Gentlemen:
Permission is hereby requested to repair the dwelling house
situated on Lot 1, Block 137, Original Townsite, the *ndersigned being
the present owner of said property. Repairs will consist of a'general
overhauling and the estimated cost is approximately $500.00

Upon motion by Councilman Coyne, seconded by Councilman Lammers, said
permit was granted by unanimous vote of the council.

At a regular session of the City Council of the City pf Port
Townsend, I was instructed to request that you kindly furnish the City
Council with a statement of amount due for all services performed not
deemed by you to be included in the original contract.

A communication from Jacobs and Ober was presented and read,as follows:
Seattle, iPn. February 13, 1927
Mr. C. F. Christian, City Clerk,
Port Townsend, Washington.
Dear Sir: -
To your inquiry of the llth instant please be advised that the
only work that we have performed that is not included in the original
contract, nor the later contract formally approved and accepted by the
City Council on December 21, 1926, is the following: -
(a) An investigation, including field examination, into the causes
of the tailroad Aerailment near Fairmount. -an October 30 and 31, 1926, in
preparation for a possible damage suit against the City by the railroad,
on account of said derailment.
(b) The preparation of three alternative amendments to existing ordi-
nances relating to water charges and meter rates, and the preparation of
a complete, new ordinance relating to the same subject.
We had anticipated rendering a bill for these at a later date,
particularly item (a), which might have been deferred until the actual

trial of the suit, if the matter should come to trial. Since you desire tr
a statement at°,this time tt however, will say that our charge for the above 1r
services, under items (al and (b), is $200.00.
In connection with our later agreement we have done considerable'
work under the provisions of Article 7 of the contract approved by the
City Council on December 21, 1926, including the following: -
(a) A field inspection by both members of our firm, of the intakes,
main supply line, city lake reservoir, and the distributing reservoirs
of the system.
(b). Conferences with, and instructions to, Mr. eoht*ler Edwards,
concerning specific surveys to be made by him preliminary to the design
of the new system.
(a). The preparation of detailed specifications, including advertise- _
ment and bidding forms, for repair of the existing reservoirs in Port
Townsend, in order that work might be expedited and no unnecessary delay
be suffered after the Council indicated its readiness to proceed with
construction.
(d). Studies of sizes of pipe required
for low water water

required for storing water in city lake, and cost of construction to
city lake reservoir; together with preliminary work in preparation of
specifications.
The charges accrued to date for the above services is the sum of
$450.00 yet remaining unpaid of the 0750.00 item as defined in Article
5(a).and Article 6, and the 10%iitem defined in Article 5(b) of the
contract approved by the City Council on December 21, 1926. The latter
however, cannot be fixed until improvements have been authorized and
their estimated costs determined.
In this connection we desire to.again imprese.upon the City Council Ir
the importance of authorizing construction work at the earliest possible
date. We are ready to expedite our work immediately upon advise from the
city authorities that they are ready to proceed.

REQUISITIONS.
Requisitions for sundry supplies were submitted, as follows:
For City Water Department,
1 doz. 4" Knockdown Collars Complete

For City Clerks Department,
1 jar office paste, 1 rubber stamp, 9 Bulldog paper clips.
It was moved by Councilman Gerson and seconded by Councilman
Chapelle that said requisitions be granted and upon a roll call vote
the motion carried unanimously.
NEW BUSINESS. - -
Councilman Miller stated that nothwithetanding the pound law,
cattle were tethered with long ropes or chains allowing them to go upon
the dtrests of the City and asserted that the practice should "not be
allowed. The opinion prevailed that the poundmaster should be advised
to instruct the offending owners to atop the practice at once. _____I
Mailing Annual Reports.
Upon motion by Councilman Gerson, seconded by Councilman Quenell the Clerk was authorized to mail out 25 copies of the Port Townsend Leader
containing the Annual Report if requested by interested parties, all Coun-
cilmen voting in favor thereof.
Change Hydrant.
It was moved by Councilman Lammers and seconded by Councilmen
Zuenell and Chapelle, that the £��A.Wrant located near the former"ei'te
of the Northwestern Sanitarium.,/ o a point in the Pettygrove Addition near
the City gravel pit, the exact location to be d6signated later. Motion
carried, all councilmen voting in favor thereof. tU4
Resolution, re: death of C.E.Fountain.
Councilman Gerson now introduced a resolution relative to the
death of former Councilman Chas.'E. Fountain, which was read as follows:
WHEREAS, the SApreme Ruler of the Universe in His infinite wisdom has
removed from his earthly tabernacle, Chatles;Edward Fountain, late of the
City of Port Townsend; and
WHEREAS, The City Council of the City of Port Townsend, in gegular
