AN ORDINA170H of the City of Port Townsend providing for and fixing the
time of a spacial election for the qualified voters of the
City to ratify or reject propositions granting to the City
Council, authority to levy taxes on the taxable property
of said City in excess of the rate of fifteen mills now
authorized by law.
' Ci11MMI&S, it appears to the City Oouncil of the Olt•y of
'.Port Toxmaond, from an examination of the preliminary budget now on
file with said council that there will be insufficient money returned
to the City Treasury of the City of Port Tovmocnd during the year 1936,
`through taxation and otherwise, to provido for and carry out the functions
of city rovernmant for that year; and,
MF.r.P.j.4S, under the provisions of Chapter 2, Laws of Wash-
ington, 1935, (Initiative Measure No. 94), cities and towns are granted
power to levy taxes in excess of fifteen mills, when authorized so to
do by the electors of such city or town; and,
l4Hx2R&U, it appears to the City Council that an election
for that purpose Is necessary, and that the following propositions should
ba-submitted to the qualified voters of the Olty for ratification or
rejection, now therefore,

Section 1. That a special election be held in the City of
Port Townsend and in the various voting precincts thereof on Tuesday,
the'24th day of September, 1935, which day and date be, and hereby is,
fixed as the date upon which said election shall be held and shall be
voted by the qualified electors of said Oity, the following propositions
and questions, to-rit•:
