The City is legally bound to pay such coupons in New York if coupons are pre-
sented there, and you can understand our feeling when we have been.so insistant tha
the money be available in New York for any coupons that are presented there. I re
alize that it will put the City to some expense and after talking the matter over
with my associates, I have a suggestion which I believe will solve the situation
amicably for both ourselves and the City of Port Townsend:
It will be possible For the First National Bank of Port Tovrnsend to ndtify its
New York Correspondent to communicate with the Fiscal Agency of the State of "ashi -
ton and instruct them to honor any coupons presented there and charge them against
the account of the First National Bank of Port Townsend. In this way money will
not need to be deposited in New York to take care of coupons presented there and at
the same time no ernbarassment will arise from any coupons being rejected for paymen
in New York and the credit of the City of Port Townsend will not be impaired.
I feel that it is quite important that this matter be taken care of and I am
sure that under this plan your Council and the First National Bank will be willing
to cooperate with us. Very truly yours,

Dear Miss Pitcher:-
In view of the fact that the water bonds specifically state that coupons
are payable at the option of the holder, either in New York or at your office, it
is possible that there might be a legal liability for assessed expenses such as a
protest fee and in view of the letters and conversations with the bond house, we
recommend that you have us send to uor New York correspondent the estimated amount
of funds necessary to take up coupons due at the different interest periods, and
we will authorize them to pay coupons presented as they fall due, there. Thu Cou-
pons, of course, that may be presented here we can take up promptly out of the fund
sent to New York and make the adjustment without bothering you.
It is understood that there is approximately 'P'350,000. 5z,�o' bonds sold out
of town and some $25,000. 6% bonds sold out of town that coupons on which may be
presented at New York. This would require 4a10,375• in New -York to meet them, and
if you wish to have us do this for you, please deposit this amount on or before the
20th in order that we may -get the funds there in time and make arrangement with our
correspondent.

It was moved by Councilman Zuenell, seconded by Councilman Ialanson, that the
Finance Co:,mittee and the City Treasurer make arrangements with the First National
Bank to take care of interest due as outlined in the correspondence from Blyth, ,'!it
ter & Co., and George Welch of the First National Bank. Motion carried, all six
coma cilmen present voting in favor thereof.

It was moved by Councilman Tuanson, seconded by Councilman Coyne that the requi
sition be granted. Motion declated carried, all six councilmen present voting in
the affirmative!
ORDINANCES AND RESOLUTIONS.
Pursuant to ,notion made and carried at the previous session of the Council,
City Attorney Scott prepared 'a -ad presented a proposed ordinance, amending .the water
rates in force at present, which was read in full as follows, to -wit:
ORDINANCE 110.
An Ordinance of the City off Port Townsend, amending section Five (5) of Ordi-
nance :r1o. 752, entitled "An Ordinance to fix, regulate and control the use and pric
of crater supplied by the'city water works of the City of Port Townsend; to provide
for the regulation and government of the City `later Department, and providing penal
ties for the violation thereof," as said ordinance has been amended by Ordinance No
793, passed by the City Council March 21, 1911, and approved by the Mayor March 22,
1911, and as further amended by Ordinance No. 836, passed by the City Council June
3, 1913, and approved by the Mayor June 5, 1913, and as further amended by Ordinanc
No. 899, passed by the City Council October 7, 1919, and approved by the Mayor Octo
ber 21, 1919, and as further amended by Ordinance No.900, passed by the City Counci
November 4, 1919, and approved by the Mayor November 7, 1919, and as further amende
