This ordinance shall be deemed -exert sc of the police power of the City of Port Townsend as an aid to the enforce - went of the Washington State Liquor Control Act, and all of its provisions shall be l4brally construed for the accomplishment of that purpose. Section 2. DEFINITION OF TPIMIS. In this ordinance, unless the context requires: (a). "Alcohol" is that substance known as ethyl alcohol, hydrated oxide of ethyl, or spirit of wine, whit.: is commonly produced by the fer- mentation or distillation of grain, starch, molasses, or sugar, or other substances, including all dilutions and mixtures of this substance. (b). "BeOr" means any beverage obtained by the alcoholic fermentation of an infusion or decoction of pure hops, or pure extract of hops and pure barley malt or other wholesome grain or cereal in pure water containing not more than four per cent (4%) df alcohol by weight, and not less than one-half of one per cent Ca of 1 ) of alcohol by volume. For the purposes of this ordinance any such beverage, including ale, stout and porter, con- taining more than four per cent (47j) of alcohol by weight shall be referred to as "strong beer." (a). "Board" means the Washinrton State Liquor Control Board. (d). "Consume" includes the Trotting of liquor to any use, whether by drinking or otherwise. (e). "Dentist" ineans a practitioner of dentistry duly and regularly licensed and enraged. in the practice of his profession within the state pursuant to Sections 100.i0-10058, Rominrton's devised Statutes.
