OF OFFICERS. City Clerk. The City Clerk reported that the traffic signs for school protection had been ordered and received. City treasurer. The report of the City Treasurer for the month of September, 1926, was presented, rend,nnd referred to the Finance Committee. r A REPORTS OF STANDING COMMITTEES. 1p ., t gips l� aced, t it,s t Counncilman Monson reported 'verbally that the traffic signs for the streets adjacent to the schools had been installed. I Starrett permit. Relative to the application of E. M. Starrett for a building permit, Councilman Lammers stated that Councilman Coyne, chairman of the Building Committee being absent, ho did not care to make a report. Upon request of the Mayor pro tam, the Starrett application for a building c°iw y r,t j permit was read again and it was moved by Councilman Gerson and seconded by Councilman Manson that the permit be granted. Upon roll call, nll five councilmen present, namely; Gerson, Manson, Quenell, Lammers and Miller, voted in favor thereof and motion was declared carried.. ;` r Statement of Quenell. Councilman Quenell then stated and asked that it be made of record that while he had voted for the motion, he believed that all the .frame buildings should be condemned and remove including his own building. Councilman Manson stated that lie believed that as soon as conditions war-adit, the present buildings would be torn doom and a modern building erected and that he can - rant the resent building only a temporary structure and for that reason had voted for it. -w P g Y P Y , Report- on Kearney Street Poles. Fire Hall Side Walk. Councilman Manson reported further 7haFthe electric light- poles on Kearney Street had been put4j up in accordance with the wishes of the committee; also that the sidewalk it front of the Fire Hall had been repaired and made safe. Gentlemen: ` The Quilcene pipe line of this city runs through my property a distance of 330 feet. This I{5 t property is Lot 2, Kearney's Plat, in Section 21, Tvrp. 30 N. R. 1 '!rest. For this right-of-way 1 I would gladly accept a 3/4 inch tap on the line, to be under the same restrictions and pay the same rates as a private residence in the City. "ashin ton to con- t his form, PERMISSION IS HEREBY SR.ANTED TO City of Port Townsend, Port Townsend, g , struct a pipe line across State Road No. 9 at Station 111 4 20 in Lot 2, Section 190 Township 29 North, Range 1 West, Vr.Ir:., in Jefferson County. A 16 inch steel overflow pipe from the City Lake to be placed under State Road No. 9, a minimum of 3 feet under the surface of the roadway with the same cover on both slopes. The pipe to be on eased in a minimum of 6 inches of 1-2-4 consrete, baokfill to be tamped, separating the gravel sur- facing from the material used for baokfill, and replacing such gravel surfacing as the top layer of baokfill. The pipe shall be laid on one-half of the roadway at a time or if necessary the trench shall be bridged in a:.manner that will not interfere with or interrupt traffic during the placing of the pip line. '(Yarning signs with red flags during hours of daylight and red lights during hours of dark- ness shall be placed 300 feet in each direction during construction and if considered necessary by the District Engineer or his representative flagmen shall be provided by the City of Port Townsend in order to properly safeguard traffic. After the construction of the pipe line the bridge is to be removed, and the baokfill smoothed up in such a manner as will insure a smooth riding surface. All slopes cut shall be smoothed up and the roadway ditches cleaned out to insure proper drainage. It is agreed that any damage to the roadway and slopes through breakage or leakage during or of ter the construction of this pipe line, shall be repaired by the state and the cost thereof shall be promptly paid by the City of Port Townsend upon claims therefor being submitted. It is also agredd that any alteration in the pipe line required through iridening of the roadway or flattening of the slopes in the future by the State will be taken care of by the City of Port Townsend, when requested, at the expense of the City of Port Townsend. The construction to con- form to the plans attached hereto. No work shall be done under this permit until the party or parties to vrltom it is grantor shall have communicated with and received instructions from Mr. Lee L. Coulter, IRF,int. Suprv., Port Town- send, Washington. This permit shall be void unless the work herein contemplated shall have been completed before 192 . 28 Dated a� Olympia this 17th day of October, 19. Davis, District Iinginoor for their courtesy in granting said permit. Motion carried. Petition from J. J. Lohman. Communication from J. J. Lohman, presented by W. J. Gentlemen: Permission is requested by the undersigned for an order of vacation of a portion of a street in Johnston's Addition to the City of Port Townsend, Washington, as follows, to -wit: That portion of 28th street in fronb of lots four and five in Block seven of Johnston's Additio At this point 28th street exists in name only as many members of the city council will re- call when the City of Port Townsend purchased property in Johnston's Addition.in order to make Has- tings Avenue (28th street) a straight street. Consequently the property for which I request vacs tion is now abandoned by the public for street or highway purposes.
