sons:
A. The salary of $�100.00 to the City Clerk is insufficient.remuneration for the
increased amount of work which will be placed upon that office in the next two years
B. $100.00 is insufficient for the City Treasurer for the responsibility and
increased amount of work placed upon the City Treasurer for the next two years. I
request you, the City Council, to take up this matter very seriously.
C. In regard to the salary of the City Attorney, which you are increasing 100°�,
I.agree. It will enable the City to obtain a capable and efficient City Attorney,
which it is apparently impossibleto

Motion to re -consider.
It was moved by Councilman Gerson, seconded by Councilman Manson, that the v
taken on Ordinance No. 964, on August, 21st, and vetoed by the Mayor ,.be reconsid
ad. Upon roll call, all six councilmen present voted in favor thereof and motion
was declared carried.
Salary Ordinance passed over Mayor's Veto.
It was then moved by Councilman Gerson, secondea by Councilman Manson, that Or-
dimance No. 964, vetoed by the Mayor, do now pass over the Mayor's veto. Upon
roll call, Councilman Manson, Miller., Coyne, Chapelle and Gerson voted in the affir-
mative and Councilman Lammers in the negative. Motion declared carried.

The following is a full, true, and correct'copy of said Ordinance No. 964 as
passed over the Mayor's veto at this session of the Council, to -wit:
ORDINANCE No. 964.
An -Ordinance fixing the salaries of the City Treasurer, City Clerk, and City
Attorney, for the two year term of office, beginning on the first day of January,
1929
The City Council of the City of Port Townsend, Washington, do ordain as follow
Section 1. That the monthly salaries to be paid the City Treasurer, City Clerk
and City Attorney, -for the two year term of office, beginning on the first day of
January, 1929, are hereby fixed as follows:
The City Treasurer, the monthly salary in the sum of. $$100.00hethe

Section 2. That this Ordinance be published once in the Port Townsend Leader,
and to take effect and be in force on the first day og January, 1929.

UNFINISHED AND NEW BUSINESS.
Inquiry re Scott's warrant.
Councilman Gerson asked the Mayor why he did not sign a warrant for a certain
claim of the City Attorney for traveling expenses and the Mayor replied it was be-
cause the expense had not been authorized.
Manson's statement.
Requesting that his remarks be incorporated in the minutes, Councilman Manson
then made the following statement: That Engineer Baar had stated at first that
it would not be necessary to develop the City Lake but was told later by 141. Bear
that it was necessary to build the pipe through the tunnel to the Lake and also the
pipe from the lake to Port Discovery Bay, and that the Water Committee and a majori-
ty of the Council felt it to be its duty to ascertain from Mr. Schoenwerk if it was
necessary to develop the lake at this time and that the Water Committee and a major-
ity of the Council to have a conference with Mr. Schoenwerk in regard to the lake
and Mr. Schoenwerk's reply to Mr. Scott was that he did not know anything about the
lake end that sir. Schoenwerk wanted water and Mr. Scott informed Mr. Schoenwerk that
the only way he could get water was to use water from the City Lake through the new
pipe line and that Mr. Schoenwerk had never been informed that he could get water
from the City Lake before and the Water Committee and a majority of the Council be-
lieved it was necessary for Mr. Schoenwerk to know this, and also this Council.
Scott's Statement.
City Attorney Scott also.made a statement, the gist of which was that part of
his claim was for cash advanced for water right claim on the Little Quilcene river;
also that he thought it his duty to inform Mr. Schoenwerk that there was from 50 to
75 million gallons of water in the City Lake that could be used. The City Clerk,
however, could not take dorm his remarks in longhand as hi:.spoke'too rapidly so to
do. The matter was further discussed but as the remarks could 'not be taken dovm
in full, the Clerk made no effort to do so.
Sale of Gravel Pits.
Councilman Manson brought up the matter of the contemplated sale ,o:by_,the.C.oun-
ty, of certain property in Pettygroves Addition, containing valuable deposits of
gravel and stated that he had requested the County Commissioners to withdraw the
same from sale as the City desired and needed this property 'Very badlt. County

Attorney W. J. Daly, who was present, advised the Council that the proposed sale 6f
this property had'been withdrawn and that ways and means were being discussed by
which the City could obtain title to the property in question. He suggested that
a small amount. be budgeted in the 1929 budget for purchase of property.
2AYor recuests_report on right-of-way secured.
Mhpor Bangerter requested the Water Committee to make a report on how much rig
of way had been secured but neither the Committee nor the City Attorney had this in-
formation. City Attorney Scott stated that the matter had been left in the hands
of Mr. Packard. Also that the City was now innpossession of the entire right of
way but that, of course it would have to be paid for, later. Also that owners of
by
property along right od. way all wanted the right to use water from the system y
purchase of the water from the city.
Covne discusses chlorinator.
Councilman Coyne renewed the discussion relative to the location of a chlorina-
tion plant; its cost, operation, etfpense, etc., and thought that some action should
be taken at once.
Claim of Sawmill for special water rate.
Attorney W. J. Daly, by permission, then addressed the Council as attorney for
the Van.Orsdal Lumber Company, asking for a contract for water at a reduced rate for
his client. He stated that the' mill could not operate at the present rate charged
but that the mill would keep in operation if given a lower late and he hoped that
the City could find a way to grant a lower rate.
A general discussion f6llowed relative to the use and unwarranted waste of wa-
ter by the mill 'and it was the general opinion of the Council that the owner of the
mill should meet with the' Council to consider the whole matter and it was so agreed.
Witzel complaint.
Mr. Witzel, by permission, addressed the Council, making the complaint that hi
ten4nts in the Phillips Building had been deprived of the'use of water, one morning,
without any notice and also that another tenant had been fined for non-payment. of
waer bill without notice of the amount due.
