'"ater for testing new pipe.
Engineer Baar requested that arrangements be spade with the Water Depart-
ment to obtain water for testing the new pipe lines and the matter was referred to
the later Committee and the water Superintendent.
Baar mentions water rights.
Engineer Baar also stated that they would assist the City if it was de-
sired to check up on water rights required by the City.
Water Rates outside of City- water
t:ir. Baar also recoiimended that rates be raised to all consumers outside
of the City Limits, and the matter was referred to the 'Dater Committee and the City
Attorney.
Pipe lines to City Lake Reservoir.
Idr. Baar also
.=tated that pipe lines should be put in to the City Lake
Reservoir and asked for ahzopinion from the Council. After some discussion,it was
requested that Mr. Baak being in an estimate of the cost, at the next session of
the Council, if possible.

Re: Construction of Diversion Dam.
The matter of the diversion dam on the Big Quilcene River was brought up
and Mr. Baar stated that. early action on same was imperative. as the only way to take
in material and supplies for construction would be over the right-of-way now being
prepared for laying the pipe line. .1.r. Baar further stated that he would have the
plans in shape for action of the Council by Tuesday evening, !June 1.l2th.
ORDINANCES AND RESOLUTIONS.
Speaking of the status of the Ordinance relating to acceptance of easement
from the McCormick Lumber Company for right-of-way, City Attorney Scott stated that
the attorneys of the McCormick Lumber Company desired certain changes and additions,
requesting that a new ordinance containing said changes and additions be passed by
the Council. The proposed ordinance entitled "An Ordinance accepting a proposed
perpetual easement agreement granted by the Chas. R. McCormick Lumber Company, of
Delaware, to the City of Port Townsend, to lay and maintain a pipe line for the
transportation of water over and across the lands described in said easement agree-
ment, with the obligations therein provided, and authorizing the Mayor and City
Clerk to execute such easement agreement, u was presented and read in full as the
first reading. It was moved by Councilman ',uenell, seconded by Councilman Manson,
that the first reading be considered the second reading and that the third reading
be by title only. Upon roll call, all sir, counci]anen present voted in favor there-

An Ordinance accepting a proposed perpetual easement agreement granted b
the Chas. R. McCormick Lumber Company, of Delaware, to the City of Port Townsend,
to lay and maintain a pipe line for the transportation of water over and across the
lands described in said easement agreement, with the obligations therein provided,'
and authorizing the Mayor and City Clerk to execute such easement agreement.
The City Council of the City of Port Townsend, Washington, do ordain as
follows:
Section 1. That the City Council do hereby accept the perpetual easement
agreement dated the 24th day, of April, 1928, granted by the Chas. R. McCormick Lum-
ber Company, of Delaware, to the City of Port Townsend, to lay and maintain a pipe
line for the transportation of water over and across the lands described in. said
easement agreement, with all of the terms, conditions and obligations therein sta-
ted, and authorize and direct the Mayor and City Clerk to execute such easement a-
greement with such terms and obligations as therein provided.
Section 2. That this Ordinance shall be published once in the Port Town-
send Leader, and to be in force and take effect five days from and after the date
of such publication.

Wiring License Ordinance.
Councilman Chapelle now introduced a proposed ordinance entitled " An Or-
dinance providing for the licensing of all persons, firms and corporations engaging
in, performing, or carrying on the business of installing, arranging, altering and
repairing, for the use and operation of, electrical wiring, connections, fixtures
and other electrical appliances in buildings and other structures within the City
of Port Townsend; fixing the amount of the fee for such license; and providing a
penalty for the violation of this ordinance," which was read in full for the first
reading.
Notion to lay over. It was moved by Councilman Gerson, seconded by Councilman Man-
son that the proposed ordinance be laid over to the next session of the Council.
Upon roll call, Councilmen Gerson and Manson voted in the affirmative and Council-
men Chapelle, Quenell, Lammers and Coyne in the negative. Motion declared lost.

that the first reading be considered the second reading and that the third reading
be by title only. Upon roll call, Councilmen Chapelle, Manson, juenell, Lammers
and Coyne voted in favor thereof, Councilman Gerson voting in the negative. Motion
declared carried.

as passed by the City Council June 5th, 1928, approved by the Mayor June 6th, 1928,
and published in the Port Townsend Leader June 8th, 1928, to -wit:
ORDINANCE NO. 961.
An Ordinance providing for the licensing of all person, firms and corpo-
rations e g aging in, performing, of carrying on the business of installing, arrang-
ing, altering and repairing, for the use and operation of, electrical wiring, con-
nections, fixtures and other electrical appliances in buildings and other structure
within the City of Port Townsend; fixing the fee for such license, and providing a
penalty for the violation of this ordinance.
The City Council of the City of Port Townsend, Washington, do ordain as
follows:
Section 1. That it shall hereafter be unlawful for any person, firm or
corporation, to engage in, perform or carry on the business of placing or installin ,
or to cause or permit to be placed or installed, in any building or other structure
within the City of Port Townsend, any wiring, apparatus, or fixtures for the use of
electricity, or snake or to cause or permit to be made, any alterations or ch.nge in
or addition to, any wiring, apparatus or fixtures for such use, without first hav-
ing a license so to do.
Section 2. That the fee for the license required by Section 1 of this
ordinance shall be the suss of Fifty Dollars (;`50.00), which shall be for the period
of one year from the date of the issuance thereof.
Section j. That any person, firm or co.rporati.on desiring to obtain the
license he.-ein rrovided, shall first pay the city treasurer the amount of the li-
cense fee herein provided, and that upon the presentation to the city clerk, the
treasurer's receipt for such payment, the city clerk shall issue such license; but
that such license shall be subject to the provisions of any city ordinance now ex-
