Port Townsend, Flash., June 26, 1928 The City Council of the City of Port Townsend, Wash., met in regular session this 26th day of June, 1928, at 8 P.?,;., in the Council Chamber of the City Hall. ROLL CALL Upon roll call, there were present City Attorney Jas. W. B. Scott, City Clerk C: F. Christian and e, Maxen ard P. Ael'Manson, Councilmanilliam m,Jacob Edw. quenell,,,Mayor Cojrrue, Harry Chapelle, Llax Pro Tem. presiding. OPENING BIDS. This being the time and place set for opening bids and there being no objectiors, opening of bids for the construction of a dam on the Big Quilcene River as a part o the 'later Extension Project, was now declared in order and said bids were now open- ed and read as follows: 1. Proposal of James H. Coyne, accompanied by Certified Check No. 7452, for p500.00 on the First Lational Bank of Port Townsend, in favor of the Treasurer of the City of Port Tovrnsend, together vrith letter presenting his bid. Said bid eras read in full, including both the text and the prices filled in by the bidder and covering 14 items numbered consecutively from 1 to 14 inclusive, as follows, to -wit; PROPOSAL FOR CONSTRUCTING DMA. GE:TTLuIISN The undersigned bidder declares that he has carefully examined the Plans, Notice of Contractors, Instructions to Bidders and annexed Form of Proposal, form of Gontract, and Specifications, for the Construction of the proposed "later Supply Line; that he has made an examination of the site of the proposed Work, and has road such investigations as are necessary to determine the character of the material and the conditions to be encountered, and that if this Proposal is accented, he will contract with the City of Port Townsend in the form of Contract hereto annexed, wil] - to the extent of his bid, provide the necessary machinery, tools, apparatus, er means of construction; and vrill furnish all material and labor, as specified in the contract, or called for by the Plans, or necessary to complete the work in the manner herein specified, and according to the requirements of the Engineers, within 90 calendar days from the date the contract is awarded to the bidder. The bidder submits the following unit prices, to -writ: 1. For Clearing and Stripping Dam site, the Lump Sum of One Thousand DOLLARS w1000.00. 2. For dry Solid Rock Excavation, Two & 40/100 DOLLARS (02.40) per cubic yd. 3. For wet Solid Rock Excavation, Twelve Dollars (;p12.00) per cubic yd. 4. For Dry Common Excavation, One & 20/100 Dollars (;;�p1.20) per dubic yd. 5. For 'Wet Common Excavation, Six Dollars (,w6.00) per cubic yd. 6. For Embankment in Blanket above L". am, One . 20/100 Dollars (c`v1.20) per cubic yd. 7. For Embankment in -dike, One & 20/100 Dollars (`N1.20) per cubic yd. 8. For Hand placed Rock fill in Log Cribs, One & 90/100 Dollars, (401.90) per cubic yd. 9. For 1:5 Pit Run Concrete in cut off, Forty-eight Dollars ($48.00)per cubuc 10. For Cedar or Fir Logs, dapped, notched or hewn, One & 20/100 Dollars (;p1.2 per lin. ft. in place. 11. For Lumber in Dan and Intake Structure, Ninety-six Dollars (a96.00) per M. B.M. in Place. 12. For drift bolts and fastenings, 0 & 12/100 Dollars ($O.12) per lb. in place 13. For Hand placed Rip Rap, Sir. Dollars (;;p6.00) per cu. yd. in place. 14. For hauling and installing Trash Hacks, Leaf Screen, Sluice Gates, etc., furnished by jhe City, 0 & 03/100 Dollars 00.03) per lb. in place. Accompanying this proposal is certified check on First Vational Bank of Port Townsend, "lash., for the swn of Five Hundred Dollars (r500.00), according to the conditions of the advertisement and instructions to bidders. The principal items of construction equipment which are available for and are intended to be used on the proposed work are: Tractors, teams, scrapers, wheel- barrows, misc'1 to.ols and equipment. Gentlemen: If my bid is accented for the constructing of the proposed dam, I will ask for an extension of twenty (20) days time for ,the completion of ilw present Con- tract No. 2 with the City of Port Townsend on the Big Quilcene Water Supply Line. i As it is a very difficult task to get material for this dam delivered on the site, I deem it advisable for me to ask for this extension. j Respectfully yours, Janes H. Coyne. u No other bids. This being the only bid submitted, it was referred t.o Engineer Bear for tabu- lation, While the council proceeded with the regular order of business. MINUTES READ. The minutes of the regular session of June 19, 1928, were read and approved as read. Tabulated bid. At truis time Engineer Baar presented the tabulation of the bid of James H.Coy stating that it totaled � ?9.',97.00. Mr. Baar stated,however, that the bid did no include the furnishing certain bteel for trash racks, leaf screen, sluice gates,ete Councilman quenell recommended that a recess be taken to enable the contractor to incorporate the aforementioned steel in the bid submitted. Upon consultation with Mr. Coyne, I,Ir. Baar stated that Mr. Coyne would agree to furnish the steel to the City at cost to him and the proposal Was referred back to the bidder for incor- poration of all the material required in the complete construction of the dam. City Xreasurer. RDFORTS of OFFICERS. The report of the City Treasurer for the month of May, 1928, vras presented, read and referred to the Finance Committee. Mark of Respect to Miller. Councilman Q�uenell, Mayor Pro Tem., called for the Council to rise as a mark of respect to the memory of the deceased wife of Councilman Culler. City A�t�t�orne,,L City Attorney Scott, in reporting on the City's water rights on the Little Quilcene River, stated that when the notice of filing was published, the Quilcene Irrigation District and the Federal Fisheries Bureau had filecl protests against th City arpropriatirig all of the wlater. He fiurther stated that it.;may.,be advisable to furnish the paper mill temporarily with water from the Little Quilcene River an, stated that Yr. Tiffany, State Supervisor of Hydraulics had made the suggestion .that the City take up the matter with the Quilcene Irrigation District with a view to obtaining all the water that: could be spared from the Little Quilcene river,for a.temporary supply if needed. Mr. Scott stated that Mr. 'Tiffany had been very ac colmnodating and had.been very active in behalf of the city. Letter to Tiffany. It was moved by Councilman Gerson, seconded by Councilman Chapelle, that the City Clerk be instructed to write a letter to Mr. Tiffany, under the seal of the City, in appreciation of his efforts on behalf of the City.
