From S.L.Lockhart, to -writ: Port Townsend,''i'lash., May 3, 1928 To the Honorable Mayor and City Council, Port Townsend, "lash. uentlemen:- Permission is requested to arect a frame dwelling house, 28' x 32' on Lot 1, Block L, Kuhns Ranch Addition, at an estimated cost of 32500.00. Also a garage about 18' x 18' which will be set back three feet from street line. Respectfully submitted, S. L. Lockhart. It was moved by Councilman Coyne, seconded by Councilman Lammers, that per- mit be granted. Motion declared carried. Inspection Bills. Mr. Baar, of Baar and Cunningham, consulting engineers, asked as to the di position of the bill of the Central Inspection Bureau for inspection of material for the new pipe line, at the shops. City Attorney Scott asked Mr. Baar if he considered that the Engineers wer not responsible for payment of inspection at the factory and Mr.'Baar replied that he believed it to be an obligation of the City. He stated further that he. had authorized the inspection at the shops and that if the Council refused to pay the bill, the Engineers would be obliged to do so, but he thought the matter was so ev ident that the Council would accept it as a matter of course. After a general di - cussion as to responsibility for payment, it was moved by Councilman Ifianson,.secon - ed by Councilman Chapelle, that the bill of the Central Inspection Bureau for $527. 28,previously referred to the City Attorney, be paid, that shop inspection be con- tinued and that the city pay the bills for inspection of material at the shop, but that the City does not.vraive the right to hold Baar and Cunningham responsible for cost of shop inspection under their contract. Upon roll call, all six Councilmen present, namely; Miller, Coyne, Chapelle, Gerson, Manson and Lammers, voted in fa- vor thereof and motion was declared carried. Manson Sneaks. Councilman Manson called the attention of the Council to the absence of Councilman Quenell, remarking that Councilman Quenell"must'be afraid to face the music" and charged that Councilman Quenell was not doing his duty as a member'of the 'later Committee as he had never called a meeting of the committee to discuss matters. Baar speaks_. Mr. Baar, addressing the Council again, with reference to referring matter to the Council, stated that it was not always possible to refer everythingrto the Council before acting as there were urgent matters coming up ghat required instant decision. The City Council of the City of Port Townsend, Washington, met in regular session this 15th day of May, 1928s at 8 p.m., in the Council Chamber of the City Hall. ROLL CALL. .Upon Roll Call, there were present Mayor George Bangerter, City Attorney Jae. W. B. Scott, City Clerk C. F. Christian, and Councilmen P.':M.oCoy-ae,•Harry Chapelle, Max -Gerson, Peter A. Manson, Edw. Quenell, William Lammers and Jacob Miller. MINUTES APPROVED AFTER CORRECTION. The minutes of the iregular session of May 1st, were read and after correc- tion by inserting that the matter of -supplying the Keystone ferry with water was referred to the 'later Committee, minutes were approved as read. REPORTS OF OFFICERS. Annual Report:rt The City Clerk reported that he had given his Annual Report to the Leader Company for publication, as required by law, and recommended that 25 copies of the paper containing the report, be p.irchased for distribution. It was moved by Councilman Quenell, seconded by Councilman Lammers,that the City Clerk be. authorized to order 25 copies of -the Port Townsend Leader containing the Clerk's Annual Report. Motion declared carried, upon roll call, all seven Councilmen voting in favor thereof. Easement: TherCity Clerk also reported that easement for right-of-way had been execu- ted.by Jas. S. Woodman, after the words "more or less" to which the grantor objecte had been stricken out by the City Attorney, and that a warrant for 050.00, on the Water Extension Construction Fund had been issued in payment thereof.• 'Hater Proposals: The City Clerk further reported that proposals to furnish water to the sev- eral Federal. Departments had been executed and mailed. /arrant Iue d Also'Ch:at a warrant in the sum of $527.28, upon the ,later Extension Constr- uction Fund, in favor of Central Inspection Bureau, for inspection of material,had been issued; all as per orders of the City Council. REPORTS OF STANDING COMMITTEES. '.'later Committee: The Water Committee submitted' the following report: Port Townsend, Washington, May 15, 1928 To the Honorable Mayor and City Council of the City of Port Townsend. Gentlemen: Your Committee, on ',later and Drainage to vrhonn was referred the matter of Water Superintendent's Report for month of April, 1928, would respectfully re- port as follows: We find same to be correct. Edw. Quenell P. M. Coyne Peter A. Manson. Vacation of 8th Street' Councilman Manson, chairman of the Street Committee, to whom Bras referred the petition for vacation of 8th Street, between Sheridan Ave. and Cleveland Street reported verbally that he had inspected the premises, and moved, seconded by Coun- cilman Coyne, •that it be resolved by the City Council that a hearing on the vacatio of a portion of 8th Street petitioned for by St. John's Hospital be set for June 19 1928, at 8:30 r.M., and that the City Clerk be instructed to post notices as requi- red by law. Motion declared carried. ',later for Keystone ferry: Councilman Coyne of the "later committee, to whom was referred the matter of installing additional facilities on Union Dock to supply vessels with water, re- porting verbally, recommending that about 100 feet of 1, inch pipe and a meter on same, be installed on Union Dock. Pipe and Meter to be installed: It was moved by Councilman Coyne, seconded by Councilman Irlanson that the said pipe and meter be installed on Union Dock, as recommended. Upon roll call, all seven Councilmen voted in the affirmative and motion was declared carried. CO12kUNICATIONS.
