All ORDINANCE of the City of fort Tovinand providing for and fixing
the time of a special election for the qualified voters
of the City of Port Townsend to ratify or .reject a pro-
position granting to the City Council of said city
authority to levy taxes on the taxible property of said
city in excess of the fifteen (1r) mills, now autho-
rized by law.
ItIMEREAS, it now appears to the City Council of the City
of Port Townsend that there will be insufficient money returned to
the City Treasurer of said city during the year 1945, through tax-
ation and otherwise to provide for and carry out all the functions
of city government for that ,year; end,
17HEREAS, under the provisions of Chapter 2, Lavis of the
State of Washington 1939 (Initiative Measure 11o. 129), cities and
tovms are granted power to levy taxes in excess of fifteen (15) mills,
when authorized to do so by the electors of such cities or.tovins; and,
VMEREAS, it appears to the City Council of the City of
Port Townsend that an election for that purpose is necessary, and
that the following proposition should be submitted to the qualified
voters of the city for ratification or rejection, now, therefore,
THE CITY COUNCIL OF THE CITY OF ] OR'T T0:'i1TSe7ID DO ORDAIN AS FOLLY S:
Section 1. That a special election be held in the City
of Port Townsend and in the various precincts thereof, on Tuesday,
the 8th clay of September, 1942, which dcy and date be, and hereby
is fixed, as the date upon which said election shall be held, and
shall be voted by the qualified voters of said city the following-
proposition and question, to -wit:
"Shall the City Council of the City of Port Toa nsend be autho-
rized to collect by taxation during the year 19,13 the sum of approx-
imately J,aoe.ev , by a special and additional levy of not to ex-
ceed S mills, upon the dollar of assessed valuation of said city,
in excess of the city levy empowered by Chapter 2, Laws of the State
of ?lashington, 1939 (Initiative ;::easure 11o. 129), for the purpose
of continuing and maintaining an adequate system of Civilian Defense
in conjunction with the County --City Civilian Defense Council?"
