Yay 1st, 1928 and recorded on Page 10 of Journal "R" of the proceedings of the City
Council in reference to payment of same by Bear and Cunningham under their contract
with the City. Upon roll call, all six councilmen present voted in the affirmativ
and motion was declared carried.

Claim of Allan Trumbull.
The claim of Allan Trumbull, Attorney, was presented and read as follows, to -
wit: '

To legal services rendered during the month of June 1928 as Special Counsel
to the Mayor of the City of Port Townsend in advising him in the matter of City
Budget and the his defense in an action of Mandamus to compel him to sign illegal
warrants............................................................... $750.00
Claim rejected.
It was moved by Councilman Quenell, seconded by Councilman Lammers that the
bill be referred to the City Attorney.
Councilman Coyne moved as a substitute motion, seconded by Councilman Gerson,
that the bill presented by Allan Trumbull be rejected. Upon roll call, Councilme:
Lanmiers, Miller, Coyne, Gerson, and Manson voted in the affirmative and Councilman
Zuenell in the negative. Iaiotion declared carried. Councilman Quenell, in expla
ation of his vote, -stated that he voted in the negative because he believed his mo
tion to refer the claim to the City Attorney was the proper procedure.
