Port Townsend, Wash., October 16, 1928
REGULAR SESSION OF THE COUNCIL.
The City Council of the City of Port Townsend met in regular session this 16th day of October,
1928, at 7:30 p.m., in the Council Chamber of the City Hall.
ROLL CALL.
Upon roll call there were present Mnyor George Bangerter, City Clerk C. F.Christian, and Coun-
cilmen P. T& Coyne, Harry Chapelle, Max Gerson, Peter A. Manson, Edw. Quenell, William Lammers and
Jacob Miller.

The City Clerk road that port on of the minutes of the previous session, up to and including
line 13 0£ page 94, and then stated that owing to the press of other work, he had been unable to
4 transcribe the remainder of his rough notes in time for this session of the Council and asked the
Council if they desired the rough notes read at this time. It was moved by Councilman Quenell and

all seven councilmen voted in the affirmative and motion was declared carried.
Addition to minutes.
At the request of Councilman Chapelle, the statement of Mr. Weldon of the G-11-M Lumber Company
on behalf of the petitioners for n road from the old Sims Cannery to the State Highway, that said
petitioners would furnish all the lumber if the City would furnish the labor, was added to the min-
w
utes.
REPORTS OF OFFICERS.
Mayor visits Scott.
!layer Bangerter reported that he had visited City Attorney Jan, W. B. Scott, who is seriously
ill at St Johns Hospital and•found that he was reating easy.
City Clerk reports return of Ordinances without action of Mayor.
Thy City Clerk reported that the D'myor had .returned Ordinances numbered 965 and 966 after ten
days without action'md that said ordinances were now valid as provided by statute. Councilman
Gorson then presented a note relative to said ordinances, which, at his request, was read as follows
to -wit:
The foregoing Ordinance having been presented to the Major on the day of October, 1928, and
the Mayor having failed to approve or veto the same within ten days, the said foregoing ordinance
has gone into full force and effect without the Mayor's approval. Dated this 16th day of October,
1928. , City Clerk."
Ordinances ordered printed.
It was then moved by Councilman Gerson, seconded by Councilman Chapelle, that Ordinances No.965
and No. 966 be printed with the notation presented by Councilman Gerson, as above, and correctly da
ted, added to each Ordinance. Upon roll call, all seven councilmen voted in the affirmative and
motion was declared carried.

The following are true copies of said Ordinances numbered 965 and 966 as passed by the City
Council October 3rd, 1928, valid by reason of the failure: -,of the Mayor to approve or veto the same
within ten days, and published in the Port Townsend Leader October 19th, 1928, to -wit:
ORDINANCE No. 965.
On Ordinance fixing and adopting the budget for the City of Port Townsend for the year 1929.
The City Council of the City of Port Townsend, Washington, do ordain as follows:
Section 1. That the following described budget be, and the same is hereby fixed and adopted for
the City of Port Townsend for the year 1929, divided into the total amounts in each of the following
i classes, conprizing the whole of the budget, to -wit:

The foregoing Ordinance having been presented to the Mayor on the 5th day of October, 1928, and
the Mayor having failed to approve or veto the same within ten days, the said foregoing ordinance
has gone into full force and effect without the W.ayor's approval.

ORDINANCE Ea. 966
An Ordinance making and fixing the tax levy for the City of Port Townsend, for taxes for the ye
1929.
The City Council of the City of Port Townsend, Washington, do ordain as follows:
Section 1. That there are hereby levied upon all the taxable property in the City of Port To
send, Washington, the following suns of money and the rates of tax levy for the different purposes
herein designated for the year 1929, ar:d the rate of taxation upon the assessed valuation for such
1 purpose is as follows:

First, For the payment of current expenses of said City and for the Current Expense Fund, the
sure of Sixteen Thousand, Nine Hundred Forty-six and 28/100 Dollars ($16,946.28), and the rate of tax
levy for said fund is hereby fixed at eighteen (18) mills on the dollar.
Second, For the payment of interest on Bonds, first issue, the sum of Four Hundred Seventy and
73/100 Dollars ($470.73), and the rate of tax levy for said purpose is hereby fixed at one-half (2)
mill on the dollar.
Third, For the payment of interest on bonds, second iissue, the sum of Seven hundred Six and 09/
100 Dollars ($706.09), and the rate of tax lavy for said purpose is hereby fixed at three -fourths
(3/4) Mill on the dollar.
Fourth, For the Bond Redemption Fund, first issue of bonds, the sum of Four Thousand Seven Hun-
dred Seven and 30/100 Dollars ($4,707.30), and the rate of tax levy for said purpose is hereby fixe
at five (5) mills on the dollar.
Fifth, For the Bond Redemption Fund, second issue of bonds, the sum of Nine Hundred Forty-one
and 46/100 Dollars ($941.46), and the rate of tax levy for said purpose is hereby fixed at one (1)
mill on the dollar.
Sixth, For the payment of Indebtedness of the City of Port Townsend, known an the "Indebtedness
Fund," the sum of Five Thoudend,Six Hundred Forty-eight and 76/100 Dollars ($5648.76), and the rate
of tax levy for said purpose is hereby fixed at six (6) mills on the dollar.
Seventh, For the purposo.of maintaining a public library, and for the Library Fund, the sum of
One Thousand,One hundred Seventy-six and 82/100 Dollars ($1,176.82), and the rate of tax levy for
said purpose is hereby fixed at one and one-fourth (14) mills on the dollar.
Eighth, For the purpose of maintaining a Public Park, and for the Park Fund, the sum of Nine But
dred Forty-one and Forty-six Dollars ($941.46), and the rate of tax levy for said purpose is hereby
fixed at one (1) mill on the dollar.
Section 2. That the City Clerk deliver a certified copy of this Ordinance to the County Asses
sor and County Treasurer, of Jefferson County, Washington.
Section 3. That this Ordinance shall be published ones in the Port Townsend Loader, and take
effect and be in force as provided by law.
Passed by the City Council October 3rd, 1928.

committee on Water and Drainage submitted the following written report:
Port Townsend, I9ash., October 15, 1928
To the Honorable Mayor and City Council of the
City of Port Townsend.
Gentlemen:
Your Committee, on later and Drainage to whom was referred the matter of Water Superinten-
dent's Report would respectfully report as follows: Pie have checked the report and find it correct

Verbal -reports.
P. A. Manson on Morrison Street.
Councilmen I.fanson, reporting verbally on the petition for opening Morriaon Street, stated th
not enough money was available in the labor account of the Street Department, to have the work do
this year. Also that the Council should have accurate figures on the cost before proceeding wi
the work. Mr. Weldon, who was present, stated that they had received several estimates on the la
the lowest of which was y60.00. He also stated the sizes of timbers and plank to be used and t
result of tests they had made. Also that the petitioners would furnish all material. It was th
unanimous opinion of the Council that some way should be found to have the work done as soon as p
sible.
P. A. Manson on Kearney St. Poles.
Councilman Mans brough up the matter of setting electric light poles on Kearney Street an
stated that the situation was not as bad as reported. Also that they had suggested to the Compa
that the pole they proposed to set in front of the Richfield Service Station, be set in a less da
gerous location and made a request that the Council be informed in advance if they decided to set
pole in front of the station.
